DISCUSSIO N Backgroun d Following an increase in fire deaths in the City of San Luis Obispo in the last two years, thre e Departments (Parks and Recreation, Police and Fire) have researched and developed a safet y • awareness, education, and smoke alarm check and installation program . The program targets senior s aged 60 and over especially individuals that are deaf or hard of hearing . The goal of the program i sto prevent fire deaths, injuries, and residential fires in the City of San Luis Obispo . The 2010 census data indicates an increasing older population in the City of San Luis Obispo . Ther e are 5,414 individuals who are 65 and over, 12 percent of the City of San Luis Obispo population .The State percentage is 11 .4 percent. Analysis of the statistics from the American Communit y Survey 2006-2010 provides a breakdown of seniors by age group : 1,834 individuals age 65-74 year s(4.1 percent); 1,628 age 75 – 84 years (3 .6 percent); and 1,138 age 85 years and over (2 .5 percent). The senior population has increased since the American Community Survey was conducted a sindicated by the 2010 census data . There are close to 2,000 persons age 65 and over living alone . Of these single households, 499 are male and 1,458 are female . According to the Hearing Los sAssociation of California one in ten people have a hearing loss . The grant target population wil linclude seniors age 60 and above . In the last two years in the City of San Luis Obispo there were three fire deaths with two involvin gsenior citizens . In both cases, the senior citizens' smoke alarms were not working . It has bee n determined that additional education and assistance in checking smoke alarms and installing new batteries and/or new smoke alarms is needed to prevent future fire deaths . Also of concern is th eissue of seniors falling ; falls are a threat to the health and independence of older adults and ca n significantly limit their ability to remain self-sufficient . Therefore, a program called Rememberin g When : A Fire and Fall Prevention Program for Older Adults developed by National Fire Preventio n Association (NFPA) and the Center for Disease Control was selected to address both fire and fal lprevention. eeting DateFebruary 19,201 3 rem Number C 2 • C2-1 Fire Safety and Prevention Grant Page 2 Program This grant application is a collaborative between Parks and Recreation, Police, and Fir e Departments . The grant, if funded, will help the City increase fire prevention and safety awarenes s by implementing a comprehensive educational program along with a smoke alarm check an d installation program for seniors . The fire prevention and safety grant program plans to include the following : 1)A collaborative effort between three city departments (Parks and Recreation, Fir e and Police) utilizing the expertise and knowledge to increase safety for senio r citizens, especially persons who are deaf/hard of hearing in the City of San Lui s Obispo . 2)A 20 hour Project Coordinator will coordinate the three way partnership an d implement the Safety Program for senior citizens . The program will include fir e prevention and safety messages through presentations, media and special events , smoke alarm testing and installation, fall prevention for senior citizens, and education on calling 9-1-1 . 3)An evidence based presentation,Remembering When : A Fire and Fall Prevention Program for Older Adults developed by NFPA and the Center for Disease Contro l will be provided by Project Coordinator and/or trained volunteers for senio r audiences . 4)A presentation,Tips on Making an Effective 9-1-1 Call,will be provided by th e Police Department Communications Technician . 5)Door-to-door distribution of smoke alarm information . Volunteer student group s from Cal Poly will distribute the safety information . Prior to the distribution, the students will receive training on fire safety and be encouraged to discuss smok e alarm safety with residents as they distribute the information door-to-door . Information will include the availability of free smoke alarms and installation fo r the targeted age groups by contacting the City of San Luis Obispo Fire Department . 6)Participation at special events that target seniors adults and distribution of fir e prevention promotional items such as canvas bags used for grocery shopping and a magnet or notepad with a fire prevention message printed on the item . 7)Media outreach : Fire prevention and safety information and education materials o n website, press releases, advertisements in the Senior Services Directory, newspape r and other appropriate media outlets . 8)Education outreach through messaging on items distributed at special events such a s notepads, canvas shopping bags and night lights . 9)Testing and installation of smoke alarms by Fire Department Interns for individual s with limited ability to change the battery . Long life batteries will be installed . Dowels will be distributed to assist individuals in testing theft smoke alarms . 10)Outreach and presentations to community groups that work with the persons wit h disabilities and deaf/hard of hearing to provide smoke alarms . • • • C2-2 • Fire Safety and Prevention Grant Page 3 The Program Coordinator will meet quarterly with the collaborative committee (representative s from Parks and Recreation, Police and Fire) to review statistical reports, seek input, revie w upcoming schedule of events and make any needed adjustments to the program . Budget The budget includes personnel cost of $23,000 and supply/equipment cost of $79,000 . Personnel costs for the grant period of one year include a part time (20 hours a week) temporary City Worke r 4 to coordinate the program, ten hours a week for a City Worker 3 - Fire Intern for smoke alar m checks/installations and 2 .5 hours per month overtime for Communications Technician for 91 1 presentations . Program supplies include education literature and DVD's, smoke alarms (standar d smoke alarms and specialized smoke alarms for deaf and hard of hearing) long life smoke alar m batteries and promotional items (night lights, notepads and canvas bags with fire safety message). CONCURRENCE S This grant application has the concurrence of the Parks and Recreation Department and the Polic e Department. FISCAL IMPAC T • If the City were to receive the grant funding from FEMA, there is no match requirement . There would be no additional cost to the General Fund in Fiscal Year 2012-13 or 2013-14 . If the grant i s not funded, the program will not happen . If the grant is funded, funding will be for one year . If the program is funded and successful, additional funding to continue the program will be requeste d through grants or through the budget process . ALTERNATIVE S The Council could decide not to pursue the grant monies . This is not recommended as fir e prevention and education grant opportunities are limited and the grant funds would provide important prevention programs and smoke alarms to at risk groups . Follow-up phone calls will be conducted to confirm the smoke alarm was installed . Other objective sinclude: distribution and installation of smoke alarm long life batteries, distribution of educational information ,contact with the media, distribution of dowels to check smoke alarm batteries, home safety checks, an ddistribution of promotional items with a fire safety message .This grant proposal from the City of San Lui sObispo will provide smoke alarm checks, new batteries and smoke alarm installation, safety education an dawareness on fire and fall prevention as well as tips on calling 9-1-1 .The program targets senior citizens ag e60 and over, with a special focus to outreach deaf/hard of hearing individual . This grant will provide funding fora20hour program coordinator that will implement the grant with the support of representatives from the Park sand Recreation Department who offer senior programs and schedule use of city facilities, Police Departmen twho will provide a communication technician employee to provide presentations on calling 9-1-1 and the Fir eDepartment who will provide Fire Interns for smoke alarm checks and smoke alarm and battery installation i fneeded. Volunteer student groups from Cal Poly State University will be utilized to distribute fire preventio ninformation door-to-door in targeted neighborhoods in the City of San Luis Obispo . "Remembering When :AFire and Fall Prevention Program for Older Adults" developed by NFPA and the Center for Disease Control wil lbe provided by project coordinator or trained volunteers . Other components of the program will include use ofmedia, City website and participation at special events targeted to the at-risk groups to increase fire preventio nawareness and education . Beginning in 2008 the onset of what would become the wors trecession since the Great Depression (now commonly referred to as the Great Recession) was recognize dand the City began efforts to limit its impacts on our financial condition ; these impacts were most severe on th eCity's General Fund . The City began making a series of aggressive expenditure reductions to balance th ebudget. These budget balancing strategies totaled $17 .6 million in the General Fund over the last four years .However, the continuing effects of the economic downturn on our revenues, coupled with significantl yincreasing employee benefit costs, have caused an ongoing structural gap between revenues an dexpenditures in our General Fund which must be addressed . It also became clear that a number of the one -time stop gap measures that were adopted in the 2009-11 budgets were not sustainable on a long-term basi sand a more robust investment in our capital assets was necessary . The result of all of these factors is aGeneral Fund budget gap of $4 .4 million for the two year Financial Plan 2011-2013, which the City needed t oaddress. The 2011-13 Financial Plan focuses on permanent, on-going changes as much as possible, with departmenta loperating reductions and employee concessions being the two largest elements of the budget balancin gstrategy. Revenue enhancements are part of the Financial Plan but were limited due to recognition that th eCity's long-term sustainability depends more on cost control than on development of new revenue sources . Al lof these pieces of the financial sustainability puzzle were included after thorough and rigorous evaluation .Every decision was made with service to the community in mind . All of these decisions were difficult to mak ebut honor a model of shared sacrifice . Moreover, they are necessary in order to right size our operating costs . Unfortunately, expenditures continue to grow at a faster pace than revenues, particularly in the area o femployee retirement . The California Public Employees Retirement System (CaIPERS), which provide sretirement benefits for our employees, was hit hard by stock market losses in 2008, and these losses causedemployer contribution rates to rise significantly . General Fund revenues are up modestly in 2012-13 from 2010-11 levels, with a few exceptions . In particular ,Property Tax revenues are still being impacted by the housing downturn of the last few years, and we arecontinuing to experience a reduction in this important and significant revenue source . Overall, General Fun drevenues are projected to increase by approximately 2% in 2012-13 . The City Council approved the 2011-13 Financial Plan balancing strategy that closes the projected $4 .4 millio ngap. The strategy consists of the following elements : 1) Implementing select, limited new revenues an dincreased cost recovery, 2) Reducing operating program costs and related service levels by approximatel y$1 .8 million beginning in 2011-12, 3) Reducing the cost of personnel via negotiated concessions by $2 .6million annually . The City Council will reach these goals over the next several years . Specific staff reduction to the Fire Department in 2011 included the elimination of the part time PublicEducation Coordinator which eliminated the outreach programs to senior citizens . This grant will re-establish afire prevention program that targets older adults and receives support and expertize from three departments .Ongoing funding will be sought through other grant sources, community groups, the city special tax measur ethat includes public safety programs or requesting donations for the program at classes, presentations, classe sand special events related to this program . The Park s and Recreation Department also coordinates the use permits for city facilities . The Police Department will provid e the staffing expertise and presentations on Tips for calling 9-1-1 and home safety . The Fire Department i s experienced checking and installing smoke alarms, home safety checks and providing fire prevention programs . Senior citizens attending the safety program, Remembering When : a Fire and Fall Prevention Program for Olde r Adults will be referred to Parks and Recreation Department senior programs if interested in participating i n strength, balance and exercise classes . The coordinating committee (representatives from the three cit y departments) has experience with program development and implementation, special events, gran t management, media relations, collaborations and program evaluation . 8. Analysis of the statistics from the American Community Survey 2006-2010 provides a breakdown o fseniors by age group : 1,834 individuals age 65-74 years (4 .1 percent), 1,628 age 75 – 84 years (3 .6 percent) an d1,138 age 85 years and over 2 .5 percent . The senior population has increased since the American CommunitySurvey was conducted as indicated by the 2010 census data . There are close to 2,000 persons age 65 and ove r living alone . Of these single households, 499 are male and 1,458 are female . According to the Hearing Los sAssociation of California one in ten people have a hearing loss . The grant target population will include senior sage 60 and above . Also of concern is the issue of seniors falling and so we hav eselected a program Remembering When : A Fire and Fall Prevention Program for Older Adults developed b yNFPA and the Center for Disease Control that will address both fire and fall prevention . The methods used to determine the target audiences were : 1) a review of local fire statistics (NFIRS), 2) revie wof U .S . census data, and 3) conversations with key informants . Reviewing the statistics from fire incidents ther ehas been a 200 percent increase in fire deaths in the senior population in the last two years . Also according tothe Hearing Loss Association of California one in ten people have a hearing loss . This at-risk population has als obeen included as a target population . A cost effectiveness analysis wa sconducted from the Oklahoma City smoke alarm giveaway program (10,000 alarms), from the societal and healt hcare systems perspectives . The study compared program costs with the total costs of medical treatment an dproductivity losses averted over a five year period . Fatal and non-fatal residential fire related injuries prevente dwere estimated from surveillance data .Medical costs were obtained from chart reviews of patients with fir erelated injuries that occurred during the pre-intervention period . During the five years post-intervention, it i sestimated that the program prevented 20 fatal and 24 non-fatal injuries . From the societal perspective, the tota ldiscounted cost of the program was $531,000 . Total discounted net savings exceeded $15 million . From thehealth care system perspective, the total discounted net savings were almost $1 million and would have a ne tsaving even if program effectiveness was reduced by 64%.
