SUBJECT:
Free Transit Day
CAO RECOMMENDATION:
Adopt a resolution designating October 2, 1990 as "Free
Transit Day" as a part of the City's contribution to and
recognition of the "Keep California Moving" activities.
DISCUSSION:
October 1-5 has been designated as "Keep California Moving"
week' (KCM) . The purpose of KCM is to promote alternative
transportation awareness through education and other
activities. The primary issue being addressed during KCM week
is traffic congestion. Traffic congestion has a direct
correlation to the amount of auto emissions; therefore the
increased use of mass transportation can improve air quality
by reducing the number of automobiles on the road. The
purpose of holding a free transit day is to heighten awareness
of the benefits of mass transportation and to hopefully
attract new riders who will continue to use the City's transit
system in the future.
On October 5, 1990, a state-wide effort by transit operations
in support of KCM is taking place by offering that day as i
"Free Transit Day. " The Regional System will be offering free
transit on that day. Staff is recommending that the City hold
its "Free Transit Day" on the same date so that the two
systems can jointly promote and deliver the free service to
the community.
CONCURRENCES:
On July 31, 1990, at a meeting with County officials, the San
Luis Obispo Chamber of Commerce and PG&E, the Regional Transit
System announced its support of the free fare concept.
FISCAL IMPACT:
Because the City derives the majority of its revenues from bus
passes and contractual arrangements, a free transit day is
estimated to cost no more than $200.

RESOLUTION DESIGNATING OCTOBER 2, 1990
AS "FREE TRANSIT DAY"
WHEREAS, the City of San Luis Obispo has long supported
environmental protection and natural resource management programs
and policies and is therefore a supporter of the "Keep California
Moving" activities scheduled for October 1-5, 1990; and
WHEREAS, the purpose of "Keep California Moving" is to promote
environmental awareness through education and other activities; and
WHEREAS, the main issue to be addressed during "Keep
California Moving" week is alternate transportation and beneficial
impacts on traffic which are possible through the increased use of
mass transportation; and
WHEREAS, by offering a "Free Transit Day" in conjunction with
the Regional Transit System, the City hopes to call attention to
the benefits of mass transportation and to attract new riders to
the bus system. '
NOW THEREFORE, BE IT RESOLVED that the City of San Luis Obispo
hereby designates Tuesday, October 2, 1990 as "Free Transit Day"
and encourages all residents of .San Luis Obispo County to consider
the use of bus service on that date and thereafter.
