HomeMy WebLinkAbout10-06-10 PRC Minutes1-1 Parks and Recreation Commission MINUTES Council Chambers, 990 Palm Street San Luis Obispo, CA Wednesday, October 6, 2010, 5:30 p.m. CALL TO ORDER: Chair Craig Kincaid called the meeting to order at 5:30 p.m. ROLL CALL: Commissioners: Craig Kincaid, Gary Havas, Steve Davis, Ron Regier, David Hensinger, Kylie Hatch and Jeff Whitener ABSENT: None STAFF: Acting Director Shelly Stanwyck, Marti Reynolds, James Bremer, Shannon Bates, John Macon, Meghan Tolley-Burger, Christine Wallace, Doug Carscaden, Rich Ogden, Todd Bunte CONSIDERATION OF MINUTES: MOTION: (Davis/Whitener) Approve the September 1, 2010 minutes as submitted. Approved: 7 yes: 0 no: 0 absent 1. Public Comment None. 2. Volunteer of the Month The October Volunteers of the Month are Chris Chambers and Eli Stein. Chris Chambers, owner and operator of Dunbar Brewing in Santa Margarita, approached staff with an idea to help sponsor a fundraiser for the skate park. The result was the “Rock the House” concert and barbecue at the Jack House Gardens held on August 22 where three local bands played and Dunbar Brewing and associates barbecued. Raffle tickets were also sold for prizes ranging from Cal Poly Athletics tickets to cruiser bikes. 150 people attended; approximately $2,000 was raised. Eli Stein also approached staff with an idea to do a fundraiser. Eli was able to secure a pre-release copy of the skate boarding DVD “Stay Gold” by Emerica Skate Company. Staff worked with Jim Dee of the Palm Theater to showcase the DVD on August 31. Eli also secured donations from local businesses which were raffled off after the movie. 94 people attended the event and $600 was raised for the skate park. Chris, a 17-year resident of San Luis Obispo County, is a skate boarder, cyclist, in the Army 6 years, is a brew master, husband to Lauren and father of 3 girls; Sara, Carter and Charlie Mae. Parks and Recreation Commission Minutes October 6, 2010 Page 2 of 6 1-2 Eli Stein is a graduate of San Luis Obispo High School and is currently attending Cuesta College. He is employed by Coalition and is an avid skate boarder. It is with great appreciation that the Parks and Recreation Commission recognizes both Chris Chambers and Eli Stein as the Volunteers of the Month. 3. Information Update - Public Comment to Council on September 21 – Jeff Whitener Commissioner Jeff Whitener attended the September 21, 2010 Council meeting and gave public comment as a private citizen. Director of Public Works interpretation of PRZ report at Council was discussed. Chair Kincaid requested presence of Public Works Director at a future meeting of the PRC to further discuss this ongoing issue. 4. Information Update – Revised Damon Garcia Priorities for Use - James Bremer, Facilities Supervisor Acting Director Shelly Stanwyck provided copies to the Commissioners of minor revisions made to the Damon Garcia Priorities for Use. The revisions clarified the existing use of fields which prohibits use for practice. Recreation Supervisor Bremer explained the refinements of approved uses as a collaborative effort with Public Works – no change in practice just in providing information to user groups. Commissioner Davis mentioned the interest in field use by youth groups that are not within the City limits. 5. Advisory Body Goal Setting – Shelly Stanwyck Information was given to Commissioners last month on the Council’s bi-annual annual Advisory Body Goal Setting. Acting Director Stanwyck gave a Power Point presentation on the Budget and Goal Setting process. A public forum on January 11 will be held as well as a workshop on January 29, 2011 facilitated by Don Maruska. Commissioners discussed having one main goal as an “umbrella” such as “Promote Active and Healthy Lifestyles.” Supporting subcategories could fall under the “umbrella” goal. A benefit to this approach discussed was it crosses over to other advisory body goals and goals of the community. Commissioners requested feedback from staff in attendance on their impression of valuable projects. Staff response included: Skate park completion (the extent needed depending on information on Prop 84 grant funds) Expansion opportunities for youth services (teens in particular) “Fit for Learning” curriculum Parks and Recreation Commission Minutes October 6, 2010 Page 3 of 6 1-3 Continuation of Bob Jones Bike Trail Ideas promoting tourism and collaborating with Cal Poly and Cuesta Damon Garcia increase in use through field improvements Preservation of existing funding level of Public Art Resources to maintain open spaces Continued support of sports program Collaboration with other cities Commissioners discussed goals brought forth by the PRC in 2008 that are still relevant including: 1) Skate park completion 2) Maintaining Froom Ranch 3) Continuation of Bob Jones Bikeway with emphasis on the City/County link between LOVR and the Octagon Barn Commissioners individually expressed their preferences with a move toward a main goal that incorporates a healthy lifestyle. 6. Introductory Discussion About Identifying Current and Future Needs and Facility Resources for Adult Sports - Shelly Stanwyck Discussion included as part of goal setting in previous agenda item. 7. Staff Report – Rich Ogden Recreation Supervisor Rich Ogden gave an overview of the Adult Sports Program and information on the annual Triathlon with mention of ideas for next year to improve check in speed and promote more volunteer group participation. Explained staffing adjustments due to budget constraints. Commissioners inquired about training for coaches and parents. 8. Director’s Report – Stanwyck Acting Director Stanwyck gave the Director’s Report and briefed the Commission on the following projects:  Closure of Mission Plaza today at the request of the police department. Municipal Code allows for a 24-hour closure under the authorization of the Director of Parks and Recreation.  Portuguese Water Dog event at Laguna Lake Park this week. Noted new playground equipment. Parks and Recreation Commission Minutes October 6, 2010 Page 4 of 6 1-4  Roller Hockey Rink dedication in Ken Hampian’s name was a success and very well attended by the community. Use of the facility is going well with positive feedback received: City of Redding looking at it as a model. Commissioners were given souvenir plastic hockey pucks.  Pool Improvements are going swimmingly. May have a one day closure to install grates that are mandated.  Box Art Festival two weeks ago very successful. Commissioners were given brochures.  Lectures were given to Cal Poly Landscape Design Class last week by the Head Park Ranger Carscaden and Acting Director Stanwyck. Working on a redesign of Meadow Park with sustainable focus, creek enhancements, and connectivity to the South Hills Open Space.  Creek Day was a huge success this past weekend.  Upcoming Events: - Bike Rodeo this weekend. - 5-Year Fiscal Forecast to Council October 19 - Froom Ranch Work Day. First public work day at the new property to build our first trail addition is Saturday, November 6  Future Agenda Items – - Conservation Plan for Irish Hills is being updated Natural Resources will provide a future report - Focus on the Jack House and use opportunities. 9. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Joint Use Committee – Whitener  Youth Sports Association - Davis  Jack House Committee – Hatch  Open Space – Havas  Golf – Regier  Bicycle Committee – Havas Commissioner Hensinger did not attend the most recent meeting of the Tree Committee but reported on upcoming tree planting on October 23 and results of a tree removal request by the City. Commissioner Davis had nothing to report for the Youth Sports Association. Commissioner Havas did not meet Natural Resources Manager Neil Havlik but had a recent communication regarding Open Space issues including information that the Central Coast Parks and Recreation Commission Minutes October 6, 2010 Page 5 of 6 1-5 Concerned Mountain Bikers are moving forward with Stenner Springs course construction. Commissioner Havas did not have anything to report for the Bicycle Advisory Committee. Commissioner Whitener reported there was a lack of quorum for the Joint Use Committee’s last meeting; a special meeting will be held October 12 as a result and Priorities for Use at Sinsheimer Park will be discussed. Commissioner Hatch reported on the most recent meeting of the Jack House Committee and the state of the Jack House; the buggy shed was cleaned out, an Oriental rug as be deaccessioned, information on community foundation, volunteers needed to build and design a new gazebo and upcoming Halloween-themed tours. Commissioner Regier reported on the Laguna Lake Golf Course rounds and revenues; rounds are down 7% from last September attributed to the recent heat wave with an 8% reduction in rounds and revenues for the year. Fall irrigation is complete, food services amendment will go to Council October 19 including funding needed for necessary kitchen improvements. 10. Communications Commissioner Havas commented on Laguna Lake items; dog park, playground improvements, swing bearings, bird roosting, ground cover. 11. Adjourned The meeting adjourned at 7:30 p.m. to the November 3, 2010 regular meeting of the Parks & Recreation Commission.
