SUBJECT: Completion of Groundwater Development Program Phase II
RECOMMENDATION:
By motion, approve the appropriation of funds in the amount of
$110,000 from the Water Fund Capital Control Account to complete
Phase II of the groundwater development program.
BACKGROUND:
The City of San Luis Obispo supplied its residents with
groundwater until the early 1940 's when the Salinas Reservoir was
developed. Additionally, the City's water supply was increased
in the 1960's by the construction of Whale Rock Reservoir.
Recently, as the City began reaching the maximum yields of its
reservoir supplies, it once again began to look at groundwater as
an additional resource. The firm of John L. Wallace and
Associates in conjunction with Timothy Cleath, Hydrologist, was
retained to perform a groundwater study in December of 1987. The
first report, Groundwater Study Survey of Resources and
Constraints Analysis, was completed in March, 1988. This report
reviewed historical groundwater data and identified a test
drilling, test pumping and a water quality analysis program.
Based upon the Groundwater Study Survey of Resources and
Constraints Analysis Report, Phase II of the groundwater
development program was undertaken. Council approved an
amendment to the groundwater study contract with John L. Wallace
and Associates for the development of Phase II on March 14, 1989.
Contract amendment for Phase II was for the complete development
of additional wells to serve the City on a time-and-material
basis not to exceed an amount of $360, 000.
To date, both phases of the groundwater development program have
been completed. The wells identified in both phases have been
developed and are operational. Because the groundwater
development program was aggressively pursued, the original scope
of the work changed to address and develop all potential well
sites. As a result, additional costs were incurred. Those costs
identified are:
1. Additional engineering services by the firm of John Wallace
and Associates.
2. Additional water quality analysis.

4. Movement of a sewer lateral at Fire Station Number 4 .
5. The purchase of additional pumps and related equipment.
6. The purchase and installation of sand traps.
As a result of the expanded scope of work, the amount of $360,000
is not enough to cover the total cost of the project. It is
recommended that the amount be increased by $110, 000.
FISCAL IMPACT:
The following summarizes the City's funding to date for the
development of groundwater sources:
Phase I
Study, construction, and installation of four
wells with an estimated yield of 665 acre
feet of water located at Pacific Beach School,
Fire Station No. 2, Mitchell Park and Reservoir
Canyon. $ 137,400
Phase II
A. Construction and installation of seven wells
with an estimated yield of 2,000 to 2,500 acre
feet of water located at Immigration Services
Building, Auto Parkway, Dalidio Property (2
wells) , Pacific Beach Well and Ferrini Property. 360, 000
B. Two Carbon Filtration Units (Dalidio and Auto
Parkway Wells) 500, 000
C. Booster Pumps & Transmission Lines - Edna Saddle 210, 000
Requested Additional Budget - Phase II:
Additional engineering services, water quality
analysis, chlorine equipment, to relocate a
sewer lateral, additional pumps, and sand traps. 110, 000
TOTAL BUDGET FOR GROUNDWATER DEVELOPMENT S 1, 317 ,400
Phase III
A separate report has been forwarded to the CAO to approve a
study to begin Phase III of the groundwater development program
by entering into an agreement with Boyle Engineering Corporation
to evaluate alternative pumping scenarios in an amount not to
exceed $9,950.

The cost for implementing Phase III of the groundwater
development will be presented to the Council upon completion of
this study.
RECOMMENDATION:
By motion, approve the appropriation of funds in the amount of
