Consideration of resolution to endorse a grant application for
federal Land and Water Conservation Funds for further development
of Johnson Park facilities.
CAO RECOMMENDATION:
Adopt the resolution approving the grant application for Land and
Water Conservation Funds.
BACKGROUND:
The Land and Water Conservation Fund (LWCF) Program provides
funds, on a 50% reimbursement basis, to local communities to
acquire, develop, operate, and maintain outdoor public park and
recreation facilities. The types of projects most often funded
are acquisition or development of neighborhood, community, and
regional parks.
In recent years, the amount of funds available through this
program has been significantly reduced, which has increased the
competitiveness of the program. Approximately $550,000 in
matching funds will be available for local agency projects this
year. Priority will be given to projects that serve elderly and
handicapped and projects where minimals cost will result in
substantial increases in public park use. Johnson Park
improvements are uniquely qualified to apply for such a grant.
Johnson Park is a 5.5 acre neighborhood park located next to
Sinsheimer Park, between Augusta Street and Southwood Drive.
Further development of the park was recommended in the 1981
Technical Report II of the Parks and Recreation Element.
Proposed facilities include a handicapped accessible trail along
Acacia Creek, picnic tables, benches, lighting, trash receptacles
and landscaping. These improvements would provide park access to
non-ambulatory members of the nearby Cabrillo Care Center, Judson
Terrace Retirement Housing and adjacent YMCA, and may also reduce
demand on Mitchell Park's senior facilities. This project
reflects a "high priority ranking" as identified by LWCF program
criteria.
FISCAL IMPACT:
The City's half of the $120,000 project will be funded from park
in-lieu fees. Since the grant is on a reimbursement basis, the

City will have to front the full amount and the grant will be
disbursed after completion of the project. The project would be
deferred to an indefinite, future date if the City is not
successful in obtaining the grant at this time (i.e. the project
would have a lower priority without the matching grant) . This
project has no direct relationship to two existing CIP projects
in the current budget for Johnson Park irrigation and replacement
of playground equipment. A draft CIP item has been prepared for
this project,
CONSEQUENCE OF NOT TARING THE RECOMMENDED ACTION:
If endorsement of the grant application is not approved, the City
could not submit the application to LWCF and this source of grant
funding could not be considered for improvements to Johnson Park.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION FUNDS
FOR THE JOHNSON PARK PROJECT
WHEREAS, the Congress under Public Law 88-578 has authorized the
establishment of a Federal Land and Water Conservation Fund Grant-In-Aid Program,
providing matching funds to the State of California and its political subdivisions for
acquiring lands and developing facilities for public outdoor recreation purposes; and
WHEREAS, the State Department of Parks and Recreation is responsible for
administration of the program in the state, setting up necessary rules and procedures
governing application by local agencies under the program; and
WHEREAS, said adopted procedures established by the State Department of Parks
and Recreation require the applicant to certify by resolution the approval of applications
and the availability of local. matching funds prior to submission of said applications to
the state; and
' WHEREAS, the proposed Johnson Park project is consistent with the Statewide
Comprehensive Recreation Resources Plan: California Outdoor Recreation Plan-1988; and
WHEREAS, the project is compatible with the land use plans immediately
surrounding the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
1. Approves the filing of an application for Land and Water Conservation
Fund assistance; and
2. Certifies that the City will provide matching funds, and can finance one
hundred percent of the project, half of which will be reimbursed; and
3. Certifies that the project is compatible with the land use plans immediately
surrounding the project; and
4. Appoints the Director of Parks and Recreation to conduct all
negotiations and execute and submit all documents, including, but not
limited to, applications, agreements, amendments, billing statements, etc.,
which may be necessary for the completion of the aforementioned project.

Project Title -Johnson Park Improvements
Project Description - Install handicapped accessible trail connecting Augusta Street and Southwood Drive along Acacia Creek.
Additional facilities will include individual picnic tables and pads, benches, fighting, trash receptacles and landscaping.
Proiect-Objectives - Provide access to facilities presently exasting in the park and create the means by which local elderly and
handicapped residents may also enjoy the park and natural creek environment.
Existing Situation - Existing facilities primarily satisfy local needs, catering to users of the eidsting group barbecue, children's
playground, basketball court and rolling turf area: The local influence is unique in that it consists of two senior citizen
housing/care facilities with over 300 residents combined. According to conclusions developed in the Technical Report of the
adopted Parks and Recreation Element, it was recommended that passive use areas of Johnson Park be developed in order to
meet the parks potential as a neighborhood park. At present, the park's seniors/handicapped utility is under-utilized.
Goal and Policy Links -The project is consistent with recommendations highlighted in the 1981 Technical Report H (page 103)
of the 1981 Parks and Recreation Element. It is anticipated that proposed improvements will reduce demand of
handicapped/senior facilities at the Mitchell Park Senior Center (page D-2 of the 1989-91 financial plan).

Proiect Effect on the Operating Budget-This project is contingent upon receiving the federal Land and Water Conservation Grant
Funds. If the City does not receive this grant, the project must be postponed until financing is available. The project will require
no significant increase in maintenance/operations.
