Romero, Public Works Director David Elliott, Administrative Analystf SUBJECT: Garbage service rate adjustment CAO RECOMMENDATION: That the council adopt the resolution increasing garbage service rates by 6 percent effective with the first billing period after 4/4/90. BACKGROUND: The franchise held by San Luis Garbage Company since March 1987 allows it to request rate adjustments once every two years. It must submit a request by February 28 in one year for two later adjustments: one on July 1 of the same year and one on July 1 of the following year. In February 1987 San Luis Garbage Company requested rate increases of 21.2 percent for 7/1/88 and 17.6 percent for 7/1/89. Staff recommended an increase of 12.6 percent for 7/1/88 and a second adjustment for 7/1/89 contingent upon an expected increase in tipping fees at Cold Canyon Landfill. (The County of San Luis Obispo was scheduled to grant an increase in tipping fees from $8.50 per ton to $12.00 per ton effective 1/1/89. ) The council granted the zecommended increase of 12 . 6 percent for 7/1/88 and tentatively approved an increase of 6 percent for 7/1/89 contingent upon the tipping fee adjustment. Now that the County has raised tipping fees to $12 .30 per ton effective 3/1/90 (rather than 1/1/89 as originally anticipated) , San Luis Garbage Company has in turn requested that the 6 percent rate adjustment tentatively approved by the council take .effect as soon as possible. A 6 percent adjustment would increase the single family residential rate from $7.65 to $8. 10 per month. $8. 10 per month is 15 percent below the mean and 2 percent below the median of rates in California cities with similar populations two years ago (see the table attached) . Following its franchise provisions, San Luis Garbage Company has also submitted its scheduled request for rate adjustments on 7/1/90 and 7/1/91. (1990 SERIES) A RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL ADJUSTZNG RATES FOR SOLID WASTE COLLECTION AND DISPOSAL EFFECTIVE APRIL 1t 1990 AND SUPERCEDING RESOLUTION NO. 6460 BE IT RESOLVED by the San Luis Obispo City Council as follows: 1. Effective April 1, 1990 the rates for solid waste collection and disposal shall be those listed on the attached rate schedule dated April 1, 1990 and incorporated .here by reference. These rates shall be applied to all service bills issued after April 4, 19.90. 2 . Upon passage, this resolution shall supercede Resolution No. 6460 (1988 Series) . 3. San Luis Garbage JS requesting an increase of 6% effective March 1 , 1990 . Because the City of San Luis Obispo bills the residential customers in two month cycles, we need to have an action on this as soon as possible . San Luis Garbace is required to begin paying this new tipping fee as of 2-14-90 . As you know, this increase was supposed to happen n in July of 1989 .
