HomeMy WebLinkAbout12-01-10 PRC Minutes1-1 Parks and Recreation Commission MINUTES Council Hearing Room, 990 Palm Street San Luis Obispo, CA Wednesday, December 1, 2010, 5:30 p.m. CALL TO ORDER: Chair Craig Kincaid called the meeting to order at 5:31 p.m. ROLL CALL: Commissioners: Craig Kincaid, Gary Havas, Steve Davis, Ron Regier, David Hensinger, Kylie Hatch and Jeff Whitener ABSENT: None STAFF: Director Shelly Stanwyck, Marti Reynolds, Doug Carscaden, Todd Bunte and Ashley Lopez CONSIDERATION OF MINUTES: MOTION: (Havas/Whitener) Approve the November 3, 2010 minutes as amended. Approved: 6 yes: 0 no: 1 absent (Hatch) (Commissioner Hatch arrived at 5:33 p.m.) 1. Public Comment None. 2. Volunteer of the Month The December Volunteer of the Month is Maureen Titus. Maureen has been a volunteer with the Jack House since 1992. Several years ago, Maureen visited a historical home in San Francisco that made the house into a haunted mansion for special Halloween tours. She presented the idea to the Jack House Committee of doing a similar event at the house. However, with the sprinkler installation, the event had to be postponed until this past fall when the idea was put into action. Maureen headed the committee, came up with ideas to carry it through, found places that sold dry ice and picked it up, helped decorate the house, found local high school students to act as ghosts and directed them in their roles prior to the event. Maureen also stood outside on the two days of the Haunted House and greeted all the visitors and shared with them a little about the Jack House. If a child became too scared to stay in the house, Maureen quietly talked them into coming back inside giving them a private tour of the House showing them where all the “ghosts” lived. No child was left behind! Maureen is a wonderful asset to the Jack House Docents, always willing to help where she can and always with a great sense of humor. Maureen has been a registered dental hygienist for 28 years. She is a past president of California Dental Hygienists’ Association and has served on the Public Health Council for the CA Dental Hygienist Association. Maureen practices in two general dentistry offices in San Luis Obispo and Parks and Recreation Commission Minutes December 1, 2010 Page 2 of 5 1-2 is very interested in promoting oral health for children, adults and increasing access to dental care for the underserved population. 3. Presentation of Laguna Lake Golf Course Short Term Marketing “Push” and Discussion – Ashley Lopez Marketing Specialist Ashley Lopez presented the Commissioners with plans for short term marketing implementation at Laguna Lake Golf Course including a newsletter, SLO Journal spotlight, website enhancement and radio spots. Other plans include twilight rates starting at 1 p.m. to allow a four-hour window and increased play during daylight savings time (banner ad), a holiday gift guide and gift certificates as well as monthly specials. Commissioners were positive about increased marketing and events attracting media; suggestions included advertising on SCGA’s website and offering promotions when buying golf equipment. Also discussed general questions on rates, attendance and the new concessioner contract and remodel with Golf Course Supervisor Bunte. 4. Finalization of 2011-13 Goals – Craig Kincaid Chair Craig Kincaid led the Commissioners in reviewing the goals as outlined at the last meeting. Commissioners decided to remove the word “umbrella” from the title and to replace the words “for example” with “including but not limited to” and therefore reading as follows: Umbrella Goal Promote active and healthy lifestyles for our community through City programs, facilities, and policies. Key Tasks 1. Commit financial support to existing recreational facilities, activities and programs 2. Increase facility availability (for example): (including but not limited to):  Expand weekly play time at Damon Garcia  Construct the Santa Rosa Skate Park as designed during the 2011-13 Financial Plan  Complete the Rail Road Safety Trail and Bob Jones multi-use trails 3. Expand recreational opportunities (for example): (including but not limited to):  Form community partnerships to increase sports programming.  Build additional open space trails. MOTION: (Davis/Regier) Accept the goals statement as written. Approved: 7 yes: 0 no: 0 absent Parks and Recreation Commission Minutes December 1, 2010 Page 3 of 5 1-3 Discussion continued with Director Stanwyck regarding the next steps in the goal setting process as far as the public workshop and Council. 5. Staff Report Ranger Services – Doug Carscaden Ranger Services Supervisor Doug Carscaden presented the Commissioners with a PowerPoint on steps involved with winter preparation and recent trail improvements made with extensive volunteer help connecting Irish Hills and Froom Ranch on “Trail Werks” day. Discussed work being done with the aid of Ranger interns. Information was also shared on transient trends to larger camps and recent homeless camp clean up efforts including placement of an individual in medically fragile housing. Explained new liaisons with the police department for increased support and best course of action plans particularly when posting trespass notices and assistance with enforcement. Commissioners inquired about postings and signage, details of ranger limits of authority as compared to police, and complemented TrailWerks efforts. 6. Discussion of Agendas in 2011 – Shelly Stanwyck Director Stanwyck shared information on plans for future attendance by Public Works to discuss Damon Garcia. Follow up on Chair Kincaid’s suggestion for monthly focus from staff of Departmental divisions beginning with a Department overview in January. Commissioner Regier suggested overview be in sync with transitions made to Commission positions in March so new member(s) would benefit. Also suggested were holding PRC meetings at field sites on occasion, and still abiding by conditions of public notice. 7. Director’s Report – Shelly Stanwyck Director Stanwyck gave the Director’s Report and briefed the Commission on the following projects:  Executed Lease with SESLOC. SESLOC continues to graciously lease us real property for over flow parking at Damon Garcia for the sum of $1 per year.  Christmas Parade is Downtown this Friday night. Mayor Dave Romero and Marybelle are the Marshalls.  Holiday Craft Faire is in Mission Plaza all weekend. Staff will have a table promoting Holiday Gifts from Parks and Recreation.  Ludwick Community Center. A family is paying us back for damages made recently to the center during their child’s birthday party.  Diamond Sports have completed their first round of selection of use times. Parks and Recreation Commission Minutes December 1, 2010 Page 4 of 5 1-4  Aquatics. San Luis Obispo Seahawks Gobbler Meet went off great despite some rain and cold weather. There were 350 plus swimmers, many from out of the area including Compton and Visalia.  Youth Basketball has started this week. Lots of parent coaches and kids out and about having a good time.  Froom Trail. The last bridge is almost complete and then the trail will be open to the public.  Family Fest 2010. Wednesday, December 15, 6 p.m. to 8 p.m. at Ludwick - make a gingerbread house! Winter Break for Youth Programs is December 20 through December 31. Programs resume on January 3, 2011.  Teen Center at Laguna Middle School. Most recent event was an Iron Chef styled cooking class in conjunction with a Nutrition class from Cal Poly. A purposeful program studying the impacts of decisions about nutrition following dissemination of information. Hoping to grow this program further. 8. Proposed Laguna Lake Park Trail Naming in Honor of Allen Settle (Stanwyck) Director Stanwyck highlighted an area of trail at Laguna Lake Park that Council asked to bring to the PRC for consideration in naming in honor of Allen Settle whose term on the Council recently ended. Commissioners very briefly discussed. MOTION: (Regier/Havas) Recommend Council approve the naming of the Laguna Lake Park Trail indicated in Honor of Allen Settle. Approved: 7 yes: 0 no: 0 absent 9. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Joint Use Committee – Whitener  Youth Sports Association - Davis  Jack House Committee – Hatch  Open Space – Havas  Golf – Regier  Bicycle Committee – Havas Commissioner Hensinger reported on the most recent meeting of the Tree Committee stating there were six applications for ficus tree removal on Higuera, however only two were approved; this was in correlation with Council’s goals to upgrade the Downtown area. Discussed tree placards. Commissioner Davis reported there was no meeting of the Youth Sports Association recently. Parks and Recreation Commission Minutes December 1, 2010 Page 5 of 5 1-5 Commissioner Havas shared recent communications from Natural Resources Manager Neil Havlik regarding Open Space issues including formulation of the agricultural Master Plan and an area near the new Target site which will operate as a non-profit providing produce for schools; Mountain Brook Church to sign lease for trail; new trail at Froom Ranch almost complete; Stenner Springs skills area still under coordination with CCCMB; PG&E efforts to recable conductors over open space at Reservoir Canyon.. Commissioner Havas reported on recent attendance at the Bicycle Advisory Committee meeting during which goals were modified and adjusted to clarify and align more with other committees. Commissioner Whitener reported on a special meeting of the Joint Use Committee November 30 during which goals of the Committee were finalized and JUC work program for 2011 was reviewed. Commissioner Hatch reported on the last meeting of the Jack House Committee during which time the gazebo was discussed as well as concerns by the Fire Department on occupancy limitations during the recent Halloween tours. There was also a special meeting of the Jack House Committee this evening, December 1, that Commissioner Hatch was not able to attend as it conflicted with PRC. Commissioner Regier reported on the state of Laguna Lake Golf Course; rounds are down 8 %. As Golf Course Supervisor Bunte had already updated the Committee there was nothing further added. 10. Communications None. 11. Adjourned The meeting adjourned at 7:12 p.m. to the January 5, 2011 regular meeting of the Parks & Recreation Commission.
