RECOMMENDATION:
Waive existing conditions and ARC review requirements
associated with the development and operation of
groundwater supplies during the declared water emergency.
BACKGROUND-
The City has actively pursued groundwater development as a viable
option to supplementing its surface water supply. There have been
a number of test wells drilled and developed throughout the city
over the past year and a half.
once the well site has been identified, it is drilled, cased, and
gravel packed. It is then sampled to determine water quality and
compliance with the State of California ' s water quality
-- requirements. The analyses for the Auto Parkway and Dalidio wells
exhibited levels of Tetrachloroethylene (PCE) and Trichloroethylene
(TCE) above the maximum contaminant level of 5. 0 ug/l established
by the State.
To meet health standards and make the water safe for human
consumption, staff recommended, and the City Council approved,
carbon filtration as the most viable option to remove these
contaminants from the water.. The tanks (2) , as they are assembled,
stand 21 feet in height, are currently painted grey and contain a
large assemble of piping which carries the water from the well
through the carbon units into the distribution system.
During the installation phase, City Staff filed the appropriate
paper work and began working with the City Planning Staff to
address the immediate concerns of the project. Because of the
visual impact of the tanks and associated buildings, the projects
were placed upon the Architectural Review Commission's (ARC)
agenda. The projects have appeared before the ARC on two
occasions; July 7, 1989 for both installations, December 4 , 1989
for the Dalidio installation, and December 18, 1989 for the Auto
Parkway installation.
A number of conditions were placed upon the installation of the
carbon units (see attachment 1. 0) . The condition which placed the
greatest burden was the requirement to move both facilities within
a short period of time. The movement of the tanks will incur a

significant financial impact to the City. In order to move the
tanks, it is necessary to remove the carbon from the tanks into
special tanker trucks and then reinstall the carbon again after the
relocation is completed. Piping from the well head must be
disconnected and other piping secured to prevent failure during the
relocation. In addition, a large crane will be required to pick
up the tanks to load them onto a truck for relocation.
DALIDIO WELL
Currently, the well located on the Dalidio property is operated by j
the City on a temporary basis. The City of San Luis Obispo has an
agreement with the Dalidio Family to 1) operate the well for up to i
thirty-six (36) months, or 2) until the water shortage is declared
over, or 3) until the City's two reservoirs fill to 67 percent of
total capacity. In any case, the well will be returned to the
Dalidio family and the City would remove the carbon filtration
units and use them elsewhere.
AUTO PARKWAY WELL
Initially, a number of concerns were raised by the land and
business owners surrounding the well site. The City's legal staff
has been in negotiations with the legal representatives for each
of the individuals concerned. Currently, all parties have agreed
to let the tanks remain in place for a period of up to three years
provided a number of conditions have been met. If these conditions
are not met a penalty clause has been included.
CONSEQUENCES OF NOT TAKING ACTION
The City would be required to move the tanks and incur a
significant cost in the process. There would be a delay of 60 to
180 days before the wells would be available for service. As a
result, the City would not have an additional 1250 gpm (2016 acre
feet on an annual basis) of groundwater on line to mitigate the
water shortage.
FINANCIAL IMPACT
Regardless of the distance moved., it is estimated that it will cost
approximately $25,000 just to lift the tanks off the existing pad.
Additional costs are incurred for the installation of a new water
line which will tie into the main line. This cost will vary
depending on the distance selected. Relocation of the electrical
service, mounting pad, booster pump and chlorination buildings will I

identified, easements must be obtained, agreements negotiated and
approved, and just compensations determined. The site must be
carefully selected as not to encounter the same problems and
concerns which have been identified at these sites. When
accomplished in the most expedient manner, this process alone could
take at least 120 to 180 days.
However, it is more reasonable to expect that to identify and
secure a permanent site, move the tanks and become fully
operational , may take in excess of one year. This is providing
that delays or road blocks are not encountered. Water production
i during a portion of that time will be suspended.

It is difficult to place an exact figure on the cost for movement
of each of the facilities because of the many variables involved.
Depending upon the distance moved from the present location, the
cost to relocate to a permanent location will range from $30, 000
to $100 , 000 each.

If the option chosen is to comply with the ARC's request and move
the filtration tanks, there are adequate funds in the water fund
to cover this project. This expenditure may require an evaluation
of priorities for new CIP projects and projects which have been
approved but not completed. Those projects which have a low
priority will be eliminated and the money will then be used to fund
this project. Purchasing Control Section 201-1 Waivers of
Competitive Purchasing, subsection number 2 . will be followed.
ALTERNATIVE
Based on this current situation staff feels that two alternatives
are viable to the Council. They are:

Alternative 1
Waive existing conditions and future ARC review requirements for
capital projects associated with the development of groundwater
supplies during the declared water emergency. This would eliminate
any unforeseen future problems that arise as the City continues to
develop groundwater during this water emergency. It is important
to note, however, that staff fully intends to minimize to the
extent practical the visual impact of facilities and to maintain
all well sites in a "neat and orderly manner" (Auto Parkway
Condition, Item #3) .

AUTO PARKWAY CONDITIONS
1 . The system, including the two tanks and the pump house, shall
be removed from the site within 60 days of the original
architectural approval (by September 14 , 1989) .
2 . Well equipment left on the site after system removal shall be
screened from public view, to the satisfaction of the Community
Development Director.
3 . The site shall be maintained in a neat and orderly manner at
all times .
4 . The system including the two tanks and the pump house shall
be painted Cerrinto Olive.
DALIDIO CONDITIONS
1. Investigate alternate sites to relocate the tanks.
2 . The tanks were approved at their present location for 120
days.
3 . The system including the two tanks and the pump house shall
be painted Cerrinto Olive.
At the December ARC meetings, the decision to move the tanks was
upheld.
