DISCUSSION: I Attached is a letter from the County Administrator, Robert Hendrix. The County is asking that each city appoint one Council person and one Administrative staff person to serve on an advisory committee relative to a new development fee being considered by the County. This new fee is particularly relevant to cities since the concept is that it will be assessed not only in unincorporated areas, but within the boundaries of cities as well. The idea is that cities will collect this fee on behalf of the County. This concept obviously has significant implications to the cities of San Luis Obispo County. For example, although the fee would be a County revenue source, the perception would likely be that it is a city fee. This could make the implementation of pending city development fees, as set forth in our Adopted Comprehensive Financial Management Plan, more difficult. In addition, there would be an administrative cost associated with such collections. It would also be important to know what specific kinds of improvements are to be funded with such a development fee. It is anticipated that these and other questions will be thoroughly evaluated by such a participation group, and therefore it is recommended that the Council designate a representative to serve with the Assistant CAO on this advisory group. , The Mayor and the Assistant CAO will raise this issue at the San Luis Obispo County Mayors' meeting scheduled for Thursday, September 27. Comments expressed by other cities at this meeting will be shared with Council members during the City Council meeting of October 2.. The fee is proposed to be collected both in the unincorporated and incorporated portions of the county. A critical element of the program is to inform city officials, members of the general public, and representatives of the business and construction industry early in the process. In this regard, the Board of Supervisors has approved the formation of a City/County Participation Group that will review population and employment projections, review draft chapters of the report, and discuss cities' concerns regarding county policy decisions, particularly in areas of shared responsibilities such as municipal services in � adopted spheres of influence.. On September 4, 1990, the Board appointed Supervisors Ovitt and Blakely as county representatives to the City/County Participation Group. The group will also consist of one council person and one administrative staff person to be appointed from each of the county's seven cities. In addition, The County Director of Planning and Building, a representative of the County Administrative Office, and the consultants will be members. The initial meeting of the City/County Participation Group is planned for late September or early October. The group would then meet as needed approximately once every month. Based on the above, I request that each city appoint a city council person and an administrative staff person to serve on the City/County Participation Group to advise the county in the preparation of a Comprehensive Development Impact Fee Study. HENDRIX ?00 County Administrator c - Recht Hausrath 'Associates Board of Supervisors mm/paul/recht2 The following resolution is now offered and read: WHEREAS, The proposed Central Coast National Marine Sanctuary embodies special, nationally significant marine and codependent onshore resources including abundant populations of diverse marine mammals, significant fisheries stocks , major oceanic upwellings, areas of great aesthetic beauty and scientific importance, and a great number of additional working biota features and characteristics that warrant protection under the National Marine Sanctuary Program; and WHEREAS, Public necessity and resource value justifies the need for a comprehensive and coordinated conservation and management plan for the geographic area within the boundaries of the proposed sanctuary , as a part of the National Marine Sanctuary Program; and WHEREAS , the need to support, promote, and coordinate scientific research on, and monitoring of, the coastal resources be an integral part of the management plan; and WHEREAS , the pledge for commitment to enhance public awareness, understanding, appreciation, and wise use of the marine environment be outlined in the management plan, and WHEREAS, to facilitate, to the extent compatible with the primary objective of resource protection, all public and private uses of the resources of the proposed sanctuary marine area not prohibited pursuant to other authorities.
