Subject: App tmen of Councilmember representative to Ad Hoc
St Committee for the planning of the Performing
Arts Center Facility at Cal Poly
The Council will recall that I brought this matter before you in
late October (attached) . Consistent with your earlier action, for
the past two months Ren Hampian and I have been serving on the
Steering Committee. The Committee has been primarily concerned
with the architect selection process which, with this project being
under the auspices of the State, must adhere to State University
guidelines. There has been some spirited discussion whether the
two previously prepared program statements (February 1987) of the
City-retained consultant (Hall Goodhue Haisley and Barker) and the
interdisciplinary team of Cal Poly representatives should remain
as it, should be integrated into one, or should be again reviewed
by potential users of the center, or whether we should bring in a
preliminary theatre consultant or architectural programmer or
whether these pre-design and consultive tasks should be part of
the selected architect's responsibilities. The Steering Committee
has had a Program Statement Committee to refine those perspectives;
I serve as a member of that subcommittee.
At the time we brought the matter before the Council, the Council
asked to consider the matter again at a later time. This is a good
time for your reconsideration. Ren and I have discussed the matter
and concur in the following suggestions.
I recommend that the City Council:
1. Retain the City Administrative Officer on the Performing Arts
Center Steering Committee/Program Statement Subcommittee and
that you additionally,
2. Appoint a City Councilmember to serve on the Performing Arts
Center Steering Committee.
The reasons for the latter recommendation have to do with the
importance of this project to the larger community, with the
interagency nature of the assignment, with the community
perspective which a Councilmember could bring to the table, and
with the heavy financial. involvement of the City in this project.
Mayor Dunin has suggested consideration of Councilman Roalman,
because of his interest in the project and his planning background.
I spoke to Councilman Roalman, gave him a brief overview of the
task and the time commitment, and he has expressed a willingness
to serve as the City's representative.

Committee for the planning of the Performing Arts Center Facility
at Cal Poly
During the past year a great deal of time has been spent by
representatives of Cal Poly, the Foundation for the Performing
Arts, and the City in developing a three-way agreement for the
financing, construction and operation of the Performing Arts Center
on the Cal Poly Campus. In that effort City Attorney Roger Picquet
and I have served as the City's designated representatives.
Attached is a request from Cal Poly, proposing that an Ad Hoc
Steering Committee, consisting of members of the three agencies,
be designated to start work on the actual planning of the physical
facility.
Based on my keen interest in this topic, and my experience of
working toward achievement of this facility, I would appreciate
being designated as one of the two City representatives. Because
of the nature of the work, and its relationship to our own issues
of physical facility development, which will be under the oversight
and coordination of Ken Hampian, Assistant City Administrative
Officer, I would like to suggest him as the City's second
representative.
As an alternative, if the City Council wanted to designate a
Councilmember to serve on this committee, then I would serve as the
other member and , in my absence, would be represented by
Mr. Hampian.

As a convenience and to get the task accomplished as soon as
possible, I am placing this on the consent agenda with the
recommendation that Mr. Hasmpian and T be designated as the City' s
representatives. If the. City Council would desire to appoint a
Councilmember to serve as one of the two representatives, then
please pull the matter from the consent agenda, make a
Councilmember appointment, as well as a staff member, and we will
inform Cal Poly immediately, and start to work on this significant
community project.

PERFORMING ARTS CENTER —
PROPOSED AD HOC STEERING COMMITTEE
The planning funds for the Performing Arts Center have been approved by our governing
board and placed in a priority position with a high probability of support by the Governor
and the Legislature. It's not too soon to begin preliminary staff work
I am writing to you and Warren Sinsheimer at President Baker's request to transmit a
proposed committee structure;- a copy of which is attached. I have reviewed the material
with President Baker and with other members of the staff and, from our perspective, it
appears to be a workable organization. It is important, in my judgment, to move on this
as rapidly as possible. If the Governor's Budget to the Legislature does include the
planning request for the new facility, the Trustees will, in all likelihood, entertain the
appointment of an architect in May 1990.
Additionally, and probably concurrently, the Committee would need to address the program
statement that would ultimately be approved by all three parties to become the document
that will guide the architect in the design.
After you and Warren have had a chance to review this material, possibly we could get
together to discuss it if you believe there is a reason.to do so.

Performing Arts Center Steering Committee (Ad Hoc)
a. Functions
The Performing Arts Center Steering Committee is responsible for the coordination of the
development of issues relative to the planning of the Center. These responsibilities will include
but are not necessarily limited to:
Develop a program statement in sufficient detail and clarity to enable the assigned project
architect to develop construction plans and specifications..
IDevelop a procedure and coordinate a process to select several eminently qualified
architectural firms to recommend to the University President.
Serve as the"client group" in reviewing the development of plans and specifications during the
design of the building.
Other issues of speck relevance to the project.
b. Membership
The membership of the Performing Arts Center Steering Committee will be representative of
the three participating agencies: Cal Poly, City of San Luis Obispo, and the Foundation for the
Performing Arts Center. The Committee will have ten voting members, six from the University,
two from the City, and two from the Foundation.
Members will be selected as follows:
The University:
The Dean of the School of Liberal Arts who shall serve as Chair
One faculty representative nominated by the Dean of the School of Architecture and
Environmental Design
Two faculty representatives from the School of Liberal Arts, one of-whom shall be from
the performing arts, nominated by the.Dean of the School of Liberal Arts _
One representative of the Academic Senate from a school other than Architecture and
Environmental Design and Liberal Arts nominated by the Chair of the Academic Senate
One student representative nominated by the President of the Associated Students, Inc.
One staff representative (non-voting) appointed by the Executive Dean, Facilities
Administration
The City of San Luis Obispo and the Foundation for the Performing Arts Center.
Two representatives each selected in any manner deemed appropriate by the appointing
agent
The Committee will be advisory to the Executive Dean, Facilities Administration. A quorum shall
.consist of six members of the Committee including at least one representative from each of the
three parties.
c. Meetings
On call by the chairperson or at the request of three or more members representing the three
parties.
