Cox, Streets Manager George Bradley, Streets Project Coordinator SUBJECT: Purchase four (4) six yard Dump Trucks, one (1 ) four yard Asphalt Patch Truck, one ( 1 ) 2 ,000 gallon Water Truck, two (2) Utility Service Body Trucks with four yard dump bed. CAO RECOMMENDATION: By motion approve specifications of four (4) six yard Dump Trucks, one ( 1) four yard Asphalt Patch Truck, one ( 1 ) 2 ,000 gallon Water Truck, two (2) Utility Service Body Trucks with four yard dump bed, and authorize soliciting of bids and contract award by the CAO to lowest responsible bid if within the Estimate. DISCUSSION: The four (4) six yard Dump Trucks being purchased under these specifications will replace three (3) dump trucks in the Public Works Department and will provide a new Dump Truck authorized in the CIP for Utilities Department, Wastewater Division. The one (1 ) four yard Asphalt Patch Truck will replace 1478 , which is a 1978 GMC four yard P.B. Asphalt Patch Truck in the Streets Division. The one (1 ) 2 ,000 gallon Water Truck will replace 963 , which is a 1963 Dodge Water Truck that is in the Parks Division. The two ( 2) Utility Service Body Trucks with four yard dump bed will replace 980 & 1080, which are service body dump trucks in the Utility Department , Water Distribution Division. These existing trucks are always overweight and are being upgraded to remedy this problem. All these vehicles are to be purchased from one supplier in order to standardize our fleet. The specifications call for the engine to be manufactured by Caterpillar Inc. When the City started buying diesel engines in trucks, the industry standard was the Detroit 8. 2 liter engine for trucks of this size. All of our construction equipment and larger trucks than these have Cat. engines. The Detroit 8.2 is no longer available. and many manufacturers offer a choice of engines that include the Cat . engine being specified. However, several truck manufacturers have recently marketed their own engines and no longer offer other engines. 111111111II P JJJII city or san Luis osispo COUNCIL AGENDA REPORT In order to limit the number of different engines that the shop must work on, the city needs to have a standard engine that still allows many truck manufacturers to bid. The Caterpillar engine, which is available to all truck and equipment manufacturers, best fits this need as all the larger engines owned by the city are manufactured by Caterpillar. This selection of a standard engine will limit the number of truck manufacturers who are able to bid. Several of the manufacturers have elected not to provide engines from other manufacturers in this class of truck. The following brands of truck are known to be able to bid this specification: Chevrolet and GMC. The following brands of trucks are known to be unable to bid this specification: International and Ford. The seven vehicles being replaced will be disposed of by the city's contract auctioneer as soon as the new vehicles are in service. Purchasing Procedure The provisions of Purchasing Control Manual Section PC-403-3 apply to this contract. Fiscal Impact • City Estimate: 4 six yard- Dump Trucks $49,020 each $196,080 1 four yard Asphalt Patch Truck $84 ,000 each $ 84 ,000 1 2,000 gallon Water Truck $78,500 each $ 78 ,500 2 Utility Service Body Dump Trucks $56,500 each $113 ,000 Total Estimate $471 , 580 Funds Available: The FY 1989-91 CIP Equipment Replacement Fund (Pg G-10) has sufficient money available for these seven trucks. The FY 1987- 88 CIP includes $47,000 (Pg E-6) for the Wastewater Division Dump Truck. RECOMMENDATION• By motion approve specifications of four (4) six yard Dump Trucks , one ( 1 ) four yard Asphalt Patch Truck, one ( 1 ) 2,000 gallon Water Truck, two (2) Utility Service Body Trucks with four yard dump bed, and authorize soliciting of bids and contract award by the CAO to lowest responsible bid if within the Estimate.
