SUBJECT: Consideration of a request by the Business Improvement
Association for City assistance with additions to the Downtown
Christmas Decoration Program.
CAO RECOMMENDATION: By motion approve $1,500 to assist the
Business Improvement Association with additions to the Downtown
Christmas Decoration Program.
DISCUSSION:
The Business Improvement Association has requested City assistance
to supplement the number of decorations currently available for the
Downtown Christmas Decoration Program. The BIA recently voted to
implement a new Christmas decoration program to supplement the
current holiday banner and tree light projects for the holidays.
The new decorations are large, artificial, white and gold wreaths
intertwined with small lights. At the center of each wreath is a
large, red lantern light. At the base of each is a garland which
wraps around the pole to which the wreath is attached. The cost
of each wreath is $300.
The BIA has surveyed the downtown area for possible sites to locate
the wreaths and has selected ten to twenty locations. If wreaths
were placed in all of the locations, the cost would be $6,000.
Since the BIA only has $3,000 to spend, it has ordered ten. The
BIA hopes that additional wreaths will be procured through
donations. As such, it has asked the City to donate the cost of
five to ten wreaths. The cost includes mounting, service, and
removal of the decorations.
The City has contributed to the Christmas Decoration Program in the
past. Two years ago, the City contributed $5,000 towards a one-
third cost sharing for purchasing (including installation and take-
down) new Christmas decorations for the downtown. Since the City
has previously committed itself to the Christmas Decoration
Program, and since all of the Christmas decorations are on City
property in the public right-of-way, staff recommends that the
Council contribute $1,500 toward the procurement of five wreaths.
The addition of wreaths to the Christmas Decoration Program will.
contribute toward enhancing the festive ambiance of the downtown
area during the holiday season for residents and tourists.
FISCAL IMPACT:
Funding for the cost of five wreaths totaling $1,500 is available
in the General Fund Ventures and Contingencies account.

Subject: Request from the Business Improvement Association for
City Assistance on Additions to the Downtown Christmas
Decoration Program
Recommendation
That the City contribute $1,500.00 (one-third or less) towards the
cost of additions to the Downtown Christmas Decorations Program.
Two years ago the City was asked to contribute towards a one-third
cost sharing for purchasing (including installation and take-down)
new Christmas decorations for the downtown. At that time the City
Ucontributed $5,000.00.
At the present time the downtown business community, through the
BIA, believes that the earlier Christmas decorations need to be
supplemented by some additional decorations in order for the total
decoration program to have a more positive impact on those who
travel through and use the downtown area. Inasmuch as this is a
program that the City has previously committed itself towards, and
inasmuch as all the Christmas decorations are on City property in
the public right-of-way, I am recommending that the City make this
modest-but-important contribution towards the program.
Attached are two items (1) a letter from Mr. Monte Lukov making
the request on behalf of BIA, and (2) the article on this program
which appeared in the August/September issue of "Downtown News".
The Business Improvement Association Board of Directors members,
Mr. Lukov or myself will be happy to answer any further questions
about the program.

SUBJECT: Christmas Decorations
In regard to our request for Christmas decorations support,
Owe urge the city to participate in this year's program.
The BIA has ordered 10 decorations (picture attached) ; the
cost, which includes placement, maintenance, and removal is
$3,000.00.
To give the city the best possible program, we need from 5
to 10 additional decorations. These, along with the lights
in the trees and the banners on the .remaining poles, will
give us the most comprehensive coverage we have seen for
some years. We would appreciate your strongest effort of
support possible.
We look forward to this year being one our strongest retail
efforts ever; when tied to other- downtown items such as the
Marsh Street Parking Structure opening and the trolley
program; a great holiday season is foreseen by all.
