Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo
Thursday, March 19, 2015 at 7:00 pm
The City of San Luis Obispo is committed to including the disabled in all of its services, programs, and
activities. Please contact the Clerk or staff liaison prior to the meeting if you require assistance.
Action Items:
Agenda Item #1: Major City Goal Priority Recommendations
On January 24, 2015 Council identified “multi-modal transportation” as a Major City goal for FY 2015-17
and asked staff to develop a work program that “prioritizes implementation of the Bicycle Master Plan
and improve and maintain bicycle, pedestrian and transit facilities.” Staff has utilized the BAC’s final
budget recommendations (Attachment 2) and community input in the development of a draft work
program that implements the Major City goal Council envisions. Below is a list of projects that are being
suggested by staff or the public for inclusion in the next two year budget. The cost to implement these
projects far exceeds funding from previous years.
Misc. Bicycle Facility Improvements 200,000
Pedestrian and Bikeway Maintenance 160,000
Bob Jones Trail Octagon Barn Connection (Design) 395,000
Railroad Safety Trail- Bridge over RR at Phillips Lane 1,500,000
Safe Routes to School-Bishop Peak and Pacheco Improvements 45,000

Railroad Safety Trail Class I Connection to Laurel and Orcutt 150,000
Highland Chorro (bike slot or other) 20,000
Chorro Foothill (bike slot or other) 10,000
Should the Bicycle Advisory Committee wish to further clarify its recommendations to Council, it can do
so by identifying the highest priority projects or ranking the projects in order of priority.
Staff Recommendation: The BAC should review the list of potential projects for funding and further
clarify the Committee’s previous recommendations if desired.
Agenda Item #2: Advisory Body Bylaws
As stated in the Advisory Body Handbook, Section 3: “By May 1st of each odd-numbered year, the
bylaws of each advisory body shall be reviewed by that body. Any proposed changes shall be submitted
to the Council through the City Clerk for approval. If no changes are proposed, a report of the review
shall be submitted.” The BAC recommended changes to its bylaws in 2009 (see Attachment 3) and those
changes were approved by Council. At this time staff is not aware of any additional changes that should
be made.
Staff Recommendation: The BAC should review the attached BAC bylaws and vote on a motion to
either maintain or amend the bylaws.
