SUBJECT: Restoration and Rehabilitation of Jack House Exterior
CAO RECOMMENDATION:
By motion, approve plans and specifications for Restoration and Rehabilitation
of Jack House Exterior and authorize soliciting of bids and contract award by
the CAO, if the lowest responsible bid is within the Consultant's cost estimate.
DISCUSSION:
This project was included in the City's Capital Improvement Program during the
1987-89 fiscal planning cycle when confirmation was received from the State
Historical Restoration Division that they would assist with a partial grant
funding after reviewing the proposed plans. The plans and project cost estimates
were prepared by a historical renovation consultant firm, Merriam Associates,
and then forwarded to the State for their review. Approximately 26 months after
submittal, the City received State approval of the plans and the project was
submitted to the CHC and ARC for their consideration. Project confirmation was
received from both of these advisory bodies.
Staff recommends approval of plans, soliciting of bids and award of contract at
this time so that the project can be completed during the season of low use at
the Jack House grounds.
CONCURRENCES:
The following bodies have reviewed subject project and concur that the
rehabilitation phase is necessary for protection of the property and the
restoration phase will tie the exterior of the Jack House to the improvements
that have been accomplished in the interior of the residence.

FISCAL IMPACT:
The funds to accomplish this project are derived from three sources: State
Historical Restoration Grant, City Capital outlay Fund and from Jack House
Committee Fundraisers. The State Grant funds will become available upon request
when construction has begun. The Jack House fundraiser-money is deposited with
the City Finance- Department as collected and has been recommended by the JH
Committee for expenditure on this project.
State Grant: The Grant will provide $16,000 of the total project costs.
None of these funds have as yet been expended and are•
guaranteed through June, 1993.

FISCAL IMPACT (Continued):
Capital outlay Fund: $25,000 was earmarked in the 1987-89 Financial Plan
for this project (pages E-10, E-22). Three
thousand dollars from this source was expended on
preparation of plans and estimation of project
costs.
Jack House Fundraisers: This fund total is in excess of $270-000, S 25,000
from this source is recommended by the Jack House
Committee to assist in accomplishing this project.
Other Community Support: Although no dollar figure can be assigned at this
time, SAN LUIS PAINTS, INC. has donated all paint
products necessary to complete the painting phase
of the project. This donation will have a very
positive impact on the final bid(s) received.
Consultant's cost estimate for this project is $ 60,000 without contingencies.
There is $ 63,000 available from the three indicated sources to accomplish the
project.

of the exterior of the Jack House and authorize soliciting of bids and contract
award by the CAO if the lowest responsible bid is within the Consultant's cost
estimate.
