CALL TO ORDER: Mayor Ron Dunin ROLL CALL: Vice-Mayor Jerry Reiss, Councilmembers Peg Pinard, Penny Rappa, Bill Roalman, and Mayor Ron Dunin PUBLIC COMMENT (Not to exceed 15 minutes) Immediately prior to scheduled items, members of the public may address the City Council on items that DO NOT appear on the printed agenda. Please observe the time limit of three minutes. A speaker slip (available in the Foyer) must be - filed with the City Clerk prior to the beginning of the meeting. As a general rule, action will not be taken on issues not listed on the agenda. Staff will generally be asked to follow-up on such items. The Council is interested in hearing from the public regarding issues or concerns of the community and welcomes your input. P.C. 1 - Gary Kunkel presented a slide presentation regarding water issues. RAPPA* ADD-ON 1 - COUNCIL OF GOVERNMENTS (RAPPA) Council directed that its representative (Councilwoman Rappa) urge COG to form a JPA to implement the MOU to fund the AB 939 planning process. PUBLIC HEARINGS Any person may come forward to speak after the Mayor has opened the public hearing. Please give your name and address for the record. Consultant and project presentations to be limited to no more than 10 minutes. Those persons wishing to speak for or against any item should limit their remarks to three minutes. 1. GARBAGE RATE INCREASE ADJUSTMENTS AND RECYCLING IMPROVEMENTS (ROMERO/142 - 1 hr. ) Public hearing to consider garbage rate increase adjustments and recycling improvements. RECOMMENDATION: 1) Adopt resolution a) approving increase in San Luis Garbage Company's commercial service rates by 10 percent effective with the first billing period after 7/1/90; and b) approving increase in San Luis Garbage Company's residential service rates by 10 percent effective with the first billing period after 9/1/90. 2) By motion, conceptually approve the recycling improvements as recommended. 3) By motion, direct staff to draft municipal code and solid waste franchise revisions which would allow and encourage the proposed recycling improvements. STATLER* FINAL ACTION: 1) Resolution No. 6826 adopted approving increase as recommended. ROMERO** 2) Council conceptually approved the recycling improvements as recommended Council VOGES* requested a detailed report come back regarding commercial activities and clarification DUNIN* of single-family, multi family users. 3) Staff directed to draft municipal code and solid waste franchise revisions and encourage the proposed recycling improvements as discussed this evenin& Mayor directed to write letter to Board of Supervisors urging them to acquire storage land in the county and to work with ECOSLO in composting. BUSINESS ITEMS 3. TOILET REBATE PROGRAM (HETLAND/517 - 15 min. ) Consideration of a toilet rebate program that would rebate the amount of $80. 00 dollars per ultra-low-volume toilet installed after June 1, 1990 (continued from 6/6/90) . Page 2 of 4 I' r Council Agenda June 18, 1990 RECOMMENDATION: By motion, approve funding not to exceed $100,000 for the Toilet Rebate program as recommended. HETLAND* FINAL ACTION: Funding approved not to exceed $100,000 for the Toilet Rebate program as amended to limit to rebates to three per applicant. 4. PEDESTRIAN BRIDGE - SAN LUIS CREEK (JONAS/596 - 15 min. ) Consideration of a request to allow a private pedestrian bridge over San Luis Creek, linking a proposed office building at 1177 Marsh Street to an existing parking lot at 1194 Pacific Street (continued from 6/6/90) . RECOMMENDATION: By motion, indicate support for a pedestrian bridge which incorporates a public pedestrian easement, and forward the Council's direction to the Architectural Review Commission. S. ENVIRONMENTAL COORDINATION/SOLID WASTE STAFFING ROMERO/524 - 15 min. ) Consideration of an Environmental Activity Coordination Committee and creation of three year half-time contract Solid Waste Coordinator position in the Public Works Department at an estimated cost of approximately $25, 000 annually. RECOMMENDATION: By motion, approve an Environmental Activity Coordination Committee and a three year half-time contract Solid Waste Coordinator position as recommended. State law provides that Council take action only on such matter which have noticed at least three days in advance of the meeting unless special circumstances are found to exist.
