DISCUSSION Attached, for your consideration, is a resolution submitted by the Earth Day Coalition requesting Council endorsement of Earth Day 1990. Earth Day, recognized annually since 1970, is an international event that promotes environmental awareness through educational events offered in local communities. In recognition of the event's twentieth anniversary, Earth Day activities will• be offered over a week long period, as opposed to the typical single day celebration that has taken place in the past. Events will begin April 16 and culminate on Earth Day itself, April 22, 1990. Activities will be sponsored throughout the county and include educational speakers, displays and booths to promote environmental awareness, celebration concerts, and panel discussions of current environmental issues. In addition to Council endorsement of the Earth Day celebration, the Coalition has requested financial support from the City to offset a portion of the costs associated with sponsoring the event. The Council has discussed the Coalition's funding request during previous Council meetings and recently directed staff to evaluate the proposal and develop a funding recommendation for their consideration. In reviewing the funding proposal submitted by the Coalition, staff has determined that a $1, 000 contribution to offset advertising expenses associated with promoting Earth Day events represents a reasonable contribution from the City and is consistent with contributions from other government agencies. The Earth Day Coalition is supportive of this recommendation. (1990 SERIES) RESOLUTION SUPPORTING EARTH DAY 1990 AND THE GLOBAL CITIES PROJECT WHEREAS, the City of San Luis Obispo has long supported environmental protection and natural resource management programs and policies; and WHEREAS, public concern about protecting the Earth is rapidly increasing as a new scientific information about environmental threats such as global warming, ozone depletion, acid rain, air pollution, and more becomes available; and WHEREAS, citizens and business leaders are now recognizing environmental protection and resource conservation to be essential prerequisites to the foundation of sustained prosperity and economic development; and WHEREAS, cities have many critical environmental responsibilities; including land-use planning, management of transportation systems, solid and liquid waste .management, and much more; and WHEREAS, almost twenty years ago, millions of Americans joined together on Earth Day to express an unprecedented concern for the environment, and their collective action resulted in the passage of sweeping laws to protect our air, our water, and the lands around us; and WHEREAS, citizens and their governments must again renew their commitment to meet the global environmental challenge and stand up together in cities, counties, towns, and villages around the world for a day of collective action to declare our shared resolve; Resolution No. (1990 Series) Page Two `s NOW, THEREFORE, BE IT RESOLVED that the City of San Luis Obispo endorses Earth Day 1990, declaring that April 22, 1990 shall be designated and proclaimed as Earth Day, and that the day shall be set aside for public acitivities promoting preservation of the global environment.
