SUBJECT: HRC Co-Sponsorship of a Child Care Forum
CAO RECOMMENDATION: By motion, authorize the Human Relations Commission
on behalf of the City of San Luis Obispo to co-sponsor a forum on the importance of
child care in the 1999s.
DISCUSSION:
At the last Human Relations Commission meeting on February 7, 1990, Councilmember
Rappa, who was the HRC liaison, suggested that the Commission co-sponsor a forum on
behalf of the City regarding the importance of child care in the 1990's. The Economic
Opportunity Commission, Pacific Gas & Electric, and the League of Women Voters will
also co-sponsor the symposium which has been scheduled for March 1990.
The purpose of the public forum is to present an overview of the importance of child
care. The forum will not promote any particular aspect or program but will emphasize
J overall awareness. All local businesses will be invited to attend.
The Advisory Body Handbook, used to guide commission actions, states that an advisory
body must receive the approval of the City Council prior to making any public statement
on behalf of the City or before sponsoring a public forum (Sections III.B.e. and III.B.£).
FISCAL IMPACT:
There is no financial cost associated with the Human Relations Commission co-
sponsoring a forum on the importance of child care in the 1990's. Pacific Gas & Electric
will-assume the cost of presenting the forum.
ACTION RECOMMENDED:
Staff reviewed the Commission's request and found it consistent with chapter 2.56 of the
San Luis Obispo Municipal Code, regarding the purpose and function of the Human
Relations Commission. Therefore, staff recommends that Council approve the request
by the Human Relations Commission to co-sponsor a forum on child care in March
1990.
