HomeMy WebLinkAbout04-03-13 PRC Minutes1-1 Parks and Recreation Commission MINUTES Council Chambers 990 Palm Street San Luis Obispo, CA 93401 Wednesday, April 3, 2013, 5:30 p.m. CALL TO ORDER: Chair Davis called the meeting to order at 5:32 p.m. ROLL CALL: Commissioners: Steve Davis, Craig Kincaid, Susan Updegrove, David Hensinger, Jeff Whitener, Ron Regier and Michael Parolini ABSENT: STAFF: Shelly Stanwyck and Ashley Villarreal Public Comment None. Kincaid arrived at 5:33 p.m. 1. Oath of Office – Grimes City Clerk Maeve Grimes administered the Oath of Office for returning Commissioner Susan Updegrove. Maeve introduced herself to the Commission before performing the Oath of Office. 2. Consideration of Minutes MOTION: (Regier/Updegrove) Approve the March 6, 2013 minutes as submitted. Approved: 7 yes: 0 no: 0 absent 3. Election of Chair and Vice Chair – Davis/Stanwyck Nominations were taken for the positions of Chair and Vice Chair of the Parks and Recreation Commission for 2013. Commissioner Parolini recommends keeping same positions – Chair and Vice Chair MOTION: (Parolini/Whitener): Elect Davis as Chair of the Parks and Recreation Commission. Approved: 7 yes: 0 no: 0 absent Parks and Recreation Commission Minutes – April 3, 2013 Page 2 of 6 1-2 MOTION: (Parolini/Whitener): Elect Kincaid as Vice Chair of the Parks and Recreation Commission. Approved: 7 yes: 0 no: 0 absent 4. Appointment to PRC Subcommittee Assignments – Davis (Chair) Chair Davis asked the Commissioners if they were interested in different subcommittees of the Parks and Recreation Commission than those on which they had been serving. The subcommittees and appointed meeting times were reviewed and appointments were (re) assigned as follows: Tree Committee – David Hensinger Golf Committee – Jeff Whitener Natural Resources – Craig Kincaid Bicycle Committee – Ron Regier Jack House Committee – Susan Updegrove Youth Sports Association – Steve Davis School District and Damon Garcia Sports Fields – Michael Parolini Commissioner Whitener suggested having Public Works Director, Daryl Grisby, and Parks Supervisor, Todd Beights, attend DGSF committee meetings. The Mayor’s Quarterly Advisory Body Meeting will continue to be attended by the Chair (Davis). MOTION: (Updegrove/Kincaid): Approve assignments as listed. Approved: 7 yes: 0 no: 0 absent Parolini indicated the desire to help with the next steps of the skate park as a major Capital Improvement Project. Should the skate park continue to construction, the PRC would like monthly reports from Public Works on planning and engineering components. 5. Annual Bylaw Review – Davis (Chair) Director Stanwyck reminded Commissioners that when reviewing the bylaws it is not mandatory to make changes if it does not seem necessary. Park Tour Brainstorming: Places and Dates in June Director Stanwyck asked Commissioners for their ideas for this year’s park tour locations. Suggestions were made as follows: Suggestions from staff and Director: Laguna Lake Golf Course Ball Washers Santa Rosa Playground Emerson Playground Meadow Park Art – Meadow Park Slacklining Broad Street Gardens Box Art (2nd round) New Restroom Sites DGSF/SESLOC Parking Lot SLO Swim Center Pool Boilers Commissioners Suggestions: Chevron Johnson Ranch trailhead/connector trail Santa Rosa (review skate park plan with PW, Public Art, Hampian Hockey Rink) Sinsheimer Park Emerson Park Cuesta Park (goal of Bob Hill’s to create trail) – potential future tour idea Before the Park Tour, Parolini requested a review of the Sinsheimer Park Master Plan Commissioner Kincaid suggested visiting the Johnson Ranch trailhead and Shelly mentioned taking a hike to the connector trail as an optional tour component. The date for the Park Tour was decided to be Wednesday, June 26 and thereby cancelling the July meeting(s). 5. Director’s Report – Stanwyck Director Stanwyck reported to the Commissioners on the following: Special Council Meeting (April 9): Shelly reminded the Commission about the upcoming April 9 Council Meeting in which the council Parks and Recreation Commission Minutes – April 3, 2013 Page 4 of 6 1-4 will provide feedback on the Strategic Budget Direction presented by staff. Council will also respond to the work programs for Major City Goals. Major City Goal – Skate Park: As a Major City goal, the full master planned skate park is recommended to proceed Support letter from PRC was sent to Council Tuesday was a stakeholder meeting with the skate leaders Thursday is a informative meeting with the skate community If all goes accordingly, the skate park plans and specs could be finalized in Feb 2014 with construction in spring 2014 Other Important Objective – Open Space: SOPC for Rangers was submitted with a recommendation for $26,000 to increase part-time staffing $200,000 annually is being recommended for acquisition o Commissioners requested an update on the Ranger Service’s continued work with the transient population. Shelly explained that the Rangers serve as guides for public safety and work closely with the Police Department, Sheriff and Wardens to assist with emergency situations. o Commissioners were concerned with camping at Sinsheimer Park. Shelly informed the commission that a crew had been in to clean up the encampments last Friday, March 29. The Rangers are also working more closely with the railroad police on this issue. o Parolini was curious about the expansion of open space over the years. Informed that 48 miles of trail are currently managed by the Ranger Service. o Commissioners wondered if a possible partnership with the Rangers and Police Department was possible – similar to the Public Works/Police efforts at City parks. Shelly noted the complexity of the open space issues and that the Community Action Team is set up to address some of these matters. o Commissioners requested that the Police Department attend a meeting to provide more background. o Commissioners inquired about disclaimers at trailheads. According to state law there is an assumption of risk when hiking (hike at your own risk). CIP Fleet moving forward: Ranger truck and Golf mowers Trail Workday on April 20 Recreational Sports Agreement between the City of San Luis Obispo and SLO County YMCA was approved by Council at April 2 meeting. Adoption of map addendum to the Irish Hills Natural Reserve Conservation Plan Update was approved by Council at April 2 meeting. SLO Marathon events on Saturday and Sunday, April 6 and April 7. City involved in coordination of permits and road closures. 6,000 participants expected this year. SLO Triathlon registration opens Saturday, April 27. Ashley Villarreal, Administrative Analyst, will be attending an ActiveNet conference next week to learn more about the registration/reservation system. Parks and Recreation Commission Minutes – April 3, 2013 Page 5 of 6 1-5 Spring Break Camp went well. Kids’ Night Out is on Friday, April 5. Great turnout for the Egg Hunt at the Jack House on Saturday, March 30. o Commissioner Regier inquired about the Major City Goals in regard to bike paths. Shelly noted that 1.3 million in year 1 and 1.4 million in year 2 were recommended to cover the Railroad Safety Trail connection from Taft to Pepper, Bob Jones (LOVR to Octagon Barn) southern bridge connection and improvements to transportation plan and sidewalk work. 6. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Golf - Regier  Open Space –Kincaid  Bicycle Committee –Regier  Jack House Committee – Updegrove  Damon-Garcia Sports Field - Whitener  School District– Parolini  Youth Sports - Davis Commissioner Hensinger reported on the Tree Committee meeting stating no meeting due to spring break. Shelly informed the commission of Higuera Street trees that were removed in front of Gap and Express due to branch breakage. Commissioner Kincaid reported on Natural Resources. Council approved Irish Hills map addendum. Note from Freddie, City Biologist, that two adult steelhead made it through to the creek by Luna Red. Kincaid viewed the film Urban Forest which screened at the SLO Film Festival. Wondered if the City could seek permission to have the film on the City’s website. Commissioner Updegrove reported on the last meeting of the Jack House Committee. The official opening of the Jack House was the Egg Hunt on Saturday, March 30. Updegrove was impress ed and she encountered several thankful adults. The City Council, on April 2, will also address the gazebo repairs recommended. Bylaws redone. Foundation launching in June, at which time fundraising efforts will come out. New committee member: Toni Kincaid now a voting member. Commissioner Parolini reported on the School District stating he met with Supervisor Arnie Silacci to discuss school district fields. Asked about slacklining at school district property – the school district does not have a policy on slacklining. There is a policy for no skateboarding and no dogs. The biggest issue for the school district is dogs off leash and dog waste not being picked up. There appears to be an unpermitted organized adult soccer league playing on the lower Laguna football field. The school district does not allow this type of play because YSA pays for the fields, while adult users do not. The district is working with Doug Carscaden, Ranger Supervisor, to patrol. Saturday 9 a.m. Ultimate is not hard on grass, however concerns with dogs. Complaints about tennis court lights being turned off. The school district’s goal is to provide facilities to students. Commissioner Regier reported on the status of the Golf Course stating rounds for the month of March were up 4% percent and revenue up 4% percent. Rounds and revenue for the year to date were down 5% percent. Aerating and sanding greens today, April 3. Commissioner Regier reported on the most recent meeting of the Bicycle Advisory Committee. The Committee met and had lean agenda. Reviewed bylaws – not many changes. Discussed action plans and City goals. Commissioner Whitener reported on the Damon Garcia sports field. Noted earlier during subcommittee reassignments – would like a commissioner with fresh eyes on Damon Garcia to join committee. Opinion: should get fresh water on field. 7. Communications Jeff Whitener nominated a Volunteer of the Quarter – Jackie Johnson Volunteer tends to poppies while cleaning up the park Whitener presented photos of Los Praderas Park of poppies. Great change in the last six years. 8. Adjourned The meeting adjourned at 6:50 p.m. to the May 1, 2013 meeting to be located in the Council Hearing Room.
