MEMORANDUM
To: Mayor and City Council

Subject: Appointments to the Citizens' Advi ittee
A staff committee consisting of myself and Fire Chief Michael
Dolder interviewed twelve candidates who applied for five openings
on the Citizens' Advisory Committee.
As a result of our interviews, I am recommending the following be
appointed for the terms indicated:
Darell Farrer (reappointment) 3-31-92
Carl Johnston (appointment) 3-31-91
James Petroni (appointment) 3-31-94
William Pyper (reappointment) 3-31-92
Melinda Schrenk Szatlocky (appointment) 3-31-94
The "selection process was difficult due to the large number of
qualified candidates who applied.
With the continuing terms of Henry Rible and Elinor Kogan, this
action will bring the committee up to seven members, the number
prescribed by Council policy.
The Committee will have a full program of review and counsel this
coming year.
I would like to extend a special thank you to Joan Leon and Jon
Jenkins for their service to the Committee and the City.
Copies of the applications of the recommended appointees are
attached. All others are available in the Council Office for
inspection.

SPECIFIC HIGHLIGHTS OF PROFESSIONAL RESPONSIBILITIES
Program Manager of .the Digital Radio and Multiplex Acquisition
Program, DRAMA is a microwave radio system used by the
Department of Defense. This system provides up to 384 voice
channels over a single radio link. My responsibility involves
determining customer requirements, defining and scheduling
contract tasks, authorizing and allocating budgets to the
functional organizations, then monitoring performance to
assure production to the established technical requirements
and within the cost and schedule of the contract.
Manage the implementation of TEMPEST on a major developmental
program to include the integrated planning and control of
manpower and other resources in a matrix environment to
achieve the desired technical performance within the dollars
and time available. Administer several major subcontracts for
Advanced Developmental Programs, responsible to implement
customer directions and Lockheed Policy. Administer all
subcontract changes and serve as chairman of the subcontract
management team.

engineering/program management; intensive functional
integration of production engineering, contract
surveillance, configuration . management, industrial
preparedness, product improvement, value engineering;
directorate supervision of 404 personnel, 5 major
subordinate organizations; management of entire life cycle
of equipments, including planning, supporting, coordinating
all phases: budget control for $600 million hardware, $9
million annual operating funds; reviews/ analyses.
Managing the implementation of the European Telephone System
including acquisition, engineering, transition to user
acceptance of the system. Represent the Commanding General,
U.S. Army Communications Systems Agency with delegated
fulline authority of Commanding General, U.S. Army
Development and Readiness Command, and Commanding General,
U.S. Army Communications Command.
Staff supervision of all fixed radio, satellite, teletype
and data communications for the U.S. Army in Europe;
supervision of 36 communications experts.
Direction/management of a major procurement for the Fast
Breeder Reactor. This included vendor negotiation, vendor
source evaluation, related . procurement activities necessary
to place a major subcontract. Direction of a Procurement
Team with representatives in the following functional areas:
Program Management, Engineering, Product Assurance, Legal,
Finance.
Supervision of a staff . of communications specialists charged
with monitoring all communications contractors' efforts in
Europe and reporting status/problems with recommendations
and solutions.
Direction/conduct of purchasing major communications
equipment and systems for use by the Strategic
Communications Command; supervision of a staff of 22728
contracting specialists including 4 to 6 procuring
contracting officers with a total of $500 million in active
contracts.
Supervision of contractors ' effort to install 3 AUTODIN
switches in Southeast Asia, this portion of the contract
had a value of approximately $21 Million. AUTODIN
engineering, including communications planning actions for
AUTODIN terminals in Vietnam and Thailand; coordination of
joint services and Defense Communications Agency efforts to
provide teletype and data transmission communications in
Vietnam and Thailand.
