CAO RECOMMENDATIONS: Authorize the Mayor to sign a letter responding to the Community/University Task Force recommendations and forward it to members of the Community/Campus Communication Committee for their review. DISCUSSION: Background The Community/University Task Force was convened at the request of the City Council to assist in resolving longstanding issues between the community and both Cuesta College and Cal Poly State University. Participants in the Task force included representatives from the City of San Luis Obispo (Councilmembers Pinard and Reiss, and the City Administrative Officer, John Dunn) , the County of San Luis Obispo, Cuesta College, Cal Poly, the Student Bodies of Cuesta and Cal Poly, and a neighborhood representative. The Task Force met on a monthly basis between November 1989 and May of this year. During this period, the Task Force developed a series of recommendations that focuses on resolving student/community issues identified by Task Force participants throughout their discussions (see attachment 2) . The recommendations targeted issues relating to transportation, housing, resource management, student conduct, and management of enrollment growth. Each participating agency in the Task Force, as well as two unrepresented groups, "Property Managers and Landlords and the San Luis Obispo Area Coordinating council" received copies of the letter of recommendations. The Task Force requested that each recipient of the letter develop an implementation plan responding to the recommendations. City Response to Recommendations In July of this year, the Council formally accepted the Community/University Task Force recommendations and directed staff to prepare responses. Attached, for the Council's consideration is a letter responding to the recommendations. It is important to note that the City has already implemented or is in the process of implementing the recommendations contained in the Task Force's letter. As requested by the Task Force, the responses to the recommendations will be forwarded to the Community/Campus Communication Committee. Report Page Two recommendations were distributed, they should disband under their current title and reconvene as the Community/Campus Communication Committee. This Committee will meet on a semi-annual basis to monitor the progress of each agency with respect to implementing the recommendations contained in the Task Force's letter. The Committee intends to hold its first meeting by December of this year to review each agency's progress. Results of this review will be reported to the City Council. Other Agency Progress With Responding to Recommendations To date, the County of San Luis Obispo, San Luis Obispo Area Coordinating Council, Cuesta College and the Residents for Quality Neighborhoods have responded to the Task Force's .recommendations. Cal Poly expects to distribute their responses by early November. Responses have yet to be received from the student community or property mangers and landlords. CONCURRENCES: The Community Development Director, Utilities Director, and Public Works Director have reviewed and concur with the responses contained in the attached letter. ATTACHMENTS! Force. The City concurs with the recommendations presented by the. Task Force and feels that their successful implementation will go a long way toward improving the relationship between the college, university, and the community. Below is a summary of the City's responses to the Task Force's recommendations. The City is pleased to report that it has implemented or is in the process of implementing all of the Task Force's recommendations. C) TRANSPORTATION Task Force Recommendation: The City should expand its efforts to create convenient bikeways throughout the community, placing special emphasis on acquiring easements along the Southern Pacific Railroad to develop a "super bikeway" to the Cal Poly campus from various areas of the community. Response: As demonstrated through our current and draft Circulation Element, the Bicycle Facility Plan, and the 1989-91 Financial Plan, the City concurs with this recommendation and implementation is already underway. The City set aside $400,000 during the 1989-91 budget process for the development of additional bike lanes. A proposal will be presented to the Council within the next few months requesting approval of a plan to improve bicycle access to and from the University. . The City conceptually concurs with the recommendation to establish a super bikeway along the Southern Pacific Railroad. The City has been in contact with officials at Southern Pacific Railroad to discuss the potential for acquiring land that borders the railroad. While no formal commitments have been made, the City is in the process of obtaining appraisals for this property. It is important to note, however, that there are a number of significant financial and planning issues associated with this project that would need O to be addressed prior to the Council moving ahead with the acquisition of the property. ATTACEMENT 1 Community/Campus Communication Committee November 7, 1990 Page Two Task Force Recommendation: The City should continue to work closely with Cal Poly and Cuesta to create improved but schedules and incentive programs that encourage high levels of student usage of the transit system. Response: The City concurs with this recommendation. With respect to efforts at Cal Poly, the City's Transit Manager has worked very closely with Cal Poly officials to coordinate the University's transportation needs with the services offered by the City. Examples of this cooperation include: * increasing bus service to Cal Poly during high usage periods of the day * doubling the bus service offered to Cal Poly during Poly Royal and WOW Week * contracting with Cal Poly to provide free transportation to students who display student body cards * working with the disabled student organizations to coordinate bus schedules that encourage greater usage of the bus system by the disabled (all City buses are now equipped with wheelchair lifts) * working with Cal Poly officials to improve bus system circulation inside the University boundaries (therefore allowing the bus system to access greater portions of the campus) The County's Regional Bus System provides bus service to Cuesta College. The City's Transit Manager desires to discuss the further potential for using the City's bus system to augment transit services available to Cuesta College. Task Force Recommendation: The City should consider the establishment of "Park and Ride Lots" and work with the San Luis Obispo Area Coordinating Council, the Air Pollution Control District, and Caltrans to establish appropriate locations in the City. Response: The City is supportive of the "Park and Ride Lot" concept and will continue to pursue the creation of lots outside the City through the San Luis, Obispo Area Coordinating Council and Caltrans. Because the most beneficial use of park. and rides lots is to reduce the number of trips to San Luis Obispo (therefore reducing traffic congestion and air pollution) , it is more practical to create park and ride lots in locations where trips originate, such as Los Osos, Nipomo, Atascadero, etc. Community/Campus Committee November 7, 1990 Page Three Task Force Recommendation: The City, working with Cal Poly, should develop a parking management plan to reduce parking in the residential areas of the community and encourage alternative forms of transportation. Response: The City concurs with this recommendation. The Council recently adopted a Parking Management Plan that addresses this recommendation. The Parking Management Plan calls for establishing Special Parking Districts in residential areas that have become congested with vehicles parked by people that do not reside in the area. The City has already successfully implemented Special Parking Districts in the Slack Street area surrounding the University. Parking Districts must be requested by residents of an affected area and can be initiated by contacting the City. With respect to encouraging alternative forms of transportation, the City has increased its bus services offered to Cal Poly and initiated a Trolley system in the downtown. In addition, the City sponsored free bus rides for the community throughout the week of October 1 - October 7, 1990 as part of a statewide effort to encourage greater usage of public transportation systems. Efforts are also underway to improve the City's bike lane system. The City �J will also be working with the Air Pollution Control District as this agency develops a trip reduction ordinance for the County. HOUSING Task Force Recommendation: The City should take a more meaningful role in encouraging the construction of low and moderate income housing in the community. Response: The City concurs with and is currently working toward meeting the intent of this recommendation. Encouraging affordable' housing is consistent with existing policies contained in the City's Housing Element of the General Plan. The discussion draft of the Land Use Element, currently under consideration by the Planning Commission, also includes proposals for requiring construction of below market cost housing as part of development within major expansion areas. An example of the City's commitment to developing low income housing can be seen through a recently approved housing development in the Edna/Islay area. As a condition of development, acreage sufficient to build twenty apartments was donated to the Housing Authority. The developer also agreed to sell twenty-three condominium units to the Housing Authority at below market cost O rates. The Housing Authority will_ in turn sell the condominiums to low and moderate income families. Alle,xo� Community/Campus Communication Committee O November 7, 1990 Page Four Task Force Recommendation: The City should develop property maintenance standards to insure the continuedquality of the neighborhoods of this community. Response: The City concurs with this recommendation. The Council's long range Work Program contains provisions for preparing and adopting property maintenance regulations in the City. . Work is expected to begin on the standards during the 1991-93 financial planning period. Task Force Recommendation: The City should encourage the development of programs to reward responsible management of rental units within the community. Response: The City concurs with this recommendation and intends to encourage the Student/Community Liaison Committee to expand their existing Community Service Award Program to include an award for responsible rental unit management. The purpose of the Community Service Award Program is to recognize individuals or groups in the City that promote improved community relations. Task Force Recommendation: The City, working with the University and students, should identify suitable areas in the community to locate Greek Housing, small group housing and higher density housing as near campus as possible, particularly areas that might be accessed through campus. Response: The City concurs with this recommendation. As a first step in responding, the City and University expect to jointly hire a consultant by the and of this year to conduct a study on student housing preferences. The City has set aside funds in the Community Development Department's budget for this purpose. It is anticipated that the study will take .four to six months to complete. In addition, the Council has requested the Planning Commission, as part of the Land Use Element Update process, to consider the results of this study and provide the Council with recommendations on student housing. RESOURCE MANAGEMENT Task Force Recommendation: The City should take a leadership role in managing solid waste issues in the community, placing emphasis on developing programs that strongly encourage student participation. Response: The City concurs with this recommendation. In following up on an expanded citywide recycling program, the City is in the process of recruiting a Solid waste Coordinator. It's anticipated 1 Community/Campus Communication Committee November 7, 1990 Page Five that the position will be filled by the and of November 1990. This position will coordinate the City's solid wastemanagement planning efforts and implement our Recycling Improvement Plan. Because the City recognizes the benefits associated with high levels of student involvement in the area of recycling, the new Solid Waste Coordinator will be encouraged to place a priority on developing programs that encourage student involvement. As an example, student involvement in recycling can be incorporated into the City's Source Reduction and Recycling Element which will be prepared during 1991 as part of countywide program to develop an Integrated Waste Management Plan. This City Council recently signed an agreement with the County and other Cities to develop this plan. Task Force Recommendation: The City should reexamine the costs of Cal Poly's use of the water treatment and distribution systems and wastewater treatment and collection facilities to ensure that charges are being fairly distributed between the two parties. Response: The City concurs with this recommendation. The O Utilities Department and Finance Department are currently working together to evaluate the current distribution of costs between the City and Cal Poly for the water and wastewater systems. It is expected that a report will be prepared for the Council's consideration to address this issue by the end of 1990. Task Force Recommendation: The City should . continue its efforts to develop adequate short term and long term water supplies for the community. Response: The City concurs with this recommendation and implementation is currently underway. The Council has designated acquisition of water as the City's highest priority. While the development of additional groundwater supplies has been the. City's primary focus, the Utilities Department staff continues to evaluate various other options for securing additional water for the community. Options currently under consideration include: desalination, the coastal streams diversion project, the Salinas Reservoir expansion, State Water, and cloud seeding. Task Force Recommendation: The City should continue to encourage water conservation throughout the community, providing increased focus on apartment owners and property managers. Response: The City concurs with this recommendation. The City's Water Conservation Program has been very successful. To date residents are conserving water at the 40 to 50 percent level. The Cl) Community/Campus Communication Committee November 7, 1990 Page Six City fully intends to continue its efforts in the area of water conservation and recognizes the importance of developing programs that target apartment owners and property managers. It is also important to note that the City's water Conservation Division was very active in providing free literature on the City's drought situation to incoming students at Cal Poly and Cuesta College. Presentations on the importance of water conservation ' were made during school and dorm orientation sessions, .and rush activities. Task Force Recommendation: The City should continue and intensify its efforts to prevent inflow and infiltration of storm Nater into its sewer collection system. Response: The City concurs with this recommendation and implementation is already underway. The Council has already approved a program and necessary funding to identify and reduce inflow and infiltration of storm water into its sewer collection system. Task Force Recommendation: The City should continue its program of systematically repairing and replacing older water lines to prevent leaks. . Response: The City concurs with this recommendation and already has a program in place to continue our repair of older water lines. Approximately $1.8 million was budgeted for this purpose in the 1989-91 Financial Plan. STUDENT CONDUCT AND COMMUNICATION The City should continue its efforts to communicate through regular contact with the ABI, Inter-Fraternal Council, and other student groups. Response: The City concurs with this recommendation and fully intends to continue its efforts to communicate regularly with student groups. Membership in such groups as the Student/Community Liaison Committee and the Community/Campus Communication Committee facilitate these efforts. The City should continue and expand its use of student interns from Cuesta College and Cal Poly to assist with accomplishing workload and provide career training opportunities for students. .Response: The City concurs with this recommendation. The Personnel Department has a program in place for hiring interns who are regularly used by the City to accomplish a variety of _ ' Community/Campus Communication Committee November 7, 1990 Page Seven projects. The City also participates in Cal Poly's work Study Program. The City should continue to participate in the Student/Community Liaison Committee. Response: The City concurs with this recommendation and fully intends to continue participation in the Student/Community Liaison Committee. The City should more fully participate in the Cal Poly Campus Planning Committee, Response: The City concurs with this recommendation and fully intends to continue participation in the Cal Poly Campus Planning Committee. The Community Development Director serves as the City's member of this Committee. Box 8100 San Luis Obispo, CA 93403 Dear Mayor Dunin: As you are aware, the Community/University Task Force was formed at the request of the San Luis Obispo City Council for the purpose of resolving long standing issues that stem from having Cuesta College and Cal Poly located adjacent to our community. Participants of the Task Force included representatives from the City of San Luis Obispo, the County of San Luis Obispo, Cuesta College, Cal.Poly, the Student Bodies of Cuesta and Cal Poly, and a Neighborhood representative. Meetings of the Task Force have taken place on a monthly basis since November of last year when the group was convened. From the very beginning,-the Task Force has focused a majority of its energies on defining the areas of concern for the represented groups. in discussing the issues openly, the Task Force found that many of the same concerns were held by all the participants. Issues such as traffic and transportation, housing and property management, resource usage and conservation, student conduct, managing city and county population growth, and managing student enrollment growth were consistently raised by the Task Force members as areas in need of attention by all the participating agencies and groups. _1 Using the issues defined during these discussions, the Task Force has developed a series of recommended actions for each agency to implement to the greatest extent feasible. The recommendations are intended to respond to the concerns raised by the Task Force members over the last several months. Recommendations have also been developed for two groups that were not represented on the Task Force, 'Property Managers and Landlords" and the'San Luis Obispo Area Coordinating Council". After several discussions, it became apparent to the Task Force that these groups played important roles in contributing to the success of many of the recommendations identified to ease tensions relating to transportation, housing, resource usage and conservation, and student conduct. In developing the recommendations, emphasis was placed on joint agency solutions that would foster long-term improvements in communication and relations between the groups affected by student/community interaction. The Task Force acknowledged throughout its discussions that there were many positive benefits associated with having Cuesta College and Cal Poly located in our community and that we need to share in the burden of identifying and resolving problem areas. The purpose of. this letter is to communicate these recommended actions to the organisations represented on the Task Force, as well as to the community's property managers and landlords. it is the request of the Task Force members that upon receipt of this letter, each agency or group develop a plan that responds to the recommendations to the greatest extent feasible and begin implementation. Once each agency or group _- ATTACM ENT TWO Page Two acknowledges receipt of the recommendations and demonstrates a willingness to respond, the Task Force will have fulfilled its major responsibilities. It would then be the intention of the Task Force to disband under its current title and reconvene as the Community/Campus Communication Committee. Activities of this Committee would be limited to semi-annual meetings, unless a need arose to meet more frequently, to monitor the progress of each agency and discuss any issues that could be appropriately addressed by the Committee. Transportation * The County should work with the San Luis Obispo Area Coordinating Council, the San Luis Obispo Regional Transit Authority and other affected agencies to achieve the following goals: encourage high use of the County's regional transit systems, establish Park and Ride lots, increase the allocation of Transportation Development Act funds for alternative transportation systems, and exhibit greater leadership in providing for the development of a rider-attracting regional transit system. IL Housing * The County should continue to encourage the construction of low and moderate income housing in appropriately located areas, including student housing that could be located adjacent to Cal Poly and Cuesta College. tll.Resource Management * The County should continue to provide education that encourages water conservation on a countywide basis. * The County should take a strong leadership role in developing programs to conserve resources and encourage the reuse of materials. IV.Student Conduct and Communication * The County should continue and expand its use of student intems from Cuesta College and Cal Poly to assist with accomplishing workload and provide career training opportunities to students. * The County, should continue to participate in the Student/Community Liaison Committee. Transportation * The San Luis Obispo Regional Transit Authority should work closely with Cal Poly and Cuesta College to develop bus schedules that encourage high use of the County's regional transit systems. C . Page Five * The San Luis Obispo Area Coordinating Council, Regional Ridesharing Coordinator, and Caltrans should work together to develop 'Park and Ride Lots° throughout the County. Their efforts should be coordinated with Cal Poly and Cuesta College. * The San Luis Obispo Area Coordinating Council should consider increasing the level of Transportation Development Act funding allocated to aRemative transportation systems. * The San Luis Obispo Regional Transit Authority should exhibit greater leadership in providing for the development of a rider-attracting regional transit system. I. Transportation * Cuesta College should become a regular participant and make sufficient contributions to the City and County's Transit Systems in an effort to reduce traffic to the campus and on Highway One. * Cuesta College should develop effective programs to encourage the use of public J transportation or aftemative forms of transportation to campus (e.g., park and ride lots, carpooling, ridesharing, etc.). * Cuesta College should work closely with the City and the San Luis Obispo Regional Transit Authority to create improved bus schedules and incentive programs that encourage high levels of student usage of the transit systems. * Cuesta College should set annual targets for reduction of campus destination automobile trips and develop an implementing program. * Cuesta College should work with other communities such as Los Osos, Baywood Park, Morro Bay and Cayucos to assess and reduce transportation impacts on these areas. * Cuesta College should establish an Integrated Transportation Management Committee with participants from the City, the County, the Area Coordinating Council, and the Air Pollution Control District to further encourage transportation alternatives that reduce automobile usage. ll. Housing * Cuesta College should take on an advocacy role in encouraging the construction of low and moderate income housing for students in the county. C Page Six * Cuesta College should develop programs to encourage and reward responsible management of rental units within the county. 111.Resource Management * Cuesta College should continue its efforts to develop a long-term permanent water supply for the campus. * Cuesta College should continue to educate students and faculty regarding resource conservation and reuse and water conservation methods on and off campus. * Cuesta College should support the creation of student based groups that take the lead in encouraging college programs that promote resource conservation and reuse_ and water conservation on and off campus. * Cuesta College should continue its program of systematically repairing and replacing older water lines to prevent water leaks. IV.Student Conduct and Communications * Questa College should continue and strengthen its participation in the Student/Community Vaison Committee. * Cuesta College should continue to develop programs that educate the students on ways to be good neighbors in their immediate neighborhoods and in the community. * Cuesta College should continue its programs that encourage students to provide volunteer services to community organizations (educational, cultural, and social services). V. Management of Enrollment Growth * Cuesta College should include the City and County of San Luis Obispo in their planning for enrollment growth. * Cuesta College should continue to pursue the development of satellite campuses in other areas of the county. * Cuesta College should encourage the development of legislation that would give community college's more control over their enrollment levels and which would stress the reduction of negative impacts on adjacent communities. Page Seven VI.General Recommendations * Cuesta College should use their faculty talents and student energies to encourage creative solutions to the issues identified by the Task Force (e.g., transportation, housing, resource management). * Cuesta College should develop additional playing fields and recreational areas for students in an effort to relieve pressure on the Citys limited and overused playing fields and recreation areas. I. Transportation * Cal Poly should continue to participate in funding the Citys Transit Program, and be willing to pay appropriate costs for these services. * Cal Poly should work closely with the City and the San Luis Obispo Regional Transit Authority to create improved bus schedules and incentive programs that encourage high levels of student usage of the transit systems. * Cal Poly should encourage all types of transportation on campus that reduce student and faculty automobile usage (e.g., adding bicycle paths, reducing auto/bicycle conflicts, sponsoring ridesharing and vanpooling programs, creating park and ride lots, etc.). * Cal Poly should set annual targets for reduction of campus destination automobile trips and develop an implementing program. * Cal Poly should consider incentives to discourage first year students from bringing cars to the university campus. * Cal Poly should continue to subsidize the Countys regional transit systems for all students, staff, and faculty. * Cal Poly, working with the City,should develop a parking management plan to reduce parking in the residential areas of the community and encourage aftemative forms of transportation. * Cal Poly should establish an Integrated Transportation Management Committee with participants from the City, the County, the Area Coordinating Council, and the Air Pollution Control District to further encourage transportation alternatives that reduce - automobile usage. /sa./� Page Eight Il. III.Resource Management Cal Poly should continue to educate students and faculty regarding resource conservation and reuse and water conservation methods on and off campus. * Cal Poly should support the creation of student based groups that take the lead in encouraging university programs that promote resource conservation and reuse and water conservation on and off campus. * Cal Poly should work with the City to reexamine the costs of the water treatment and distribution systems and sewer treatment and disposal facilities to ensure that charges are being fairy distributed between the two parties. * Cal Poly should continue and intensify its efforts to prevent inflow and infiltration of storm water into its sewer collection system. * Cal Poly should continue its program of systematically repairing and replacing older water lines to prevent water leaks. IV.Student Conduct and Communication * Cal Poly Administration should continue to participate in the Student/Community Liaison Committee. * Cal Poly should continue to implement programs that educate and encourage students to be good neighbors and increase their awareness of the concerns of the Ccommunity and their immediate neighborhood. Management of Enrollment Growth * Cal Poly should adopt safeguards to ensure that the enrollment cap is not exceeded. * Cal Poly should include the City and County of San Luis Obispo in their planning for enrollment growth. Page Ten * Property Managers & Landlords should disseminate information regarding the City's Residential High Density Occupancy Regulations to all tenants and be knowledgeable about the regulations. * Property Managers & Landlords should encourage their tenants to take the initiative to meet with their neighbors to discuss ways to cooperate and reduce potential conflict (e.g., noise, parking, parties, etc.) * Property Managers & Landlords should develop programs to regularly monitor the interior and exterior conditions of their properties. * Property Managers & Landlords should develop lease agreements that contain "performance standards" language (e.g., three noise complaints can result in termination of lease agreements). * Property Mangers & Landlords should sponsor periodic workshops with the City, Cuesta College, and Cal Poly to discuss rental issues. * Property Managers & Landlords should consider forming an organization or creating a newsletter that can inform the group of changing regulations for rental housing and other appropriate issues. 1. General Recommendations * Neighbors should take the initiative to meet with their student neighbors, get to know them better and discuss expectations and concerns. * Neighborhood Associations should invite students to participate in meetings and gatherings to discuss neighborhood issues and behavior expectations. * Neighborhood Associations should request to become regular members of the Student/Community Liaison Committee. * Neighbors should identify and maintain contact with rental unit landlords and property managers to obtain their assistance in gaining compliance of tenants with established standards. General Recommendations * Students should continue to participate in the Student/Community Liaison Committee. * Students should continue to sponsor and participate in 'Good Neighbor day'. * Students should exhibit leadership in developing programs to encourage resource conservation and reuse and water conservation. * Students should expand outreach activities with respect to good neighbor efforts. * Students organizations should take greater responsibility and encourage peer review of student behavior with respect to meeting community/neighborhood standards violations. * Cal Poly students, aided by the University and the community, should take responsibility for preventing disruptive student behavior during Poly Royal. * Students, student leadership, and student organizations should work to reduce. the incidence of large parties, drinking, and unruly behavior. Students should emphasize and encourage cooperation with the Police Department in response to noise, party and behavior complaints. * The Student/Community liaison Committee should expand its membership to include a representative from the Neighborhood Association and to increase student representation from Cuesta College.
