DISCUSSIO N As a result of current economic conditions, the state designated a total of $24 million to municipa l police departments to support front line intervention services for FY 2012-13 . The Board of Stat e and Community Corrections (BSCC) requested one city in each county be designated to be th e fiduciary agent to receive the funding and to allocate the funds based on the collective decision o f •local law enforcement agencies within each county . The County of San Luis Obispo was awarded a total of $120,186 ; staff is requesting that the City act as the fiduciary agent for the distribution o f funds . Although no specific requirements were established by the BSCC for how the funding should b e used, the California Police Chief's Association identified the following criteria : •Apply a regional approach, in collaboration with other police departments to address crim e impacts in their communitie s •In partnership or collaboration with county probatio n •Employing best and promising practice s •Focusing on serious, violent crimes and habitually non-compliant offenders •Supported by crime and data analysis for greatest impact and to provide evaluativ e information to support demonstration of outcome s The County Chiefs Association (which consists of all police chiefs in San Luis Obispo County ) will make a final decision regarding how the funds will be used at the next meeting on April loth. Once a decision is made, staff will return to Council to request authorization to distribute the funds . FISCAL IMPAC T Funds were received from the State on February 28, 2013 in the amount of $120,186 . Currently, th e •funds have been placed into the department's Other Police Services revenue account . If authorized, the City will serve as the fiscal agent for disbursement of the funds . It is important to note that the State Funding for Law Enforcement Services 2012-13 Page 2 funds have been legislatively identified by the State for a period of three years ; however, there is n o ability to determine the level of funding beyond that period . ALTERNATIVE S Council may direct staff to identify another law enforcement agency to act as the fiduciary agent . As a result, the funds would need to be remitted to another agency for disbursement .
