HomeMy WebLinkAbout05/15/1990, C-4 - PLANNING COMMISSION & ARCHITECTURAL REVIEW COMMISSION COMPENSATION MEETING DATE: ilUlll city of San tins OBISPO 5/15/90 Aswim COUNCIL AGENDA REPORT ITEM NUMBER FROM: Ann McPike, Personnel Director d SUBJECT: Planning Commission & Architectural Review Commission Compensation CAO RECOMMENDATION: Adopt a resolution that provides for an adjustment to Planning Commission compensation equal to $25. 00 per meeting with a monthly maximum of $100. 00, to provide the Architectural Review Commission with mileage reimbursement, and to review said compensation every four years. DISCUSSION: The 1989-91 Financial Plan includes a Council Work Program Objective that is intended to "provide appropriate compensation for the Planning Commission and Architectural Review Commission" in recognition of the extensive service demands placed upon members of these advisory bodies. The genesis of this objective was a report of the Planning Commission Subcommittee on Compensation. The subcommittee conducted a compensation/workload survey in March of 1989 that included all cities in San Luis Obispo County and comparable cities from Santa Barbara to Santa Cruz. The survey which was updated by the Personnel Department in December of 1989 indicated that out of the eleven cities surveyed, six do not compensate Planning Commissioners. In cities that do provide a stipend to commissioners, the average is $31. 00 per meeting. Only Santa Barbara and Monterey compensate Architectural Review Commissioners at an average per meeting rate of $31.25. Additionally, many cities do encourage and pay for attendance at conferences such as the Planning Commissioners' Institute and the League of CA Cities annual meeting. In 1981, the San Luis Obispo City Council adopted a resolution approving payment to Planning Commissioners of $10.00 per month. This rate is still in effect, costing the City approximately $840.00 annually. Planning Commissioners have regularly scheduled meetings twice a month. However, the General Plan Update has increased meeting frequency to usually four ti-mes per month. The ARC meets twice monthly and received'- no compensation which is similar to other Council advisory bodies, with several of them meeting regularly as well. Meals are provided to the ARC members in conjunction with their late afternoon meetings. Based upon results of the survey, bringing the ' Planning Commission compensation to $25. 00 per meeting with a maximum monthly amount of $100. 00 is recommended as it is equal to the highest rate paid in San Luis Obispo County. COUNCIL AGENDA REPORT 'TE"' NUMBER: Page 2 revealed that only two of the eleven cities polled compensate architectural or design review boards, compensation for ARC is not supported by the survey results. However, as part of their review process, ARC is encouraged to drive-by and view new projects. Mileage reimbursement is recommended for ARC as use of their private vehicles is realistically a significant expense associated with their duties. This discussion would be incomplete if the philosophy of compensating commissioners or advisory board members was not addressed. It is generally accepted that participation on such commissions takes the contribution of time and labor that is not rewarded monetarily. Whereas, some cities provide more than just expenses, San Luis Obispo enjoys a tradition of active advisory body participation without compensation. Realizing the demands such participation involves, the City Council hosts an annual advisory body dinner to recognize the significant contributions of so many and their important roles I in municipal government. Because the workload of the Planning 1_ Commission is particularly demanding and unique, compensation for this body is recommended. j FINANCIAL IMPACT: The annual cost for the recommended increase in Planning Commission compensation is $8,400 which is offset by the $840. 00 currently budgeted requiring an additional appropriation of $7,560. An additional $1, 000 annually is recommended to cover the cost of providing mileage reimbursement to the ARC. If Council approves the staff recommendation, the additional funds required will be included in the Recommended 1990-91 Budget. The effective date of the increase will be July 1, 1990. ALTERNATIVES: Option 1 - Adopt a resolution that provides for an increase in Planning Commission compensation to $30. 00 per meeting with a $120.08 monthly limit and review the compensation every four years. This would bring Planning Commission compensation to the average of the agencies surveyed that do provide compensation to their planning commissions. The annual cost for this would be $10, 080. This would not represent compensation per Be but rather reimbursement for expenses associated with membership on the commission, such as transportation to and from meetings, phone calls, etc. This represents an annual cost of $3 ,360. (1990 SERIES) A RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL APPROVING AN INCREASE IN COMPENSATION TO PLANNING COMMISSIONERS AND RESCINDING PREVIOUS RESOLUTION NO. 4398 (1981 SERIES) IN CONFLICT. WHEREAS, it is the practice ofcities to provide compensation to Planning Commissioners in recognition of their commitment and dedicated service in the performance of official duties, and to help defray costs associated with such service; and WHEREAS, a survey of neighboring cities was conducted that indicated the City of San Luis Obispo Planning Commissioners are paid below the average; and WHEREAS, Planning Commissioners meet regularly twice monthly but are often called upon to meet weekly; and WHEREAS, Architectural Review Commissioners currently receive no reimbursement for .mileage expenses associated with membership on the Commission. NOW, THEREFORE BE IT RESOLVED by the Council of the City of San. Luis Obispo that: A) Planning Commission compensation be increased to $25. 00 per meeting with a monthly maximum of $100 . 00. B) Architectural Review Commissioners receive mileage reimbursement at a rate of 24 cents per mile for mileage expenses incurred in carrying out the duties of commission membership. C) The City Council shall review compensation for Planning Commission and Architectural Review Commission every four years.
