submittal of Plans and specifications for "Rockview Lift Station
Repair Project - City Plan No. P-41R. ”
CAO RECOMMENDATION:
By resolution, approve plans and specifications, authorize staff
to advertise for bids and authorize CAO to award contract if bids
received are equal to or below engineer's estimates.
BACKGROUND:
On January 2, 1990 Council adopted Resolution No. 6742 waiving
Purchasing Control Guidelines and authorized CAO to enter into
contract for emergency repair of the Rockview lift station wet
well. The wet well had been determined to be in a potential
state of collapse through video inspection. With the rainy
season upon us, staff was concerned that a rising water table
could cause collapse of the wet well. This was the justification
�- for proceeding under emergency procedures.
On January 8, 1990 staff prepared a contract between the City and
the firm of Advanced Manhole Technology for emergency repair of
the wet well. This contractor had been selected based on a
proposal for repair of the wet well submitted to the City on
December 5, 1989. During the next six weeks the contractor
failed to return the signed contract or respond to calls from the
Wastewater Division Manager. On February 28, 1990 the contractor
was notified in writing that the proposal and subsequent contract
would no longer be considered by the City due to the failure to
respond by the contractor.
At this point, staff elected to return to normal purchasing and
bidding procedures for repair of the wet well. This was decided
for two reasons, the rainy season was nearly passed with little
sign that a sufficient amount of rain would fall to cause
collapse of the wet well, and normal purchasing/bidding
procedures would afford the City some protection to insure that
the project would be completed. Public Works Engineering staff
has prepared Plans and Specifications for the project and is now

ALTERNATIVES:
1. Approve plans and specifications as submitted, authorize
staff to advertise for bids and authorize CAO to award the
contract if bids received are below engineer's estimate.
2. Do not approve plans and specifications at this time.
Failure to proceed with this project in a timely fashion will
increase the probability of catastrophic failure of the wet well.
FISCAL IMPACT:
Engineers estimate:
Repair of wet well $37, 000. 00
Contingencies $3, 000. 00
Council approved funding for this project in the 1989-91
Financial Plan (Pg. E-7) . This project is being completed as one
of several CIP projects under the heading of Replacement of Sewer
Collection Mains. A total .of $250, 000 has been budgeted for
these projects in the 1989-90 fiscal year and $90, 000 has been
set aside for repair of the wet well.

CONSEQUENCES OF NOT TARING THE RECOMMENDED ACTION:
Not taking the recommended action will increase the probability
of failure of the wet well before it can be repaired. Wet well
failure could result in wastewater discharge to streets and
surrounding properties, exposing the community to possible health
threats. The City may also be subject to fines from the State
should a spill occur. Repair of the Laguna lift station wet well
after failure cost the City $117, 000.
RECOMMENDATION:
By Resolution, approve plans and specifications for "Rockview
Lift Station Repair Project-City Plan No. P-41R11 , authorize staff
to advertise for bids and authorize CAO to award contract if
successful bid is equal to or below engineer' s estimate.

A RESOLUTION OF THE COUNCIL OF THE CITY OF
SAN LUIS OBISPO APPROVING PLANS AND SPECIFICATIONS
FOR ROCKVIEW LIFT STATION REPAIR PROJECT-CITY PLAN
NO. P-41R AUTHORIZING STAFF TO ADVERTISE FOR BIDS, AND
AUTHORIZING CAO TO AWARD CONTRACT IF BID IS BELOW
ENGINEER'S ESTIMATE
WHEREAS, the Rockview lift station wet well has been
thoroughly inspected and has been determined to be in need of
repair to prevent possible collapse; and
WHEREAS, the Rockview Lift Station Repair Project is
required to provide uninterrupted sewage flow without health
hazard to the citizens of San Luis Obispo; and
WHEREAS, Council approved funding for this project in the
1989-91 Financial Plan on July 24, 1989.
NOW, THEREFORE, BE IT RESOLVED the Council for the City of
San Luis Obispo approve plans and specifications for the
"Rockview Lift Station Repair Project-City Plan No. P-41R"
(engineers estimate $37, 000) ; authorize staff to advertise for
bids; and authorize City Administrative Officer to award contract
if successful bid is equal to or below engineer' s estimate.
