MEMORANDUM my.
riTO: City Council S
FROM: Penny Rappa, Chair to CHC Council Subcommittee
SUBJECT: APPOINTMENTS TO THE CULTURAL HERITAGE COMMITTEE
Penny Rappa and Peg Pinard, Council Subcommittee to the CHC and Jerry Michael,
Chair of the CHC met to interview Denise Fourie and to review applications of those
members reappying: Daniel Krieger, Leo Pinard and Bruce Sievertson.
In an effort to achieve the reduction in the number of members through attrition, three
appointments will be made. Further, to stagger the terms of members and to achieve
a seven member committee by 4/1/91, Councilmember Rappa recommends the following
appointments be made:
_ Term to Expire
Daniel Kreiger 3/31/91 (Brings total to eight years.)
Bruce Sievertson 3/31/94
Leo Pinard 3/31/94
The Subcommittee was very impressed with the qualifications of Denise Fourie and
would strongly recommend her for a future vacancy (see attached application).
The Subcommittee would also like to bring to the Council's attention the absences (since
February 1989) of Dan Krieger - six. We would request that the CHC Chair advise the
Council if this pattern continues. According to Section 1H.B.2 in the Advisory Body
Handbook regarding Attendance:
"If a member of an advisory body fails, for any reason, to attend three consecutive
regular meetings or a total of six regular meetings within any twelve-month period,
that member shall automatically be considered for replacement. The chairperson
of the advisory body shall inform the Council of such a situation, explaining any
special circumstances."
The Subcommittee would like to personally thank James Fickes and Patricia Nicholson
for their past commitment and service to the CHC.

I have had a longtime interest in the preservation of local history sites and resources both
professionally as a librarian and archivist, and as a personal interest. The continued careful
management of existing historical structures and resources as well as the administration of
newly acquired sites such as the Black Adobe and, hopefully soon, the Rodriquez Adobe, are vital
issues in maintaining the unique character of San Luis Obispo and in interpreting local history
for residents and visitors alike.
I would like to contribute my time and professional expertise towards the study and planning of
these important city resources. Until recently, I was unable to apply for service on an advisory
board due to my husband's(Mike Multari) employment with the city as Community
Development Director. I previously volunteered as a researcher and workshop leader for San
Luis Obispo's Historic Resources Survey which was carried out under the direction of the
Cultural Heritage Committee.

Dear Ron:
I would like to take this opportunity to re-introduce myself to you and to let you
know that I am submitting an application for appointment to the citys Cultural
Heritage Committee. We have met before at many gatherings while my husband,
Mike Multari, was working for the city. I have been a resident of San Luis Obispo for
over three years, and a resident of the County for seven years.
Attached please find a current resume detailing my professional experience as well
as my involvement on local advisory boards.
As you can see, I have over 12 years of experience as a professional librarian and
archivist In this capacity, I have performed historical research, advised clients on
the organization and care of historical photographs and documents, and directed oral
history programs. I also teach courses at Cuesta College in genealogy—tracing the
historic'roote of persons or families.
Presently, I manage my own consulting firm, Library Concepts, through which I
provide library and archival services to museums, agencies, and businesses. Among
my recent clients has been Hearst.San Simeon State Historic Monument I am also
employed as a part-time instructor in Library Technology at Cuesta College.
I enjoy participating on community boards. Currently, I am serving my second year
as the Vice-Chair for the Cal Poly Library Associates, which support and raise funds
for the university library, and promote cultural events for the community at large. I
also sit on the Oral Hist:oryAdvisory Committee for La Purisima Mission State
Historic Park in Lompoc. This group has administered an oral history program on-
site and is currently involved in the production of historical publications about the
mission
