SUBJECT: Appointment of Liaison to the Business Improvement
Association (BIA)
RECOMMENDATION: That the City Council appoint Councilwoman Penny
Rappa to serve as a liaison to the BIA Board of Directors.
DISCUSSION:
Attached is a letter from BIA President Tom Donat requesting that
the Council appoint a member to attend the BIA's monthly Board of
Directors' meetings. The purpose of such an appointment would be
to facilitate better communication between the City Council and
the BIA. Mr. Donat specifically suggests that Councilwoman Rappa
serve in this liaison role.
I agree that Councilwoman Rappa would be an excellent
representative to the BIA Board and request Council concurrence
with this appointment. I further suggest that we set no time limit
relative to the term of her appointment.

Dear Mayor Dunin:
As President of the Downtown Business Improvement
Association,, I would like to request that you appoint a
liaison member of the, City Council to attend our Board of
Directors meetings. these meetings are held the second
Tuesday of each'ch month in the City Council Hearing Room
starting at 7:30 a.m. and ending at 9:36 a.m.
In reviewing this request, I feel comfortable in suggesting
Councilwoman Penny Rappa as a possible appointment. She has
taken a deep interest in the problems facing downtown. She
has been readily available for discussions of items that
affect us and has not been afraid to express her opinions
for or against subjects we have brought to her attention.
This is an important factor in our suggestion of
Councilwoman Rappa as a possible appointee.
Mayor Dunin, I would like to express my appreciation for
your strong and unabated support of the downtown and its
principles. I believe that you fully understand my desire
to open better and stronger lines of communication between
the council and the BIA, which is the only major city
advisory board without Council liaison.
It is only through knowledge and better understanding that
we can all work and strive for a stronger downtown and thus
a better community as a whole.
