Award of Contract to West Coast Erectors for "Creek Improvement
Project, Old Garden Creek, Center Street to 250' Southerly, City Plan
No. J-14H".
RECOMMENDATION:
By motion, approve the award to, and authorize the Mayor to execute
a contract, with West Coast Erectors of Riverside, California in the
amount of $48,820.00 for the "Creek Improvement Project, Old Garden
Creek, Center Street to 250' Southerly, City Plan No. J-14H".
DISCUSSION:
This project consists of modifying the channel to provide a more uniform
flow and to increase the capacity of Old Garden Creek, which is currently
impeded due to a hump along the profile of the bed. This hump slows the
water velocity and allows silt and debris to deposit upstream along the
creek bed and through the. Center Street culvert, thus reducing the
hydraulic capacity of the culvert and causing a damming effect which
increases the risk of flooding during wet years. Gabion walls will be
constructed downstream of the culvert to provide protection to the creek
banks which are eroding, and to create a uniform cross section. The banks
and gabions will be vegetated by City and/or CCC crews this fall so as
to quickly re-establish growth along the disturbed banks. As many trees
as possible will be saved along this stretch of creek.
On September 5, 1989 the Council approved this project for advertising.
Bids were opened on September 21, 1989. Since the low bid was over the
engineer's estimate, it would have been necessary to go to council for
the award of contract. This did not leave adequate time for completion
of the job before the cut-off date mandated by the Fish and Game. As a
result, on September 29, 1989, the Council rejected all bids and
authorized staff to rebid the following spring. On July 18, 1990 bids
were opened and the low bid was submitted by West Coast Erectors of
Riverside, California in the amount of $481,820.00 (See attached Bid
Summary Sheet) .
CONCURRENCES:
This project has received permit approval from the Department of Fish and
Game and the Army Corps of Engineers.
This project has been given an EIR clearance by the Community Development
Department. Status: Negative Declaration. The Community Development

Department also assisted with the design to preserve as many trees as
possible.
Individuals from the Land Conservancy assisted staff with the concept of
vegetative gabions.
FISCAL IMPACT:
Estimated costs are as follows:
Base Bid: $48,820.00,
Contingencies: 4. 180.00
Total: $53,000.00
This project was originally budgeted for $25,000.00. Staff believes
that bids may have come in higher due to costs involved in gaining access
to project, working in tight conditions, and due to mitigations imposed
on the project, namely, the use of vegetative gabions, which is very
labor intensive to construct and the hand digging required around all the
trees and shrubs which are to be saved.
The project costs will be reimbursed to the City by the Zone 9 Flood
Control District. This project is included in the 1989-90 CIP on page
E-9 of the 1989-91 Financial Plan. Although this project was originally
budgeted at $25,000, there is enough Zone 9 money available to cover
reimbursement for the contract amount.
