PUBLIC COMMENT: At this time, the public is invited to address the Committee concerning items not on the agenda but are of interest to the public and within the subject matter jurisdiction of the Bicycle Advisory Committee. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. PRESENTATION ITEMS: Agenda Item #1: Bike Parking for Large Events Bob Shanbrom has asked to make a presentation to the Committee regarding his idea that all events that attract large numbers of people should provide some form of bike parking such as Bike Valet. The City’s Bicycle Transportation Plan includes Policy 2.13: “The City shall promote and support enhanced bicycle parking services, such as Bike Valet, at community events such as Thursday night’s Farmer’s Market, or Concerts in the Plaza, when over 100 attendees are expected.” This is an informational item and no action by the Committee is expected. ACTION ITEMS: Agenda Item #2: Election of Officers Article 3 (Officers), of the Bicycle Advisory Committee Bylaws (Attachment 2) last updated by the City Council on June 6, 2009, states that, “The officers will consist of a Chairperson and Vice-Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson.” Additional officer duties include; writing quarterly progress reports, representing the Committee at the Mayor’s quarterly luncheon, and representing the Committee at relevant Advisory Body and City Council meetings. The term of office is for one year, commencing upon election. No person shall serve in the office of chairperson or vice chairperson for more than two consecutive terms. Chair Woolf and Vice Chair Weisenthal have each completed two terms and therefore cannot be reappointed this year. The Chair should open the floor for nominations for the office of Chairperson, close the floor for nominations, and ask members to vote for one of the nominees. If only one nominee is offered, then a voice vote can be taken. However, if more than one person is nominated, the BAC may want to cast a secret ballot. The same process should be followed for the office of Vice Chair. Staff Recommendation: The Committee shall elect a new Chair and Vice Chair. CM Winn seconded the 32 motion. The motion passed unanimously. 33 34 ACTION ITEMS: 35 36 Agenda Item # 1: Major City Goal Priority Recommendations 37 38 Ms. Mandeville discussed that one of the major City goals includes a multimodal transportation, 39 and staff was developing a work program that would identify suggested projects and efforts to 40 undertake to achieve that goal. 41 42 Dan Van Beveren, Senior Civil Engineer discussed project updates for the Railroad Safety Trail 43 (RRST), including the Taft to Pepper segment. He reviewed the project timeline for the Class I 44 trail extension that includes a “cycle-track” as an interim route along California Blvd. He reported 45 that the cycle-track design was completed, but that Cal Trans was reviewing the application for 46 an encroachment permit. Mr. Van Beveren also discussed options available to build a 47 bicycle/pedestrian bridge over the tracks near Phillips and Pepper. 48 49 Public Comment: 50 Myron Amerine, resident, favored the cycle track and supported the project up to Phillips Lane. 51 He felt, however, there would be more “wrong way” cycling between Mill and Phillips. 52 53 Draft Minutes Bicycle Advisory Committee Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo Thursday, March 19, 2015 at 7:00 pm James Park, resident, was concerned that the solution would not be user-friendly. 1 2 Barry Lewis, resident, asked if the existing Class 1 facility on California Blvd. allowed pedestrian 3 usage. This was confirmed, and Mr. Lewis suggested some signage be installed to make that 4 clear. 5 6 Tom Weinschenk, resident, spoke of his concern about the steepness of Johnson Avenue near 7 Lizzie Street and that the vehicle speeds on Johnson were problematic for bicycling. He favored 8 a bike boulevard and felt the Sequoia/Flora/Fixlini bike boulevard would protect students 9 bicycling to the high school. He asked if bikes were allowed on Fixlini. This was confirmed, and 10 he suggested signage be installed so riders were aware of that. Ms. Mandeville noted that the 11 City would follow up on adding signs to Fixlini to ensure bicycle riders knew they were allowed. 12 13 CM Woolf noted that with the renovation at Sunny Acres, a trail would be extended through the 14 County owned property. 15 16 The Committee discussed the prioritization of the projects list for goals to submit to Council. 17 18 Mr. Amerine and Mr. Lewis felt the RRST and Bob Jones Trail projects should be at the top of 19 the priority list. 20 21 The public comment period was closed. 22 23 Prior to making their recommendations, the Committee made the assumption that Council would 24 continue to budget $100,000 annually for miscellaneous bicycle facility improvements and that 25 funding could be allocated to the projects that were valued below $100K, e.g. including safe 26 routes to school, Boysen/Santa Rosa study, Highland/Chorro, and Chorro/Foothill projects. 27 28 They also agreed that the Flora/Fixlini bicycle boulevard could be used now by bicyclists and 29 signage should be considered to encourage students to use that route to the high school. 30 31 The Committee identified the following projects listed in priority for Council consideration as part 32 of the upcoming financial plan, noting this priority listing presumed that projects would be 33 receiving necessary on-going maintenance and that the Bicycle Coordinator position would get 34 funded apart from these projects: 35 36 1) Railroad Safety Trail- Bridge over Railroad 37 2) Bob Jones Trail Octagon Barn Connection (Design) 38 3) Sinsheimer Park Path Connection to Railroad Safety Trail 39 4) Prado Road Class I Bikeway- Broad to South Higuera 40 5) Bob Jones Trail- Prefumo Creek Connection 41 6) Railroad Safety Trail Class I Connection – Laurel to Sacramento 42 43 Chair Woolf will present these recommendations to the City Council, per Committee direction, 44 and will indicate that all projects considered are necessary elements to the overall multimodal 45 community goal. 46 47 Agenda Item # 2: Review of Advisory Body Bylaws 48 49 Ms. Mandeville discussed the bylaw review process. 50 51 The Committee reviewed the bylaws and asked staff to confirm that the bylaws indicated that 52 officers would serve maximum two-year terms. 53 54 CM Brooks moved to confirm the bylaws as submitted, with the contingency that the two-year 1 term for officers be included if the language was not already incorporated. 2 3 CM Weisenthal seconded the motion. 4 5 The motion passed unanimously. 6 7 DISCUSSION ITEMS 8 9 Agenda Item # 3: Committee Member Items 10 11 Consideration of Transitioning to a Multimodal Transportation Committee 12 13 CM Woolf discussed the need for a pedestrian plan to be drafted, and reported it’s been 14 suggested that the BAC shift to a multimodal committee, to include bicycles and pedestrians. He 15 suggested that a few Committee members volunteer to research other agency committee types. 16 17 Public Comment: 18 Mr. Amerine noted that some bicycle/pedestrian/ADA committees work well, but felt each 19 committee should stand individually and have a multimodal staff facilitator to coordinate 20 between the committees. 21 22 The Committee discussed the concept. 23 24 CM Weisenthal and CM Winn did not support the concept. 25 26 CM Huddleston, CM Woolf, and CM Brooks supported the creation of a subcommittee to 27 explore the concept for discussion purposes. 28 29 Chair Woolf agreed to gather examples from similar communities that had multimodal 30 committees in place. 31 32 CM Huddleston discussed her desire for more community education regarding bicycle safety, 33 apart from the Bike Rodeo event. She discussed the possibility of KSBY doing a series of PSA’s 34 about various safety tips. It was agreed she would approach the Bike Coalition and Rideshare to 35 discuss the suggestion further. 36 37 CM Brooks asked that a discussion of construction signage be added to the next meeting 38 agenda. 39 40 ADJOURN: 41 42 CM Woolf moved to adjourn the meeting at 9:18 p.m. to the next regular meeting of May 21, 43 2015. Updated 6/16/2009 1 BYLAWS SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Amended by Resolution No. xx 10096 (2009 Series) ARTICLE 1. PURPOSE The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ARTICLE 2. COMMITTEE MEMBERSHIP AND TERMS OF OFFICE The Bicycle Advisory Committee shall have seven members appointed by the City Council to staggered terms of four years. Members must be residents and registered voters of the City. Committee members will serve at the pleasure of the City Council. Any Committee member may be reappointed, provided no appointee serves more than two consecutive terms (8 years). A member who has served eight years can be reappointed after a one year absence from the Committee. ARTICLE 3. OFFICERS The officers will consist of a Chairperson and Vice-Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson. ARTICLE 4. MEETINGS A. The Committee will hold a regular meeting at least quarterly. The meetings are generally held the third Thursday of every other month (January, March, May, July, September and November) at 7:00 p.m. in the Council Hearing Room, City Hall. All meetings will be open to the public. B. The Chairperson or any four members of the Committee may call a special meeting, provided that a week's prior notice is given in writing to each member. C. A quorum will consist of a majority of established Committee members. Updated 6/16/2009 2 D. All actions of the Committee will be decided by a majority vote or consensus and will be directed through the Committee chair. E. All members present must vote, except when abstaining due to a declared conflict of interest. A failure or refusal to vote when present (except for a declared conflict or interest) will be construed as an affirmative vote. F. Any member with a declared conflict of interest will not vote or participate in any discussion of any item or in any manner attempt to influence the decision on that item. ARTICLE 5. SUBCOMMITTEES Subcommittees consisting of less than a quorum of the Committee can be appointed as needed by the Chairperson. ARTICLE 6. ADVISORY BODY POLICIES The Committee adopts and incorporates by reference all policies as stated in the City of San Luis Obispo Advisory Body Handbook, that are not in conflict with these bylaws. Install a crosswalk in front of the Achievement House mailing center located at 553 Higuera St. Provide a bicycle lane channel on Madonna Rd. where it meets LOVR. Paint the bike lane green to increase visibility and safety for bicyclists on Tank Farm Rd. between Broad St. and South Higuera St. Consider a green bike lane on LOVR from Madonna Rd. to South Higuera St. Continue the Railroad Safety Trail from Orcutt Rd. to Tank Farm Rd. Provide safe routes so more middle school and high school students bike to campus (general request). Provide more curb cuts (i.e. wheelchair ramps) on Pismo St. Install Class I bike path on Tank Farm Rd. between Broad St. and Farm Supply where the road widens. Provide safe bike lanes connecting neighborhoods adjacent to Laguna Lake, Laguna Middle School, and Target/Costco (i.e. provide expanded dedicated bike/walk way between these areas). Road signs in SLO are extremely difficult to read at night and are often covered by plants. They could pose a danger to drivers, bicyclists, and pedestrians. Provide traffic calming devices (i.e. roundabouts, bulbouts) in the Madonna, Oceanaire, Laguna Lake area to help traffic flow more smoothly. Bulbouts in the Oceanaire neighborhoods would allow for vehicles to see pedestrians better and allow for safer access to school for children.
