RECOMMENDATIO N 1.Approve the replacement of one California Air Resources Board (CARB) non-compliant 20 0 kilowatt (kW) portable generator with one 240 kW CARB compliant generator and require d accessories for and amount not to exceed $150,000 and authorize the Finance Director t o execute the necessary purchase orders to complete the purchase . 2.Appropriate $75,000 from the Water Fund Unappropriated Working Capital balance an d $75,000 from the Sewer Fund Unappropriated Working Capital balance to support th e replacement . DISCUSSION The Utilities Department uses portable emergency generators to provide power to water an d wastewater pump and lift stations during power outages . Currently the City has one (1) 200 k W generator, a Caterpillar model that was placed into service in 1986 (Asset 8628). The generato r provides emergency power for the Water Treatment Plant Transfer and Altria water pump stations , which supply water to approximately half the City . This generator is also capable of providin g power to several wastewater lift stations throughout the City . California Air Resources Board (CARB), as part of Senate Bill (SB 656), required the installation o f Diesel Particulate Filters (DPF) to on-road and off-road vehicles and equipment to reduce diese l exhaust particulate matter . Diesel engines must be retrofit or removed from service by Decembe r 31, 2012 . There are no particulate matter traps available for the existing generator's engine ; therefore retrofitting is not an option. Failure to comply with emission control regulations coul d result in fines at a minimum of $1,000 per day until compliance is achieved, therefore the generato r was taken out of service on December 31, 2012 . In order to mitigate the risk of inoperable pump s during an emergency power outage, staff has rented a generator that is CARB-compliant until suc h time as a permanent replacement is approved . The current generator is 200 kW, however this size of generator is not commonly produce d anymore . Based on generators currently in production, a 240 kW generator is recommended. Th e next smaller available generator is 160 kW and does not meet the required power generation needs . FISCAL IMPAC T The 240 kW CARB compliant generator that is currently being rented, can be purchased fo r $120,900 utilizing the California Multiple Award Schedules (CMAS) contract . Additional accessories and customizations that will allow the generator to plug into our pump and lift station s will cost no more than $29,100 .Considering the generator is utilized by both water and wastewater , the costs will be allocated 50% to each fund . The Water and Sewer funds have sufficient available working capital to support the request . ALTERNATIVE S 1.Rent a generator .Given the relatively infrequent use, staff has researched the possibilit y of renting a generator and has identified a vendor that carries this equipment . A generato r can be rented through Associated Power in Bakersfield for $2,511 a month, with a lead tim e of 7 days . This option is not recommended as a permanent solution because an emergenc y power generator is generally required on short notice . Furthermore,5 years of rental cost s would pay for the generator in-full . With a 15 year life-span, rental fees would cost 3 time s that of a purchase . 2.Lease to own a generator.Leasing a generator through a vendor would allow the City t o lease monthly, reducing the immediate costs to the City, then purchase outright in the future . Thanks, Brett Cross 1 Regarding Consent Item No. 8: "Grant Application For Preparing A Master Plan Fo r The Mission Plaza And Cultural Corridor .(Johnson/Murry)" Dear Mayor and fellow Council Members : Save Our Downtown is recommending thefollowing amendment to the wording of this grant application : "Grant Application For Preparing A Master Plan For The Mission Plaza, THE TW O BLOCK CREEK WALK And Cultural Corridor " Why : "Our Town" projects must address one primary criteria : • "A systemic approach to civic development .."This is NOT a systemi c approach to civic development How can the Mission Plaza and so-calle d "cultural corridor" be revitalized without addressing the Creek walks an d the ongoing encroachments onto the public right-of-way by development s currently in the pipeline ...is this "systemic"? Examples for "Our Town "projects, applicable to San Luis Obispo, were as follows : •"The development of master plans ... for publicart"Shouldn't other areas - besides Mission Plaza and the so-called "cultural corridor" - b e considered when developing a "public art masterplan"? •"Design ofpublic spaces, e.g.,landscapes,infrastructure, and bridges ..." Shouldn't we be considering the design of "landscapes, infrastructur e and bridges" within the Creek Walk as works of art ? Beyond discussing the merits of this proposal, Save Our Downtown believes that thi s master plan should be coordinated with the City's new Pedestrian Plan, revise d circulation element and an updated Downtown Concept Plan . An updated Downtow n Concept Plan should not necessarily include proposed street closures nor should i t include,as the Chamber insists, additional lighting in Mission Plaza Money would be better spent on increased lighting along the high crime corridors including Osos Street and upper Higuera Street Instead of engaging in controversial and costly street closures we would be better off spending money on street calming improvement s including more mid-block crosswalks and bulb outs .
