SUBJECT: ALLOCATION OF FUNDING FOR THE PURCHASE OF A PRODUCTION
QUALITY CAMCORDER AND EQUIPMENT
RECOMMENDATION
Authorize the transfer of $14,000 from the Public, Education, and Government Access (PEG) funds
to the City Clerk’s Equipment Account No. 20100-7227, for the purchase of a production quality
camcorder, wireless microphone system, associated accessories, and protection plan.
DISCUSSION
The goal of procuring a production quality high definition camcorder is to increase the variety and
quality of programming provided on Government Access Channel 20. Currently the channel is an
underutilized resource for the City of San Luis Obispo. This is in part due to a lack of production
quality equipment. The PEG funding may only be used for the purchase and maintenance of
equipment and facilities directly related to providing PEG services. Purchase of a production quality
high definition camcorder would open up content options for the City.
The City has several major projects currently slated to begin or nearing completion. City staff
believes that it can produce relevant and informational videos for broadcast on Channel 20 in an
effort to keep citizens informed on the progress of these projects. Currently, the City has no
production quality equipment to produce these videos. Jensen Audiovisual (the City’s contractor for
audio/video used in the Council Chamber) provided recommendations for the selection of
camcorder equipment. City staff has evaluated each of the recommended camcorders and selected
the Sony Super35 Camcorder Kit with zoom lens and Sennheiser Camcorder Mount Wireless
Microphone System. Council is requested to authorize the allocation of PEG funding for this
purchase.

Administration and IT departments concur with this recommendation.
FISCAL IMPACT
The City is currently using PEG funds to purchase and maintain broadcasting equipment. The
purchase of the recommended equipment represents an allowable use of PEG monies and there is
sufficient funding for this purchase from the PEG Government Access Fund. The current account
balance is $177,537 and $163,537 would remain after this purchase.

ALTERNATIVES
Deny the allocation of funding for the purchase. This is not recommended. Without a
production quality high definition camera, the range of offerings on Channel 20 will remain
limited to Power Point slide shows and occasional video recordings.
