Subject: Appointment of City representati es oint committee
to discuss problems of mutual concern between the City
of San Luis Obispo, the County of San Luis Obispo, the
City of Morro Bay and the San Luis Coastal Unified School
District
CAO Recommendation: That the City Council appoint the Mayor or a
Councilmember and the City Administrator to represent the City in
forthcoming discussions with representatives of the County of San
Luis Obispo, the City of Morro Bay and the San Luis Coastal Unified
School District.
Attached is a letter which was sent to the three other agencies in
response to a suggestion of Councilmember Rappa and action by the
City Council. Both the City of Morro Bay and the County of San
Luis Obispo have responded positively to the City's suggestion,
(attached) . Based on a discussion with Superintendent Denton, it
is anticipated that the San Luis Coastal Unified School District
will be responding shortly. After all the agencies have designated
their representatives, then my office will set up the first
meeting.

The basic response of the other agencies to the suggestion have
been positive.
In all cases the other bodies have designated a member of their
legislative body and their Chief Administrative Officer.
The School District, as expressed through the Superintendent,
genuinely desires a forum for improved communication and
coordination; at the same time they .have expressed a concern that
each agency's mission, rationale for their decision making, and
autonomy must be respected by all participants in the process.
It is generally agreed that agency representation would establish
the purposes of the group, its agenda and meeting schedule.

Dear Ms. Delany:
At a recent City Council meeting, the City Council discussed the
need and desirability for closer communication and coordination
between the City and the School District. Inasmuch as the School
District also serves the City of Morro Bay and unincorporated
areas, we thought that it would be appropriate for the four parties
to occasionally get together to discuss items of mutual concern and
interest, in an effort to increase the communication and to help
us work together.
If this were deemed to be a good idea by the four agencies, there
would be several alternative ways of accomplishing this. one idea
would be for each of the four agencies to select a -policy body
representative and the chief appointed official to represent them
in these meetings. The meetings could be on any reasonable
schedule, perhaps quarterly, or the meeting schedule could be.
determined at the first meeting of the representatives. In a
similar way, the representatives would determine their own agenda
and topics to be discussed.
Though all of us are separate political bodies, and we have
separate issues and constituencies, at the same time we have a
large number of common issues, which include doing a proper job of
planning for our future, expanding our resources or learning to
live within them, strengthening services that we deliver to -our
citizens, and preserving and enhancing our area and our
resourcefulness to deal with present and future problems.
I would look forward to your legislative body considering this
suggestion, and letting us know your response to it. Another
possibility is that we not presently determine our final answer but
proceed to appoint representatives to work together for a meeting
or two in order to more specifically identify what the advantages
of such a communication process could be, the group could then
prepare a brief report so that the four legislative bodies can make
a more final determination based on the combined thinking of all
the agencies involved.
In the meantime, I will ask the City Council to designate one of
our members as the City's representative, together with the City
Administrative Officer, and we would look forward to the
opportunity to meet with your representatives, and to a mutual
assessment and determination of the benefit of a strengthened
communication process. We look forward to hearing your response
and, if positive, we would be pleased to coordinate the first
meeting. Please feel free to call me or John Dunn (549-7114) if
further discussion is desired.

At our mee ing of 09 July 1990, the Morro Bay City Council
reviewed your letter of. 11 June 1990 outlining the prospect
of an inter-agency committee to discuss issues of interest
and concern between the local governments and the San Luis
Coastal Unified School District serving our respective
jurisdictions. In response to your inquiry, the Morro Bay
City Council is receptive at this time for further explo-
ration into the benefits and merits of devoting time and
resources to this purpose.
To determine the utility of exchanging communication amongst
the four agencies, we believe a meeting should take place
with representatives from each party to discuss the prelimi-
nary concepts of this proposal. Morro Bay has selected
Councilmember John Baker and our Administrator Gary Napper
to represent us at the introductory meeting. As lead agency
initiating the idea, we look to your city to inform us of
any meeting in this regard.
Thank you for sharing this idea with us; I look forward to
the outcome of your proposal.
