SUBJECT: STATUS REPORT REGARDING SOLID WASTE MANAGEMENT ACTIVITIES
The attached report represents a brief summary on "Solid Waste Activities" for
informational purposes only. The County Engineer will make a brief
presentation on the topics listed in the status report. Additionally,
representatives from the Solid Waste Task Force and Hazardous Waste Management
Commission will be present to address any other questions that your Board or
City Council may have.

STATUS REPORT SOLID WASTE MANAGEMENT ACTIVITIES
SOLID WASTE MANAGEMENT ACTIVITIES
I. ENGINEERING
A. LOS OSOS LANDFILL
1. Closure/Cease and Desist No. 90-32
a. Obtained approval of plans and specifigations from the Board of
Supervisors and started advertising the contract on March 27,
1990.
b. Quality Assurance Manual for the construction phase finalized and
submitted to the Regional Water Quality Control Board (RWQCB) .
c. Consultant hired to perform lab perme abilities at Test Pad on
March 28, 1990.
d. Progress and Inspection Reports submitted to RWQCB for February
and March 1990.
e. Test Pad Final Report finalized and submitted to RWQCB.
f. Survey work performed for the borrow sites at the landfill and
the Tonini Ranch.
2. Routine Monitoring and Inspection
a. Landfill monitoring wells sampled by Environmental Lab early
April ; will be performed on a quarterly basis per RWQCB
requirements.
b. Inspected site on March 28, 1990 and April 5, 1990.
B. SOLID WASTE MANAGEMENT
1. Assembly Bill (AB 939) - Integrated Waste Management
a. Second Technical Committee meeting was held on March 21, 1990.
The Committee recommended unanimously to the Waste Management
Task Force that: 1. A consultant and project coordinator be
hired to prepare the Source Reduction and Recycling Elements
(SRRE's) for all cities and county in addition to the Integrated
Waste Management Plan (-IWMP) ; 2.. Increase the tipping fee $1.00
per ton to offset the costs for the AB 939 planning work; 3.
Memorandum of Understanding be prepared and signed by cities and
county.
b. The Task Force convened on April 5, 1990 and voted to adopt the
recommendations of the Technical Committee as stated in Bla.
c. Drafted a request for proposal (RFP) for consultant to prepare
RFP's for cities and county and IWMP; on April 19, 1990 as part
of the Agenda packet for the May meeting of the Solid Waste Task
Force.
2. AB 940 - Mobile Recycling Bill
a. Meeting was held with the State on March 15, 1990. The State
will issue RFP's to obtain proposals for mobile recycling at SLO
County.
b. A public hearing conducted by the State Division of Recycling
will be held on May 30, 1990 in Board Chambers.
3. Recycling Igloos.
a. California Glass Recycling Corporation (CGRC) submitted letter to
be sent to schools/churches in unincorporated areas. Due to CGRC
staff changes the schedule of when the program will begin in
uncertain and will be announced at the next report.
4. SLO Garbage Curbside Recycling
a. Meeting conducted between staff and Supervisor Delany regarding
use of Honor Farm inmates to color sort curbside recycling glass.
b. Meeting conducted with Sheriff's staff regarding possible site
and availability of inmates; the site will not be available to
one to one and a half years. Inmates are available immediately.
c. Meeting scheduled with County Property Manager to determine
potential alternate locations.
5. PG&E Solid Waste and Energy Workshops
a. Workshops will begin in late summer or early fall , 1990.
6. Recycling Expo and Earth Day.
a. Staff continues attending weekly Earth Day meetings; Recycling
brochure is being printed; County Recycling Expo held on April
19, 1990.
7. Chicago Grade Landfill Engineering Study.
a. The Proposal Review Committee recommends selecting the consulting
firm CH2M Hill to conduct this study. Matter will be presented
to Board in May 1990 for approval .
8. Government Center Recycling Project.
a. This project has been named as Recycle Office Resources (ROR) ;
Met with custodial staff to schedule waste characterization;
target date is July 1990.
II. CAO
A. Developing new budgetary unit for waste management programs.
II.I. PLANNING
A. The consulting firm, CH2M Hill was selected to perform the transfer
siting study. Contract is being finalized and scheduled for the Board
of Supervisors' approval in May.
IV. ENVIRONMENTAL HEALTH
A. Continuation of routine inspection of all permitted landfills; respond
to complaints about illegal dumping and infectious waste management;
revised Walsh Ranch septage site permit; consulted RWQCB concerning
PG&E sludge; inspected septage sites; consulted with Solid Waste
Management Board on regulations; responded to the Grand Jury regarding
infectious waste management.
V. ENVIRONMENTAL COORDINATOR
A. ERC Environmental and Energy Services Company was hired by the county
to prepare and EIR for the proposed expansion of the Cold Canyon
Landfill . ERC has recently submitted a preliminary draft EIR; however
the County Environmental Coordinator's Office has determined that it
is now necessary to amend the scope of work to include additional
information. It is expected that a Draft EIR will be available for
public review in mid-summer and hearings before the County Planning
Commission will take place sometime late summer or early fall .
