SUBJECT: Alarm Ordinance Fees
CAU RECOIDUMDATION:
Adopt a resolution implementing alarm permit and false alarm
response fees pursuant to San Luis Obispo Municipal Code
Section 15. 120.050.
DISCUSSION:
On March 6, 1990 the Council passed to print Municipal Code Section
15.120.050 establishing a cost recovery ordinance for alarm permits
and false alarm response fees. These are designed to defray costs
associated with administering alarm permits and excessive public
safety responses to false alarms. After a review of actual costs,
similar cost recovery ordinances; and other city fees, we believe
that the recommended charges reflect the legal. and reasonable
charges for these services.
FISCAL IMPACT:
There are approximately 800 alarm permits on file with the
Department with a current $5.00 fee for two years. The proposed
change would mean an annual increase of approximately $18,000 from
permits. As the goal is to reduce false alarms, cost recovery from
excessive false alarms cannot be reliably estimated. Based on the
annual cost of responding to excessive false alarms, we estimate
that the recommended fine structure will represent an approximate
10% cost recovery. This is also in keeping with the Vertex user
fee recommendations from 1988. We estimate almost 100% cost
recovery on permit fees, based on the recommended fee schedule.
ALTERNATIVE:
1. The Council could choose to adopt different charges or action
levels than that recommended by staff. The impact would be
dependent upon the substance of these changes.

A RESOLUTION OF THE COUNCIL OF THE CITY OF
SAN .LUIS OBISPO ESTABLISHING A FEE FOR THE
ISSUANCE AND RENEWAL OF ALARM PERMITS
FOR FALSE ALARMS
WHEREAS, the Municipal Code of the City of San Luis Obispo
requires that a fee be established by the City Council for the
issuance and renewal of alarm permits and for false alarms (San
Luis Obispo Municipal Code Section 15.12._050) ; and
WHEREAS, the City Council desires to defray costs associated.
with alarm permits, and false alarms,
NOW, THEREFORE, BE IT RESOLVED as follows:
The following Alarm Permit and False Alarm Response fees are
hereby established:
% A. Permit. Fees
The initial fee for a permit to operate an alarm system shall
be $30.00.
The annual permit renewal fee shall. be $2.5.00.
B. False Alarm Response Fees
The fee for a fourth response to the location of a false alarm
by the Police or Fire Department during any consecutive 12
month period shall be $25.00.
The fee for the fifth such response shall be $50.00
.The fee for the sixth and each subsequent response shall be
$100.00.
