SUBJECT: Inclusion of Building at 1763 Santa Barbara Street on the City's
Master List of Historical Resources.

RECOMMENDATION: Adopt a resolution including the two-story structure at 1763
Santa Barbara Street on the Master List of Historic Resources.
BACKGROUND
1. What is the Master List of Historic Resources?
In 1983, the City Council adopted a resolution creating the Master List of Historic
Resources. The list currently includes 152 residential and commercial properties. The
properties have either potential for inclusion on the National Register of Historic Places
or are important local historical properties.
The City Council also adopted procedures for processing applications to include new
properties on the list. The procedures are outlined in the city's Historic Preservation
Guidelines. Using criteria included in the guidelines, the CHC makes a recommendation
to the City Council for including or not including a property on the list. The City Council
then considers the CHC's recommendations and adopts a resolution adding the property
to the list or decides not to add the property to the list. The council's action is final.
2. The Property Owners Request and CHC Recommendations
Devin Gallagher has submitted an application to the Cultural Heritage Committee for
including the property on the Master List of Historic Resources. The CHC reviewed this
request on November 26, 1990 and by unanimous vote, recommended:
That the City Council include the two-story building at 1763 Santa Barbara Street on
the Master List of Historic Resources as a Type #4 property because it meets the
following criteria:
A. It is associated with events that have made a significant contribution to the broad
patterns of our history.
B. It is associated with the lives of persons significant to our past.
C. It has yielded, or may be likely to yield, information important in prehistory or
history.

3. Background Research
In August, 1989, Astrid Gallagher asked the Cultural Heritage Committee to review the
historical significance of the two-story residential building at 1763 Santa Barbara Street.
Devin Gallagher presented materials and attempted to demonstrate that the building was
moved to the site from Morro Street and that had formally been used as the offices of the
"Daily Republic," a newspaper owned by Myron Angel. The CHC felt that additional
research was needed before it could conclude that the building in fact was the former
newspaper offices.
At the CHC's November 26, 1990 meeting, Mr. Gallagher presented substantial materials
and documentation that demonstrated to the CHC's satisfaction that the building was the
newspaper offices owned by Myron Angel. (A bound sampling of Mr. Gallagher's research
materials is available in the council's office for inspection.)
FISCAL IMPACTS
None
ACTION ALTERNATIVES
In addition to the CAO's recommendation, the City Council may:
1. Decide not to include the two-story building at 1763 Santa Barbara Street on the
Master List of Historical Resources and specify the reasons.
2. Continue consideration of the request and provide direction to the property owner or
the Cultural Heritage Committee.
RECOMMENDATION
Adopt a resolution including the two-story structure at 1763 Santa Barbara Street on the
Master List of Historic Resources.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
AMENDING THE MASTER LIST OF HISTORIC RESOURCES TO
INCLUDE PROPERTY AT 1763 SANTA BARBARA STREET
WHEREAS, in 1983 the City Council establishing the "Master List of Historic
Resources along with procedures for adding properties to the listing; and
WHEREAS, Devin Gallagher, owner of property at 1763 Santa Barbara Street,
submitted an application requesting that the two-story structure at 1763 Santa Barbara
Street be included on the Master List of Historic Resources; and
WHEREAS, on November 26, 1989 the Cultural Heritage Committee reviewed Mr.
Gallagher's application and the extensive research materials produced by him and
unanimously recommended that:
The City Council include the two-story building at 1763 Santa Barbara Street on the
Master List of Historical Resources as a Type #4 property because it meets the
following national register criteria:
A. It is associated with events that have made a significant contribution to the broad
patterns of our history.
B. It is associated with the lives of persons significant to our past.

C. It has yielded, or may be likely to yield, information important in prehistory or
history.
NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
1. The two=story structure at 1763 Santa Barbara Street is hereby included on the Master
List of Historic Resources as a Type #4 property—potentially eligible for the National
Register.
2. The City Clerk is hereby directed to make a copy of this resolution available to the
owners of the property at 1763 Santa Barbara Street and to the Community
Development Department.

CULTURAL HERITAGE COMMITTEE
Regular Meeting of November 26, 1990
Meeting convened at 7:00 p.m. in the City Council Hearing Room #9 at City Hall, 990
Palm Street.
Present: Dan Kreiger,Mark Hall-Patton,Leo Pinard,Gloria Heinz and Priscilla
Graham.
Absent: Chairperson Bruce Sievertson, Jerry Michael, Wendy Waldron.
Staff: Terry Sanville, Principal Planner
Others: Devin Gallagher, Heidi Rank,John Sexton,Bill Smullen,Greg Ramsey
On motion of Mark Hall-Patton, seconded by Dan Krieger, and by unanimous voice vote,
the minutes of the CHC October 29, 1990 meeting were approved as drafted.
Since both the chairperson and vice-chairperson were absent, the members present
appointed Gloria Heinz to act as chairperson for the meeting.
Action Items
1. Inclusion of Property at 1763 Santa Barbara Street on the Master List of Historical
Resources
Mark Hall-Patton indicated that he had worked with the property owner who has conducted
substantial research of the property's history and use. Dan Kreiger felt that.the building
was extremely important because of its significant connection to the newspaper industry,
its presence as one of the first printing office in the city, and its association with people
important to the city's history such as Myron Angel.
Devin Gallagher,owner of the property,reviewed with the committee some of the materials
found in the building including old newspapers, business paperwork, and printing type and
blocks.
On motion of Mark Hall-Patton, seconded by Dan Krieger, the CHC recommended
that the City Council include the two-story building at 1763 Santa Barbara Street
on the Master List of Historical Resources as a Type #4 property because it meets
the following national register criteria:
A- It is associated with events that have made a significant contribution to the
broad patterns of our history.

B. It is associated with the lives of persons significant to our past.
C. It has yielded,or may be likely to yield, information important in prehistory
or history.
(The motion was passed on a unanimous voice vote.)
2. Architectural Review of Proposed Changes to Apartments at 1763 Santa Barbara
Street
The committee was supportive of the changes proposed by the property owner. The
committee discussed the reconstruction of the porch. Comments were made that the
victorian brackets used on the porch were too ornate and that a simpler design that
matched what was there originally should be used.
Devin Gallagher indicated that he was unable to enlarge old photographs to see the design
details of the original brackets. Dan Kreiger indicated that making a first generation
enlargement might yield that information and that the original design should be followed
if it could be determined.
On motion of Dan Kreiger, seconded by Mark Hall-Patton, the CHC found that the
proposed changes to the structure do not adversely alter its historic or architectural
G character. (Motion passed by unanimous voice vote.)
3. Action on Applications..to the City's Historical Preservation Financial Assista_nce
Program
The CHC reviewed each of the three applications and color photographs of the structures.
Terry Sanville made a correction to the staff report indicating that the property at 1763
Santa Barbara street was being converted to.three apartments and not four as indicated in
the report.
Bill Smullen submitted additional colored photographs of his house at 654 Islay Street and
the Committee considered his request for an additional $3,641 for the replacement of siding
on two sides of his house.
Terry Sanville indicated that the staff has suggested conditions of approval of financial
assistance that required property owners to use materials and building elements that match
the design of existing materials and elements. For the building at 1763 Santa Barbara
Street it was clarified by the applicant that the existing windows would be repaired or
replaced with wooden windows of matching design.
The committee reviewed various elements of the applications. It was noted by Chairperson
Heinz that the total request for city assistance (including Mr. Mullen's additional request)
was $32;341.
