SUBJECT:
A. Appointments of Replacement Members to the Parking Management Committee, and
B. Adopt resolution establishing the Parking P4anagement Committee as a
permanent advisory body.
CAO RECOMMENDATION:
A. By motion, appoint Maggie Cox and Greg Schulte to the Parking Management Committee.
B. By motion, extend the term of the Parking Management Committee for two years.
A. BACKGROUND:
Because of the resignations of the Chamber of Commerce and-County representatives, the
Parking Management Committee's present membership is only five members. We have
received recommendations for replacements from both groups. The Chamber has
recommended Maggie Cox, Director of Government Affairs and Assistant Manager for
the Chamber, be appointed. The County has recommended Greg Schulte, County
Rideshare Coordinator, be appointed. Both nominees have been serving on the committee
as ex-officio members. Staff feels both nominees would be an asset to the committee and
supports their appointments.
ALTERNATIVES:
1. Approve the appointments as recommended.
2. Do not make 'the appointments at this time and direct staff to request additional
applicants.
B. BACKGROUND:
On July 15, 1986, the City Council authorized, by resolution, the establishment of a
Parking Management Committee as a technical and special-purpose advisory body. That
resolution indicated that the committee was to "sunset" on July 15, 1988. On July 5, 1988,
the Council extended the terms of the committee to July 5, 1990.
In recent months, the committee has been meeting on a bi-weekly basis to update the
Parking Management Plan, as well as address on-going parking issues. The constant
demand of parking issues continues to escalate, especially in light of the number of
construction projects currently under way in the core.

As a result, it is anticipated that parking issues will continue well past the scheduled date
to terminate the Parking Management Committee. Given the need to maintain an ongoing
parking advisory body, it would be most advantageous to the City to continue the Parking
Management Committee as an advisory body. The ever-increasing complexity of parking
issues further substantiates the need to effectively manage the City's vital parking
resources. On the other hand, there is no pressing need at this point to establish an
additional permanent advisory body.
ALTERNATIVES:
1. Extend the term of the Parking Management Committee for two years. Committee would
"sunset" on July 5, 1992.
2. Discontinue the Parking Management Committee as an advisory body.
3. Establish the Parking Management Committee as a permanent advisory body.
CONSEQUENCES OF NOT TAKING RECOMMENDED ACTIONS:
Delaying official appointments to the committee will continue to under-represent the City
regarding parking matters. Not continuing the Parking Management Committee as an advisory
body will impair the effectiveness of managing the City's parking resources.

RESOLUTION NO. (1990 Series)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
EXTENDING THE TERM OF THE PARKING MANAGEMENT COMMITTEE
AS A TEMPORARY SPECIAL-PURPOSE ADVISORY BODY.
WHEREAS, the City Council established the Parking Management Committee in 1986 as a
temporary committee to provide advice and assistance in the implementation of the City's
Downtown Parking Program; and
WHEREAS, the City Council extended the terms of the committee by two years in 1988
to continue to work on parking matters; and.
WHEREAS, the City's parking program and management plan will.continue to be
evaluated; and
WHEREAS, the City has the need to maintain the Parking Management Committee as a
temporary, special-purpose advisory body for assisting in effective parking management;
NOW, THEREFORE BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
Section-a: A seven (7) member Parking Management Committee is established and the
Committee will "sunset" on March 31 1992. The members shall be appointed PP b the City Y Council
in a manner determined by the Council.
Section 2: The Parking Management Committee shall have the following principal
responsibilities:
A. Provide advice on the location, cost, and availability of parking in the central
business district.
B. Improve the effectiveness of parking supply.
C. Establish a program to discourage employee parking in shopper spaces.
D. Protect residential neighborhoods.
E. Encourage ridesharing and other alternatives to the use of private, single-
occupant automobiles.
Establish goals and objectives for parking management.

Section 3 The Parking Management Committee shall be composed of seven (7) members
which include representatives from the BIA, Chamber of Commerce, County, Private Businesses
and Citizens of San Luis Obispo. All members must have a demonstrated interest in providing
effective parking management.
Section 4: The Parking Management Committee shall report to the City Council on its
progress each year until its "sunset" on March 31, 1992.
