P05B i� 111 city of San tins OBIspo MEETM 1916 ONZO COUNCIL AGENDA REPORT - FROM: Dave Romero, Director of Puki Works�� Wayne Peterson, City Engineerm Prepared by: Dave Pierce, Projects Manager Barbara Lynch, Engineering Assistant SUBJECT: Bikeway Improvements: Madonna Road, City Plan No. P05B CAO RECOMMENDATION: By motion, approve plans and specifications for Bikeway Improvements: Madonna Road, City Plan No. P05B, authorize soliciting of bids and contract award by CAO if the lowest respondsible bid is within the Engineer's estimate. BACKGROUND: The section of Madonna Road between Oceanaire and Los Osos Valley Road, up until recently, provided no designated bicycle facilities. The Bicycle Facilities Plan calls for a Class III bike route for this stretch. Public Works has received requests to make improvements for cyclists along this stretch and felt it was appropriate due to the heavy traffic volumes and higher speeds on this street. As part of this years chip seal project, Madonna Road between Oceanaire and Pereira was restriped to provide a Class II-B bike lane on the north side of the street. Cyclists on the south side of the street will be directed to use the frontage road. This project provides the missing link between Los Osos Valley Road and Pereira on the south side of the street. The presence of the Cypress trees along this stretch precludes road widening to provide a Class II facility. Instead, a Class I bike lane will be provided behind the trees, adjacent to the existing sidewalk. Alternatives: 1) Proceed with the Bikeway Improvement, providing a Class I bicycle facility for this area. 2) Do not proceed with this project and use the funding on a different bicycle facilities project. Staff Concurrence: The Community Development Department has given the project environmental clearance. Public Art: The series of projects to provide improved bikeways has been identified for the provision of Public Art. The Community Development Department has recommended an artist be hired to work with the Bicycle Facilities Plan staff to develop a linear art- -/ city of san .pis osispo IIINGs COUNCIL AGENDA REPORT form which characterizes the City's bicycle system as a whole and which would serve as a reminder throughout the system of - community support for bicycle transportation. FISCAL IMPACT: The Engineer's estimate for this project is $15,000.00. The CIP for FY 1987-89 included $10,000.00 each year for bikeway improvements (E-7) . Of the $20,000.00 available for the last two years, $8000 was recently spent to chip seal and restripe Madonna Road to provide a bike lane on the north side. An Additional $200,000.00 per year has been designated in the 1989-91 Financial Plan (E-8) for Bikeway Improvements. RECOMMENDATION: By motion, approve plans and specifications for Bikeway Improvements: Madonna Road, City Plan No. P05B, authorize soliciting of bids and contract award by CAO if the lowest respondsible bid is within the Engineer's estimate.
