Statler, Director of Finance PREPARED BY: Dixon Flynn, Finance Systems Manager SUBJECT: SURPLUS CITY PROPERTY CAO RECOMMENDATION Adopt a Resolution declaring the mobile home currently located at the Water Treatment.Plant as surplus property. DISCUSSION Section 906 of the City Charter requires that the City Council approve the sale or disposal of property with an estimated value greater than $100. The Director of Utilities has requested that the double-wide mobile home located at Stenner Canyon Water Treatment Plant be sold. This property is no longer required by the City for the following reasons: 1. The mobile home is now vacant due to the recent departure of the Water Division Manager who occupied the mobile home with his family. 2. Due to better telemetry, controls, and alarms, the City no longer requires an employee to live on-site to respond to emergencies. 3 The Water Treatment Plant does not operate on a 24 hour schedule at this time due to water conservation efforts that use other water sources and treatment operations. 4 All Water Division employees are subject to emergency stand-by duty. By selling the mobile unit, the City will also be ending a past practice of providing housing to the Water Division manager as a condition and benefit of employment at the Water Treatment facility. At this time, auction of the mobile unit is the anticipated method of disposal. However, prior to assigning the mobile unit for auction, staff will evaluate other alternatives to ensure the best return on the sale consistent with the City's property disposal policies and procedures. That the City Council hereby declares that all items of personal property listed in Exhibit A attached and incorporated herein by reference are surplus property. SECTION 2. Disposal of the property shall be made as determined by the Director of Finance to be in the best interests of the City.
