CAO RECOMMENDATION: Adopt a resolution authorizing staff to apply for a new UMTA Section 18 Apportionment Grant in the amount of $39,000 toward the acquisition of a trolley. DISCUSSION: The San Luis Obispo Area Coordinating Council (SLOAAC) staff contacted our Transit Division on August 14, 1990 advising them that a very limited window of opportunity exists for the application of additional apportionment Section 18 grant monies that have been made available to the County. This window of opportunity will close in the second week of September 1990. This offer was made by SLOACC to the City because of the City's recent history for aggressively pursuing grant monies and following through with the required applications. This grant, should it be approved, would be a matching grant on 80/20 basis for a trolley, should the City Council choose to continue the trolley program at a later date. Although the City Council has not made a determination as to the future of the trolley program, it is recommended that staff be authorized to file an application for this grant. If in the event Council does choose to continue the trolley program, these grant monies would be available for us to use in support of that effort. If the Council chose at a future date not to continue the trolley program, and if the funds could not be reallocated to serve a different SLO Transit activity, the City could cancel the grant and return the allocation back to the ACC for a reapportionment. A long term trolley program would require two trolleys. One would be on the street and the other would serve as back-up when breakdowns and service required. The primary trolley would be one built to the City's specifications with a wheelchair lift and would cost from $100,000 to $180,000. The reserve trolley could be a used vehicle, most likely would not have a wheelchair lift, and would cost from $50,000 to $100,000. . By applying for the grant at this time, the City is afforded the possibility of having funds available for the partial support of any future long-term trolley program. Because of the unique nature of the trolley program, the. City's application is expected to be competitive in this grant process. The amount of match that would be required by the City should the grant be approved is in the amount of 20% or $7,800. If our grant application is approved, staff would ask Council to appropriate our matching amount of $7,800.00 at the time of trolley acquisition. Sufficient funds exist in the 1989-91 Transit Fund, fund balance, end of the year projection, which is $2011900. FINAL APPLICATION: The grant application, when completed, will be available for review in the City Clerk's office. Given the short application deadline, however, the application will not be completed until the first or second week in September. Through this staff report, staff is requesting authorization to pursue grant funding so that the. application can be submitted as soon as possible after completion. (1990 SERIES) C� A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING AN APPLICATION FOR UMTA SECTION 18 APPORTIONMENT GRANT FOR THE ACQUISITION OF A BACK-UP TROLLEY VEHICLE WHEREAS, the City Council of the City of San Luis Obispo wishes: 1. To authorize, the application for UMTA Section 18 Apportionment Grant for the potential acquisition of a back-up trolley vehicle. 2 . To authorize the City Administrative Officer or his designee to sign all documents pertinent to the application. 3. To appoint the City Administrative Officer or his designee as the agent of the City of San Luis Obispo to conduct all negotiations, execute, and submit all documents pursuant to the City's Purchasing Manual, all original documents including, but not limited to, the applications, agreements and amendments are to be retained in the office of the City Clerk. NOW, THEREFORE, BE IT RESOLVED, that the authorizing and application for an UMTA Section 18 Apportionment Grant for the acquisition of the back-up trolley vehicle is hereby approved. The City Clerk is hereby directed to furnish and execute a copy of this resolution for attachment to approved application and other supporting materials as may be required and forward to San Luis Obispo Area Coordinating Council, County Government Center, San Luis Obispo, CA 93408, Attention: Ron DeCarli. 1 r Resolution No. (1990 Series) Page Two the foregoing resolution was passed and adopted this day of 1990.
