SUBJECT:
Submittal of Plans and Specifications for Storm Drain Improvement Project: Osos Street -
Pismo St. to Buchon St., City Plan No. P-13E.
RECOMMENDATION:
Adopt resolution approving plans and specifications for Storm Drain Improvement Project:
Osos St. - Pismo St. to Buchon St., City Plan No. P-13E; Authorize Staff to Advertise for
Bids; and Authorize the CAO to Award a Contract if Bids are within the Engineer's
Estimate.
BACKGROUND:
For many years the city has had an ongoing program of improving minor drainage within the
community so as to avoid street and private property flooding during storms. Many were listed
in the 1983 Flood Management Policy (Pink Book), and almost all of those listed have been
completed. The problem on Osos Street has become an increasing nuisance and inconvenience
during storms in the past few years.
Construction will take place after winter rains and will require approximately 30 days.
Construction will occur primarily in the parking lane along Mitchell Park.
FISCAL IMPACT:
Engineer's Estimate: $46,000.00
Contingencies: 3.000.00
Total: $49,000.00
The 1989-91 Financial Plan (page E-9) designated $50,000.00 annually for minor storm drain
improvements. The Engineer's Estimate, including contingencies, is within this amount.

RESOLUTION NO. (1990 Series)
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING PLANS AND SPECIFICATIONS,
AUTHORIZING STAFF TO ADVERTISE FOR BIDS, AND
AUTHORIZING CAO TO AWARD CONTRACT TO SUCCESSFUL BIDDER
WHEREAS, funds for improvement of minor storm drains are included in the 1989-90
Financial Plan; and
WHEREAS, the project is categorically exempt from an EIR, and is not of sensitive or
exceptional community interest;
NOW THEREFORE BE IT RESOLVED, that the City Council hereby approves the Plans
and Specifications for City Plan No. P-13E, "Storm Drain Improvement Project: Osos St. - Pismo
St. to Buchon St."; directs staff to advertise for bids; and authorizes the CAO to award the
contract to the low bidder if bids are below the Engineer's Estimate.
