DISCUSSION Below is a brief summary of the status of some of the City's key water and wastewater projects. The consultants for the Salinas Reservoir Expansion and the Water Treatment Plant Upgrade will be present at the Council meeting to provide a more detail discussion of these projects. The purpose of providing this summary of these projects is to provide a background for a discussion of revenue requirements. Staff will present these revenue requirements in another agenda report. WATER PROJECT STATUS Salinas Reservoir Expansion The firm of Woodward Clyde is just completing the initial analysis of expanding the Salinas Reservoir. Construction of the dam did not include the spillway p' y gates.. Therefore, the full storage capacity of the reservoir was not developed. The feasibility study for installing gates within the spillway indicates that the project is practical. This can be accomplished at a unit cost that is comparable to other water supply projects including the State Water Project. Water Treatment Plant Upgrade All treatment plants require a periodic review of their overall design and effectiveness with regard to the treatment process and water quality. Many changes in treatment plant design practices have evolved over the past 25 years since the City's plant was built. Many of the changes are subtle and are not readily clear when casually viewing a new water treatment plant.. The City's Water Management Plan evaluated each of the water treatment plant components. The city staff reviewed and analyzed the various treatment plant processes on the basis of improved operational efficiency and treatment capacity. The review identified specific problem areas and equipment components which were contributing to substandard plant performance and increased costs. The State of California is in the process of implementing the Surface Water Treatment Rule(SWTR) and Coliform Rule (CR). These rules require specific plant design and performance. The Environmental Protection Agency is also establishing Primary Drinking Water Standards which will impact many communities' water treatment plants. The firm of Black and Veatch was retained to follow current and anticipated future water quality regulations, SWTR, CR, and upgrade the treatment plant. The firm also conducted an evaluation of the City's existing water treatment plant and performed pilot plant studies. Black and Veatch then prepared a series of technical memoranda. Each technical memorandum deals with a specific topic and presents preliminary findings and evaluations conducted on that topic, �-1 ����nn� u�ilillll(I►i►►���III city of San LUIS OBISpo COUNCIL AGENDA REPORT Status of Water and Wastewater Projects Page 2 including: - Raw Water Characteristics and Treatment Objectives. - Ozone Pilot Study Results. - Existing Unit Process. - Plant Hydraulics. - Plant instrumentation and Control. - Treatment Process Alternatives. Black and Veatch has completed the pilot work and all evaluations. Staff is in the final stages of reviewing the technical memoranda and pilot study results and will distribute the final report by the end of May. The basic recommendations from these studies will involve a major upgrade of the treatment plant to meet proposed requirements and bring the plant up to current standards. Groundwater Mvelonment As reservoir demand approaches maximum yield,City staff once again began to look at groundwater as an additional resource. The first report"Groundwater Study Survey of Resources and Constraints Analysis" was completed in March, 1988. The report reviewed historical groundwater data and identified a test drilling, test pumping and water quality analysis program. Based upon this report, Phase II of the groundwater development program was undertaken. Phase 11 required treatment for two of the new wells due to contamination and the installation of a transfer pump station at the Edna Saddle Tank. The city has completed both phases of the groundwater development program. The wells identified in both phases have been developed and are working. The City is now supplying the citizens about 2,400 acre feet per year of well water. To increase the use of groundwater, staff is developing Phase III of the groundwater program. The program components are: 1. Evaluating three different pumping options which will move additional groundwater from one zone to another. Staff has developed both short term and long term solutions. They are: a. Short Term: Use of the Hathaway Pump Station to expand the use of well water to other zones within the City. b. Short Term: Use of the Bishop pump station to expand the use of well water in that zone. c. Long Term: Identification, evaluation and construction of a new permanent pump station which is properly designed and located to increase the use of the developed groundwater. 2. Reviewing those wells which were originally placed on hold because they required treatment. Staff in conjunction which a consultant,will evaluate this type of treatment,costs and time frame for implementation. 3. The City has water rights to the water in Hansen and Gularte Creek. Staff and a consultant will evaluate the size of the package plant, cost, time frame and EIR requirements. 4- 2 city of San LUIS OBISPO i COUNCIL AGENDA REPORT Status of Water and Wastewater Projects Page 3 4. Groundwater basin evaluation. The engineering firm of Boyle Engineering is currently studying the pumping station options. Staff is reviewing proposals for the groundwater basin evaluation. Selection of the firm to perform this work will occur very shortly. Desalinization Staff has developed a Request for Proposal (RFP) to determine if desalinization is a viable option for San Luis Obispo. The RFP was presented to the City Council at the February 26, 1990 meeting. The City Council felt that they did not have enough information to make a proper determination. They directed staff to set up a study session on May 8, 1990, and to ask local individuals with experience in desalinization to attend. Staff contacted those individuals and scheduled the session for May 8, 1990. WASTEWATER PROJECT STATUS Treatment Plant Upgrade Unit 3 Treatment Plant Improvements - Unit 3 of the wastewater treatment plant upgrade primarily addresses the treatment plant requirements. Unit 3 Design Plans and Specifications are now 100% complete. They are being reviewed by State Water Resources Control Board (SWRCB) staff. Staff anticipates seeking Council approval of Unit 3 Plans and Specs in June or July 1.990. Unit 4 Treatment Plant Improvements - Unit 4 of the wastewater treatment plant upgrade primarily addresses the receiving water requirements of San Luis Creek. On March 6, 1990 Council approved a contract for Unit 4 design with Brown and Caldwell Engineers. On April 11, 1990, Brown and Caldwell and staff held a brainstorming session on Unit 4 design. This meeting was very productive and identified some interesting design options for Unit 4. The required Unit processes for Unit 4 have already been identified through the Wastewater Pilot Study completed in January 1990. The options being discussed here involve questions concerning application of these processes at this facility, e.g. process, site location, and use of existing facilities, etc. A 10 percent design review meeting is scheduled for May 30, 1990. At this meeting Brown and Caldwell staff will be presenting their findings on the various options identified in the brainstorming session and a conceptual design of the recommended option. A more detailed design will follow and estimated to be completed by December 15, 1990. Relief Sewers, Phase 1 - Design of Phase 1 Relief sewers is now 100% complete. Staff will submit plans and specifications to SWRCB staff for review and approval by May 1, 1990. Staff anticipates seeking Council approval of Phase 1 Relief Sewer Plans and Specifications in June or July 1990. Final Project Report for Wastewater Treatment Plan Upgrade and Sewer Line Replacement available in Council Office for inspection. I 4-r3
