HomeMy WebLinkAbout03-05-2013 Council Memo - South Broad Street Area PlanWO council memoRanOu m COUNCIL MEETING : 3/.5//_5 ITEM NO .: 081 March 5, 201 3 TO : City Counci l FROM : Derek Johnson, Community Development Directo r VIA : Katie Libhtig, City Manage r SUBJECT : Recent Public Input on the South Broad Street Area Plan The Community Development Department will be reintroducing the South Broad Street Are a Plan to the City Council at the next scheduled hearing on March 5 th.A public meeting was hel d in advance of the hearing on February 28 a' at the Universalist Fellowship on Lawton Avenue . Over 25 people attended the meeting and provided comments about the proposed plan . The following is a summary of comments provided by several business owners, residents an d property owners in the planning area . 1.The Area Plan will cause our property values to decrease . 2.The Area Plan is still up in the air which creates uncertainty for potential investors . 3.The Area Plan will introduce incompatible land uses (i .e. housing in a manufacturing zone). 4.My priority is my business not my real estate investment . 5.The Manufacturing zone is the highest possible zoning designation because there is les s of it available. 6.Our buildings are meant for heavy manufacturing . 7.We need to protect the people there now but recognize change will happen. 8.The six-month nonconforming window is problematic . 9.McMillan Avenue is an industrial area that is working fine . Just focus on Broad Street . 10.The Area Plan could increase the value of my property . 11.Our area of Victoria Avenue has changed and could make a great extension o f Downtown. 12.How about a mandatory disclaimer on real estate transactions that there is manufacturin g in the area? 13.Let's consider a zoning overlay and/or hybrid zoning . 14.I am a resident on Broad Street and support the corridor enhancements . Staff addressed many of these concerns in the staff report . Additional comments will b e addressed during the staff presentation, which will include possible modifications to the Are a Plan . Also, Council Member Ashbaugh asked that public input from the Future Fair held on Decembe r 1 St be provided to the Council .
