CAO RECOMMENDATION: 1. Adopt a resolution providing funding support for restoration projects at 531 Dana Street ($16,790) and at 665 Buchon Street ($3,500). 2. Direct staff to amend the Historical Preservation Financial Assistance Program guidelines to allow for the submittal and processing of applications throughout the year. BACKGROUND In August, 1989 the Community Development Department mailed notices to the owners of historical properties advertising the city's rehabilitation assistance program. The sixty- day application period extended from September 1 to November 1. The Community Development Department has received two applications for financial assistance -- requesting a total of approximately $20,300 in city financial support. Consistent with adopted program guidelines, the city would provide collateral to the Bank of America in return for the bank providing below-market loans to eligible applicants. On December 7, 1989, the Cultural Heritage Committee reviewed the two applications and recommends that the City Council approve the requests for funding support as submitted. The CHC also recommended a condition of approval for each application (see attached resolution). SIGNIIFICANT IMPACTS The city's current fund balance for this program at the Bank of America exceeds $50,000. If both of the current applications are supported by the council and the Bank of America approves the loans, the city's account would have a balance exceeding $30,000. The city's funds are used as collateral to support loans provided by the Bank of America. As the loans are paid off, the city's money is also paid back into an interest-bearing account. The payback period for the loans is expected to be 15 years. Holt i Type of Property: Single family house Historical Significance: Contributing Property Summary of Proposed Restoration Work: Jack up and level existing one-story residence; install concrete perimeter foundation with interior concrete piers to replace existing wood foundation; replace existing wood siding at the cripple wall to match existing siding and paint to match. Project Eligibility: The property is eligible for the city's program because it is a contributing property within an Historic District. The proposed foundation work is a first priority activity as described by the city's program guidelines. Funding Support Requested: $16,790 Comments: This project is similar to others previously funded by the city's financial assistance program. According the owner, the house was originally located across Dana Street and was moved to its current site when the mansion at 550 Dana (see attached map) was constructed. Within the past ten years, the house has been painted and a new roof installed. The owner may repaint the house as part of this project. The proposed foundation work would also include replacement of some of the floor joists and sub-floor materials that have been damaged by termites and dry rot. New siding at the cripple wall would be installed and would match existing siding on the rest of the house. The attached elevations show this detail as well as the types of vents that would be used in the foundation. No other changes to the exterior of the house are proposed as part of this application. Suggested Conditions of City Approval: The replacement siding at the cripple wall shall match that used on the rest of the residence. 2. 665 Buchon Street I Applicant: Stephen A. McGrath Type of Property: Single Family House city of sa. _uis osispo COUNCIL AGENDA REPORT Page 3 -- Historical Preservation Loan Program Historical Significance: Contributing Property Summary of Proposed Restoration Work: replace dry-rotted wooden window, sash and frames with new dual-glazed wood windows manufactured by Marvin (see attached specifications). (Additional.information being prepared.) Funding Support Requested: $3,500 Project Eligibility: The property is eligible for the city's program because it is a contributing property within an Historic District. The proposed replacement of windows is a second priority activity as described by the city's program guidelines. I Comments: Last year, the city provide financial assistance to Mr. McGrath to replace the foundation of the house at 665 Buchon Street. This work has been completed. The city's program guidelines do not limit a property owner from making multiple applications for city financial assistance. The city is currently paying service fees to Bank of America for a loan of $4,500 to be paid back in five years (beginning last year). The city agreed to fully support this loan because the Bank of America would not provide a loan under the collerteralized loan or interest subsidy program — due to inadequacies in Mr. i McGrath's credit history or his income statements. In the attached letter, Mr. McGrath has identified a number of funding options. The proposed window replacement work is consistent with the city guidelines -- as far as eligible activities are concerned. The CHC may want to review the design of the proposed windows and suggest alternatives if the design is not acceptable. Suggested Conditions of City Approval: The replacement windows and sash work should match as closely as possible the existing windows and sash work. ACTION ALTERNATIVES The City Council should consider the CHCS recommendations and the application materials and should take one of the following actions: 1. Support the applications as submitted or amended with conditions as suggested by the CHC and staff. I 2. Recommend denial of one or both of the applications and identify reasons for denial. FOLLOWUP DISCUSSION/ACTION This year the city received only two applications for assistance. This lack of participation may indicate that there is limited public interest, the city's program is not attractive enough for home owners, the "applicant pool" is more limited than first thought, or the timing of the city's program doesn't fit with the plans of individual property owners. Concerning this last point, throughout the year the staff receives calls from people who are interested in the program but may be put off because the application period is months away. To address this last point while not radically changing the intent of the program, staff suggests that the city establish an on- line program where applications would be processed through the city and the Bank of America as they are received. Applications could be approved on a first-come-fust-serve basis so long as the city funds hold out. The CHC and staff recommends that because of the remaining balance of funds available, that the program be readvertised and that applications be processed on a first-come-first serve basis. i By minute action, the City Council should direct staff to amend the Historical Preservation Financial Assistance Program guidelines to allow for the submittal and processing of applications throughout the year. NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: 1. The following requests for city financial support are hereby approved subject to the conditions stated below: A. 531 Dana Street. Betty M. Holt. Applicant. Financial support for the construction of a new foundation and related improvements to the floor system and exterior siding. Maximum City Support: $16,790 Condition of Support: The replacement siding at the cripple wall shall match that used on the rest of the residence. B. 665 Buchon Street. Stephen A. McGrath Mplicant Financial support for the replacement of 18 windows with new wooden double-glazed windows manufactured by Marvin.
