SUBJECT:
Canvass results of the General ;Municipal Election held Tuesday,
November 7, 1989.
CAO RECOMMENDATION:
Adopt resolution declaring the results of the General :Municipal Election held
Tuesday, November 7, 1989, and order filed.
BACKGROUND:
Pursuant to Section 22932 of the California Elections Code and the City's
Election Campaign Regulations, the governing body must have the election
returns canvassed and adopt a resolution declaring the results of the elected
i•Iayor and Councilmembers having; the highest votes cast. As the city's
election was consolidated with the School Governing Boards and Special
Districts, the canvassing of the returns was performed by the County Clerk in
accordance with Resolution No. 6640 requesting consolidation. The canvassing
must include all votes cast for each candidate placed on the General
Municipal Election including the number of votes given at each precinct to
each person.
ALTERNATIVES:
1. Adopt resolution canvassing the returns and order filed.
2. Adopt resolution canvassing the returns and order recount within
five days of its passage.

RESOLUTION NO. (1989 Series)
A RESOLUTION OF THE COUNCIL OF THE
CITY OF SAN LUIS OBISPO DECLARING
THE RESULTS OF THE GENERAL MUNICIPAL
ELECTION HELD TUESDAY, NOVEMBER 7, 1989
WHEREAS, a General Municipal Election was held in the City of
San Luis Obispo on the 7th day of November, 1989, which election
was duly held and conducted in the manner provided by the Charter
of the City of San Luis Obispo, and as provided by law for the
purpose of electing a Mayor and two (2) City Councilmembers; and
WHEREAS, under the provisions of City Council .Resolution No.
6640 (1989 Series) , the Board of Supervisors was authorized to
perform the official canvass of the November 7, 1989, General
Municipal Election pursuant to the election . laws of the State of
California; and
WHEREAS, a statement of the results of said election has been
duly entered by the City Clerk in the official records of the City.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
San Luis Obispo that:
SECTION 1. The whole number of votes cast in said election
within the City of San Luis Obispo was 11, 532 .
SECTION 2.. The names of the persons voted for, the office for
which each person was voted for, the number of votes given at each
precinct to each person, are shown by the tabulation of votes,
marked Exhibit "A" and attached hereto, and by this reference
incorporated herein as though fully set forth.

SECTION 3. RON DUNIN, the candidate having received the
highest number of votes cast at said election for the office of
Mayor, is hereby declared elected to such office for the term
prescribed by the City Charter.
SECTION 4. BILL ROALMAN AND PENNY RAPPA, the two candidates
having received the highest number of votes cast at said election
for the office of City Councilmember, are and each of them is
hereby declared elected to such office for the term prescribed by
the City Charter.
SECTION 5. The City Clerk is hereby directed to sign and
deliver to each of said. Ron Dunin, Bill Roalman and Penny Rappa a
certificate of election certifying to him/her election of him/her •
respective office, as hereinbefore set forth.

RESOLUTION NO.6640 (1989 Series)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
REQUESTING THE SAN LUIS OBISPO COUNTY BOARD OF SUPERVISORS TO
CONSOLIDATE THE GENERAL MUNICIPAL ELECTION ON
TUESDAY, NOVEMBER 7, 1989, WITH THE SCHOOL AND SPECIAL
DISTRICTS ELECTION TO BE HELD ON SAID DATE
BE IT RESOLVED by the Council of the City of San Luis Obispo as
follows:
SECTION 1. The Board of Supervisors of the County of San Luis Obispo
is hereby requested to order the consolidation of the General Municipal
Election with the School and Special Districts Election to be held on
Tuesday, November 7, 1989, and said Board of Supervisors is hereby
authorized to canvass the returns of the election called and the election
shall be held in all respects as if there were only one election and one
form of ballot, namely the ballot used at such primary election shall be
used. The precincts, polling places and officers of election for the
General Municipal Election hereby called shall be the same as those
provided for said School and Special Districts election and as set forth
in Section 23312 of the Elections Code.
The Board of Supervisors is requested to certify the results of the
canvass of the returns of the General Municipal Election to the Council of
the City of San Luis Obispo, which shall thereupon declare the results
thereof.
SECTION 2. The Board of Supervisors is hereby requested to issue
instructions to the County Clerk and Registrar of Voters to take any and
all steps necessary for the holding of said General Municipal Election.
The City will pay its pro rata share of extra costs incurred by the County
in consolidating the elections pursuant to Section 51350 of the Government
Code.

SECTION 3. The City Clerk is hereby directed to file certified copies
of this resolution with the Board of Supervisors, the County Clerk and the
Registrar of Voters of the County of San Luis Obispo.
SECTION 4. The City Clerk shall certify to the passage and adoption
of this resolution..

and on the following roll call votes:
