The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. Action Items: Agenda Item #1: Major City Goal Priority Recommendations On January 24, 2015 Council identified “multi-modal transportation” as a Major City goal for FY 2015-17 and asked staff to develop a work program that “prioritizes implementation of the Bicycle Master Plan and improve and maintain bicycle, pedestrian and transit facilities.” Staff has utilized the BAC’s final budget recommendations (Attachment 2) and community input in the development of a draft work program that implements the Major City goal Council envisions. Below is a list of projects that are being suggested by staff or the public for inclusion in the next two year budget. The cost to implement these projects far exceeds funding from previous years. Misc. Staff Recommendation: The BAC should review the list of potential projects for funding and further clarify the Committee’s previous recommendations if desired. Agenda Item #2: Advisory Body Bylaws As stated in the Advisory Body Handbook, Section 3: “By May 1st of each odd-numbered year, the bylaws of each advisory body shall be reviewed by that body. Any proposed changes shall be submitted to the Council through the City Clerk for approval. If no changes are proposed, a report of the review shall be submitted.” The BAC recommended changes to its bylaws in 2009 (see Attachment 3) and those changes were approved by Council. At this time staff is not aware of any additional changes that should be made. Staff Recommendation: The BAC should review the attached BAC bylaws and vote on a motion to either maintain or amend the bylaws. He noted that the planned Madonna 29 path behind the hotels was too steep and encouraged the flatter direct pathway be created for 30 safe travel to Laguna Middle School. 31 32 MINUTES: September 25, 2014 33 34 Action: CM Brooks moved to approve the minutes as submitted. CM Deragon seconded the 35 motion. The motion passed, with CM Woolf abstaining. 36 37 ACTION ITEMS: 38 39 Agenda Item # 1: City Budget Goals, Final BAC Recommendations 40 41 Ms. Mandeville discussed the consolidated list of city goals from other advisory boards and 42 noted that the Tourism District and the ARC had included elements that supported bike projects. 43 44 There was general staff/committee discussion on goals to recommend to Council. 45 46 Myron Amerine, resident, supported the Islay/Toro/Phillips bike boulevard and recommended 47 that Toro Street be used from Monterey to Mill St., because the Toro grade is lower than the 48 Pepper Street grade. He also supported working on the Chorro/Highland intersection to provide 49 a break in the median for left turning bicyclists to mitigate wrong -way riding and exploring the 50 Madonna Class IV bike lane protection design to Oceanaire. He also favored increasing staffing 51 to design projects and apply for grants. 52 53 Draft Minutes Bicycle Advisory Committee Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo Thursday, November 20, 2014 at 7:00 pm Kevin Christian, resident, agreed with increasing the funding request and suggested that 1 increased staffing requests be tied to projects identified in the Land Use and Circulation 2 Element Update. 3 4 Mr. Kienow stated the Foothill/Ferrini project needed to be a high priority for safe travel. 5 6 The Committee supported the goals and amendments outlined in the discussion. 7 8 CM Books moved to approve the following final recommendations: 9 10  Railroad Safety Trail: Continue design/construction of 1) Phillips to Pepper; 2) Pepper 11 to the train station; and 3) Jennifer Street bridge to Iris Street. 12 13  Bob Jones Trail: Design and construct 1) a grade separated crossing of LOVR at 14 Highway 101; 2) the bike path extension from LOVR to the Octagon Barn; and 3) the 15 Prefumo Creek bike path from Target to Calle Joaquin. 16 17  Foothill/Ferrini: Design and construct an enhanced bicycle/pedestrian crossing. 18 19  Foothill/Patricia/La Entrada: Design and construct and enhanced bicycle/pedestrian 20 crossing. 21 22  Prado Road Class I: Design and construct a Class I bikeway from the current terminus 23 of Prado Road to Broad Street. 24 25  Broad Street Class I: Design and construct a Class I bikeway from Damon Garcia 26 sports fields to Rockview Place. 27 28  Penny Lane Bridge: Design and construct a bicycle/pedestrian bridge over the railroad 29 tracks at Penny Lane. 30 31  Sinsheimer Park Pathway: Construct a paved path through Sinsheimer Park from 32 Helena Street to the Railroad Safety Trail. 33 34  Highland/Chorro: Design a break in the median to allow for left turn bicycle 35 movements. 36 37  Madonna Road Cycle Track: Design and construct a two-way bike path on NW side of 38 Madonna Road from the Madonna Inn to Oceanaire Drive. 39 40  Islay Bicycle Boulevard: Design and construct the Islay Street bicycle boulevard. 41 42  Misc. Bicycle Facility Improvements: Provide $100K in annual funding for misc. 43 projects such as signing, striping and safe routes to school projects – ideally 44 incorporated into other construction projects. 45 46  Bikeway/Walkway Maintenance: Maintain $60,000 in annual funding for maintenance. 47 48  Bicycle Safety Education: Maintain $7,500 in annual funding. 49 50  Staffing Needed to Project Projects: Add a fulltime Bicycle Coordinator to the current 51 staffing and restore the ¼ time Transportation Programs Assistant position back to ½ 52 time. 53 54 CM Weisenthal seconded the motion. The motion passed unanimously. 1 2 CM Woolf stated someone should attend the January 13 and January 24 budget meetings to 3 represent the Committee. 4 5 CM Brooks moved to have CM Woolf represent the BAC at the budget meetings and if he is 6 not available to attend, he will ask the vice chair or another BAC representative to attend in his 7 place. CM Deragon seconded the motion. The motion passed unanimously. 8 9 Agenda Item # 2: County Bicycle Transportation Plan Update 10 11 Ms. Mandeville discussed the update and the recommendations to the County that they update 12 their policy regarding bike channelization at intersections, adopting BAC standards of bike 13 facility widths, and providing connections to City bike facilities including a Broad Street bike path 14 from the Airport to Los Ranchos School. 15 16 The Committee noted that the airport to Los Ranchos connection is a high priority with 17 residents. 18 19 CM Brooks distributed and discussed the list of County BAC goals. 20 21 Mr. Amerine, resident, felt all Class I pathways should be free of motorized vehicles and urged 22 for consistent 12’ wide facilities. 23 24 Mr. Christian, resident, reminded the BAC of past committee efforts regarding a draft ordinance 25 for electric vehicles, as well as consistency in facilities width. 26 27 Mr. Park, resident, concurred about keeping with State laws. 28 29 CM Deragon moved to appoint CM Brooks and CM Weisenthal to a subcommittee that will 30 finalize the BAC’s list of recommendations and submit to the County on the Committee’s behalf. 31 CM Huddleston seconded the motion. The motion passed unanimously. 32 33 34 Agenda Item # 3: BAC Assisted Implementation Actions 35 36 The Committee outlined Bicycle Transportation Plan policies members could assist with 37 implementing and committee members volunteered as follows: 38 39 CM Weisenthal will handle Policy 1.57.1 40 41 CM Woolf will handle Policy 1.22.2 42 43 CM Huddleston and CM Brooks will handle Policy 1.53.1 44 45 Mr. Amerine will handle Policy 1.10.1 46 47 CM Winn will find an intern/volunteer to handle Policy 2.17.1 48 49 DISCUSSION ITEMS 50 51 Agenda Item # 4: Committee Member Items 52 53 Way Finding Signage Subcommittee Report: 54 1 CM Woolf discussed the report and the Committee agreed the signage plan could be part of the 2 Misc. Bike Facility Improvement project and that “Bike Shop” should be one of the signs. 3 4 CM Brooks moved to recommend the report content and above amendments to the Way 5 Finding Committee. Mr. Weisenthal seconded the motion. The motion passed unanimously. 6 7 Bicycle Mode Share Subcommittee Report: 8 Bicycling Information for Newcomers Subcommittee Report: 9 10 CM Brooks noted that subcommittee reports will be provided at the January meeting. 11 12 Sinsheimer Park Pathways: 13 14 CM Winn discussed paved bike access, starting at Helene/Sydney. 15 16 The Committee discussed implementing pathways A53 & 54 and agreed they should be added 17 to the Council funding recommendations. 18 19 CM Winn moved to add bike access to Sinsheimer Park (A53 & A54) to the Council funding 20 requests. CM Deragon seconded the motion. The motion passed unanimously. 21 22 Agenda Item # 5: Staff Items 23 24 “Engage SLO” on City Website 25 26 Ms. Mandeville encouraged everyone to go to the City website and complete the Community 27 Needs Survey. She also discussed a test website prototype to enhance accessibility of the 28 website and asked the Committee to provide feedback. 29 30 31 ADJOURN: 32 33 CM Machado moved to adjourn the meeting at 9:05 p.m. to the next regular meeting of January 34 15, 2015. The following table presents the Committee’s goals which are aligned with current City Goals and not listed in any specific order. The City-to-Sea trail continues to be a high priority for residents. Additionally, SLO County is moving forward with their section of the trail which will increase the desire for the crossing. Madonna Rd Cycle Track- Design and construct a two- way bike path on NW side of Madonna Road from the Madonna Inn to Oceanaire Drive. Islay Bicycle Boulevard- Design and construct the City’s second bicycle boulevard. Misc. Constructing this bikeway connection ahead of development will provide an important east/west bikeway connection and alternative to Tank Farm Road during the Chevron remediation efforts. In conjunction with the Prado Class I bikeway, this segment provides an alternative route to the busy Broad Street corridor. This bridge will provide a connection from downtown to the Johnson Avenue and Ella Street neighborhoods via the bicycle facilities currently under construction at French Hospital. This project will improve bicycle access to Laguna Middle School. Bicycle boulevards are facilities that bicyclists of all abilities feel comfortable using and therefore increase ridership. Completing these projects as part of other construction projects results in substantial cost savings. Page 3 of 3 PROGRAMS Bicycle Safety Education: Maintain $7,500 in annual funding Ped/Bikeway Maintenance: Maintain $60,000 annually for bicycle and pedestrian facilities Educating the public on cycling awareness and safety reduces collisions. Goal supports Grand Jury goal of promoting safe cycling. Performing pavement maintenance and weed control on pedestrian and bicycle paths will increase the life of these facilities and reduce the risk of accidents. Program Funding Sources: State and Federal grants Transportation Development Act funds General Fund Measure G STAFFING Principal Transportation Planner- Maintain position. ¼ time Transportation Programs Assistant- Restore funding to 0.50 FTE Bicycle Coordinator- Add a full time bicycle coordinator position. The Principal Transportation Planner position oversees the City’s bicycle program in addition to other transportation duties. This position was reduced to ¼ time as part of budget cuts during the Great Recession. A permanent full time Bicycle Coordinator position would implement Bicycle Transportation Plan policies and programs, prepare grant applications, and help manage capital projects. Staffing Funding Sources: General Fund Measure G Updated 6/16/2009 1 BYLAWS SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE Amended by Resolution No. 10096 (2009 Series) ARTICLE 1. PURPOSE The purpose of the Bicycle Advisory Committee is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ARTICLE 2. COMMITTEE MEMBERSHIP AND TERMS OF OFFICE The Bicycle Advisory Committee shall have seven members appointed by the City Council to staggered terms of four years. Members must be residents and registered voters of the City. Committee members will serve at the pleasure of the City Council. Any Committee member may be reappointed, provided no appointee serves more than two consecutive terms (8 years). A member who has served eight years can be reappointed after a one year absence from the Committee. ARTICLE 3. OFFICERS The officers will consist of a Chairperson and Vice-Chairperson who will be elected annually at a regular Committee meeting in each calendar year. The Chairperson will preside over all meetings of the Committee and perform such duties as directed by the Committee. The Vice-Chairperson will serve in the absence or incapacity of the Chairperson. ARTICLE 4. MEETINGS A. The Committee will hold a regular meeting at least quarterly. The meetings are generally held the third Thursday of every other month (January, March, May, July, September and November) at 7:00 p.m. in the Council Hearing Room, City Hall. All meetings will be open to the public. B. The Chairperson or any four members of the Committee may call a special meeting, provided that a week's prior notice is given in writing to each member. C. A quorum will consist of a majority of established Committee members. Updated 6/16/2009 2 D. All actions of the Committee will be decided by a majority vote or consensus and will be directed through the Committee chair. E. All members present must vote, except when abstaining due to a declared conflict of interest. A failure or refusal to vote when present (except for a declared conflict or interest) will be construed as an affirmative vote. F. Any member with a declared conflict of interest will not vote or participate in any discussion of any item or in any manner attempt to influence the decision on that item. ARTICLE 5. SUBCOMMITTEES Subcommittees consisting of less than a quorum of the Committee can be appointed as needed by the Chairperson. ARTICLE 6. ADVISORY BODY POLICIES The Committee adopts and incorporates by reference all policies as stated in the City of San Luis Obispo Advisory Body Handbook, that are not in conflict with these bylaws.
