CAO RECOMMENDATION: Grant the request by Wendy Waldron for a three-month leave of absence from the CHC. The Situation The Community Development Department is in receipt of a letter from Wendy Waldron asking that she be granted a three-month leave of absence from her duties as a member of the Cultural Heritage Committee (CHC). Ms. Waldron indicates that she will be out of the country during the months of July and August, 1990 and will miss three consecutive CHC meetings. Her letter (see attached) states that she wants to remain with the CHC and resume her duties in September. Pertinent City Policies The Advisory Body Handbook (revised October, 1988) contains the following policies: Attendance. If a member of an advisory body fails, for any reason, to attend three consecutive regular meetings or a total of six regular meetings within a twelve- month period, that member shall automatically be considered for replacement. The chairperson of the advisory body shall inform the Council of such a situation, explaining any special circumstances. (Page 8, Section 2a.) Absences. There shall be no "excused" absences. Because of quorum requirements, when an absence is anticipated, the individual advisory body member is responsible for notifying the chairperson or the secretary in advance and the absence shall be counted in that member's attendance record. (Page 8, Section 2b.) Leaves of absence. Leaves of absence are not granted to advisory body members except under very unusual circumstances and when authorized in advance by the council. (Page 8, Section 2c.) Comments Meeting quorum requirements may be of concern during the summer months when people are taking vacations. However, most of the work that the CHC is involved with are projects which they have initiated (eg. on-going survey historic research, archaeological research). A temporary slow down in this type of work is probably not critical because other city actions are dependent on the CHC performance. Every month there are one or two development projects that are reviewed by the CHC who forward comments to the ARC or the Community Development Department. ��Iw�ibNiIVIIIIIIIIIII►i ����l city of san tus oBispo COUNCIL AGENDA REPORT Page 2 — Request for Leave of Absence CHC review of these projects has been accomplished without slowing down the overall review process. If the CHC has quorum problems, the ARC and the department could occasionally be asked to act on a project without CHC advice. This situation is probably not a frequently occurring since ARC review of significant projects can take several months. During the past 18 months, Wendy Waldron has been absent from four CHC meetings. Wendy Waldron is the only CHC member with professional expertise in archaeological resource surveys and management. Action Alternatives The City Council should either approve or deny Ms. Waldron's request.
