SUBJECT: Appointment of Task Force for the County Integrated Waste Management
Plan
CAO RECOMMENDATION: Adopt resolution appointing Councilmember Rappa as
representative to the Solid Waste Task Force and Fire Chief Dolder as alternate.
BACKGROUND:
At its January 16, 1990 meeting, the City Council appointed Councilwoman Rappa
its representative to the Solid Waste Commission and alternate to the Hazardous
Waste Commission with Fire Chief Mike Dolder representative to the Hazardous
Waste Commission and alternate to Solid Waste. However, on January 29, 1990,
a letter was received from the County Engineer's Office indicating additional
formal Council action (by resolution) is required .due to changes in State law
repealing the Solid Waste Management Commission as it currently exists. On
January 1, 1990, Assembly Bill No. 939 entitled "The California Integrated Waste
Management Act of 1989" became effective and requires the appointment of a local
task force by March 1, 1990. On January 4, 1990, the County Solid Waste
Management Commission considered and approved a motion that the commission be
reestablished as the Solid Waste Task Force.
Therefore, it is recommended that Council adopt the attached resolution
Appointing Councilmember Rappa a member on the Solid Waste Task Force and Chief
Dolder alternate representative to the task force.

APPOINTMENT OF A TASK FORCE FOR THE
COUNTY INTEGRATED WASTE MANAGEMENT PLAN
WHEREAS, effective January 1, 1990, the portions of the State Health and
Safety Code that required the Solid .Waste Management Plan were repealed, and
WHEREAS, as the County Solid Waste Management Plant no longer exists, the
Solid Waste Management Commission may also be considered to no longer exist, and
WHEREAS, - on January 1, 1990, the Assembly Bill 939 — "The California
Integrated Waste Management Act of 1989" became effective and required
appointment of a local task force by March 1, 1990 to assist in coordinating the
development of city and county source reductions and recycling elements to
prepare a countywide siting element, and
WHEREAS, on January 4, 1990, the County Solid Waste Management. Commission
considered and approved a motion to recommend to the cities and county that the
Commission be established as the Solid Waste Task Force.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of San -Luis
Obispo does hereby appoint Councilwoman Penny Rappa to serve as the member on
the Solid Waste Task Force and Fire Chief Mike Dolder to serve as the alternte
on the Solid Waste Task Force.
