MEMORANDUM D TO: Council Colleagues ti C Dir rITT? FROM: Penny Rappa SUBJECT: COUNCIL LIAISON REPORT The Area Coordinating Council held its annual Unmet Needs Hearing on December 5 1990. Of particular interest to us was the expressed need for airport transit services and a request from Cuesta College (see attached). The results of the Hearing will be discussed in January. I will keep the Council informed of any progress. An extension of the bus transportation at Cuesta would enable students to utilize. alternative transportation. The Air Quality Resource Board is currently working on a trip reduction ordinance which has the potential of requiring a 50% trip reduction of cars traveling to and from Cuesta College within the next few years. This reduction, if initiated will mandate the students to use other forms of transportation, like biking, car pooling and busing. Evening students. however, are unable to safely bike at night and therefore, a bus program would not only be in the best interest of the Air Quality Resource Board, but the students of Cuesta as well. Cuesta has approximately 165 sections (evening classes) between 4:00 p.m. and 10:00 p.m. nightly. These classes accommodate roughly 4,000 student per week. Out of the 21 different zip code areas that Cuesta caters to within San Luis Obispo County, approximately 40% of the students attending evening classes at Cuesta are from the city of San Luis Obispo. This means that almost half of the evening students are potential bus riders. U If the current bus program is extended and it receives as much support as it does currently, traffic and air pollution could be reduced. A recent petition which has been circulating on the Cuesta campus for less than one week, proposing evening bus transportation, has been overwhelmingly supported by both day and evening students, which clearly emphasizes the need of an extension of the bus transportation into the evening: Roughly 500 students expressed an individual concern that bus transportation is a viable need on the Cuesta campus. We, the faculty and students of Cuesta College, would like to extend our compliments to the Board for holding this unmet transit needs hearing. Since there is such an overriding concern we urge you to support the extension of the bus transportation for Cuesta College. G` �'L-CAEI ED DEC ::.. Please see the attachments to John Dunn's memo, TIA Survey of Downtown Merchant Attitudes," dated December 11, 1990 for details. The results are not scientific, but very interesting. At the last BIA meeting, Supervisor Blakely and Robert Hendrix, SLO County CAO, announced that the County is negotiating with the owners of the TRW building to purchase it. They emphasized a short-term need due to seismic retrofit of the old Courthouse. The BIA expressed understanding of their needs, but are concerned for the County remaining in the downtown.
