Pierce, Projects Manager - SUBJECT: Landscape Maintenance Miscellaneous Areas, Specification No. LS 90-012 CAO RECOMMENDATION: By motion, approve specifications for "Landscape Maintenance Miscellaneous Areas" and authorize soliciting of bids and contract award by the CAO, if the lowest bid. is within the cost estimate. DISCUSSION: In March 1989, the Parks and Buildings Division contracted for j landscape maintenance of small park areas, median islands, soundwalls, and parking lots. Those contracts, which terminate on December 31, 1990 have proven to be cost effective. These specifications are to obtain bids for landscape maintenance for those locations served by the current contract plus the following additional areas: Elsford Park Ext.- West side of San Luis Drive north of California ; Blvd. The area south of California Blvd. is in the current contract. Stoneridge - New area that consists of a small park and street landscaping adjacent to the entrances to the subdivision. i Tank Farm Road - From railroad undercrossing to Orcutt Road. The City will begin maintenance of this area before the end of 1990.. The area from Broad Street to the railroad is in the current contract. Parking Structure #2 - The other parking lots and Structure 1 are in the current contract. Maintenance of this area will begin before the end of 1990. A1.1 areas are indicated on the attached map. The new contract period is through December 31, 1991 with a provision for extension through December 31, 1992 . The monthly cost of the current contracts total $5, 320. The estimated cost of $6,500 was determined by averaging the two low bids for the current contract and adding the cost of the increased services. (This just happens to be equal to the existing contract increased by 10% plus the cost of the above added services. ) It is quite possible that the �= bids would come in lower than the current contract prices. Recent bids for janitorial services were considerably lower than bids for the same services that were received up to three years ago. The Municipal Transit System Operating Budget (page D-46) includes $4 , 000 for these services. Additional funding up to the estimate is available from other line items in the Parks and Landscape Operating Budget. The drought has limited expenditures on water and has reduced the amount of fertilizer that needs to be applied. RECOMMENDATION: By motion, approve specifications for "Landscape Maintenance Miscellaneous Areas" and authorize soliciting of bids and contract award by the CAO, if the lowest bid is within the cost estimate.
