SUBJECT: SURPLUS CITY PROPERTY
CAO RECOMMENDATION
Adopt a Resolution declaring the property listed in Exhibit A as surplus property.
DISCUSSION
Section 906 of the City Charter requires that the City Council approve the sale or disposal
of property with an estimated value greater than $100.
The Chief of Police has requested authorization from the City Administrative Officer to
replace obsolete handguns used by City Police Officers (Exhibit B). A registered gun
dealer has been identified that will make a direct trade of new model handguns for obsolete
handguns at no cost to the City. However, to do this, the City Council must first declare
the current handguns listed in Exhibit A as surplus property.
These handguns will not be offered to other City Departments as normally required under
the City's surplus property policy.

BE IT RESOLVED by the Council of the City of San Luis Obispo as follows:
SECTION,1. That the City Council hereby declares that all items of personal property
listed in Exhibit A attached and incorporated herein by reference are surplus property.
SECTION 2. Disposal of the property shall be made as determined by the Chief of
Police to be in the.best.interests of the City.

SUBJECT: Department Duty Firearm
As you will recall, two years ago I authorized the optional
carrying of a semi-automatic firearm as a duty weapon.
After an extensive training program and personal purchase
of weapons, most officers are now carrying a semi-
automatic. We have found that in training exercises the
officers are as or more proficient than with the revolver.
we believe that it is now time to begin a changeover to the
semi-automatic as our duty weapon. The attached report
details the initial trading of our existing stock. of
revolvers for a supply of the semi-automatics. This will
give us a supply of enough weapons to issue to new hires
O and equip officers who have wanted a semi-automatic but
have been unable to purchase their own. It would then be
our intention to purchase enough weapons (probably six) on
an annual basis over a five year period to have enough to
equip all personnel.. This plan has been presented to the
SLOPOA and they have no objections.
As this involves the trading of- City property, I would like
your approval prior to proceeding. These prices are good
for a short period of time. The Department surveyed all
available dealers for competitive prices. Please let me
know if you have any questions.

I have made contact with Martin Errea of Jack First
Distributors Inc. and made arrangements to trade our
obsolete duty weapons for new semi-automatic pistols. Below
is a breakdown of the weapons we have for trade-in and
those we wish to trade for.

There would be no out of pocket money from the city for
this trade. Mr. Martin would pick up the obsolete weapons
from our department and drop off the new semi-automatics.
I have made inquiries with other companies concerning
trade-in prices and new weapons cost. The above bid
represents the best total price for the transaction. .
We have dealt with this company on two past weapons trade-
in transaction and have had excellent results. I recommend
that we proceed with this trade as soon as possible.
