Submittal of Plans and Specifications for "Wastewater .Treatment
Plant. Digester # 1 - Repair, Phase 1, City Plan No. P-38S".
CAO RECOMMENDATION:
By motion, approve plans and specifications for "Wastewater
Treatment Plant Digester No. 1 - Repair, Phase 1, City Plan No.
P-38S" and authorize soliciting of bids and contract award by the
CAO, if the lowest responsible bid is within the engineer's
estimate. Engineers estimate $41,000.
DISCUSSION:
Background
On December 21, 1989, Council adopted Resolution No. 6732 (1989
series) , approving plans and specifications for "Anaerobic
Digester Cleaning Project-City Plan No. P-38S11. This project has
been identified as having three (3) phases as there are three
digesters to be cleaned and repaired. Cleaning of Digester No. 1
(phase 1) was advertised for and bids were received and opened on
January 11, 1990. The contract for cleaning of digester no. 1
was awarded on January 16, 1990.
Cleaning of digester No. 1 has now been completed and staff is
ready to proceed with the necessary repairs. An internal
inspection of the digester has been completed and the required
repairs identified. Completion of the required repairs will
complete this phase of the project (phase 1) and staff will then
proceed to phase 2, Clean and Repair Digester No. 2.
Repair of the digester is required to ensure satisfactory
operation and stabilization of the wastewater sludge. Repair
consists of sand blasting and applying a protective coating to
the interior of the digester to protect metal and concrete
surfaces from corrosion associated with anaerobic digestion, and
minor repair of the heat exchanger and gas mixing systems.

An original engineer's estimate of $22,500 was provided for this
project and as such CAO authorization to advertise for bids was
sought and provided in April 1990. Bids were received and opened
on May 10, 1990. Only one bid was received and the bid amount
was $69,722. Because the bid exceeded the engineer's estimate
three fold, staff has rejected the bid and has reevaluated the
original engineer's estimate.
The original engineer's estimate was based on the cost of a
similar project five years ago, plus 65% for inflation. Staff
has consulted with protective coatings manufacturers and
application contractors in the derivation of the new engineer's
estimate of $41,000. A significant increase in materials costs
as well as stricter and well enforced. Occupational Health and
Safety Administration (OSHA) regulations for work in confined
spaces has resulted in the significant increase in cost for this
type of work.
Consequences of Not Taking the Recommended .Action
Failure to complete the required repairs could result in
violation of wastewater discharge requirements and structural
deterioration of the digester.

Council approved funding for this project in the 1989-91
Financial Plan (Page E-7) . A total of $77,000 was approved for
cleaning and repair of the three digesters. Funding for this
project is from the Sewer Fund. Total engineer's estimate for
cleaning of all three digesters was $60,500. Based on the cost
of cleaning No. 1 digester, $15,850.00, staff anticipates
remaining well within the estimated $60,500 for cleaning the
three digesters. Staff does, however, anticipate that additional
.funding will be required to complete the needed repairs.
Sufficient funds do exist in the $77,000 approved to complete J-
this phase of the project. Additional funding for the remaining
phases is being sought in the 1990-91 Budget Adjustment. Request

process in the amount of $70,000. Staff estimates that a total
additional funding of $99,000 will be required to complete the
repairs. The additional $29, 000 not being sought is recommended
to be taken from funding approved for the 1990-91 fiscal year
(Pg. E-7, 1989-91 Financial Plan) for overhaul of Clarifier No.
1.
The overhaul of clarifier No. 1 has been delayed until the 1991-
92 fiscal year to coincide with the time the clarifier will be
taken off line during the Treatment Plant Improvements project.
This will minimize the treatment impacts of having the clarifier
out of service. Additional funding will be sought for overhaul
of the clarifier in the 1991-92 Budget Process.
RECOMMENDATION:
By motion, approve plans and specifications for "Wastewater
Treatment Plant Digester No. 1 - Repair, Phase 1, City Plan No.
P-38S" and authorize soliciting of bids and award by the CAO, if
the lowest responsible bid is within the engineer's estimate.
Engineers Estimate $41,000.
