HomeMy WebLinkAbout05-01-13 PRC Minutes1-1 Parks and Recreation Commission MINUTES Council Hearing Room 990 Palm Street San Luis Obispo, CA 93401 Wednesday, May 1, 2013, 5:30 p.m. CALL TO ORDER: Vice Chair Kincaid called the meeting to order at 5:33 p.m. ROLL CALL: Commissioners: Craig Kincaid, Susan Updegrove, David Hensinger, Jeff Whitener, Ron Regier and Michael Parolini ABSENT: Steve Davis STAFF: Shelly Stanwyck and Shannon Bates Public Comment None. Commissioner Parolini arrived at 5:35 p.m. 1. Consideration of Minutes MOTION: (Regier/Whitener) Approve the April 3, 2013 minutes as amended. Approved: 6 yes: 0 no: 1 absent (Davis) 2. Conceptual Feedback regarding Offer from the Manse on Marsh to relocate the Pinho House – Stanwyck Director Stanwyck gave background information to Commissioners. Discussion topics and concerns were as follows: House is currently utilized at the Manse as two one-bedroom units House was entirely re-built in 2006 (original structure built in 1880s) Potential use: o Small community room (meeting place) o Class/camps for youth o Museum/interpretive Improvements to community gardens could be included (relocation?) Dana Street Adobe location possibility Utility connectivity would be included in the proposal Backside view concern (as most park users will see it from the back): add pathways and landscaping to tie in with community gardens Parks and Recreation Commission Minutes – May 1, 2013 Page 2 of 6 1-2 Already ADA compliant (with ramps, etc.) Concerns with overcrowding of park (no master plan for this park) Parking concerns: Kim Murray, Deputy Director of Community Development, discussed concerns could be addressed many ways; more concerned with preserving historical context. (expansion existing parking lot) Next steps: present site plan with one or two possible locations to Cultural Heritage Committee the end of June, then back to PRC Maintenance budget? 3. Discussion of Sinsheimer Park Master Plan and Feedback to Staff Regarding the Same – Stanwyck Director Stanwyck noted the plans availability online. Discussion items included: Interest in dirt path from bus barn to Railroad Trail. Current paths were put in by Public Works Streets crew (asphalt) no plans or engineering. CIP project for all park paths (a few years out) Map only: missing context, analytics, unusual narrative from 1997 o Needs assessment data to inform future revisions Current GIS mapping might be helpful to see what is actually there now Identify issues/ideas during Park Tour o Requested James Bremer to be at Park during Park Tour to access stadium building Larger issue: need for Master Plans for all parks 4. Consider and Recommend Approval of Joint Use Agreement with San Luis Unified School District (SLOCUSD) – Stanwyck This topic was moved to next month’s agenda as waiting for information. 5. Consider and Recommend Approval of 2013 Park Tour - Stanwyck Commissioners reviewed final list of Park Tour areas to be visited on Wednesday, June 26. An optional Ranger Led Hike to the Connector Trail will start at Froom Ranch and go toward Johnson Ranch prior to the start of the tour. There will be a brief review of the Sinsheimer Park Master Plan when all have gathered at the Ludwick Parks and Recreation Commission Minutes – May 1, 2013 Page 3 of 6 1-3 Community Center. Commissioners will then board the trolley to Santa Rosa Park to view the Hampian Hockey Rink Future home of the Santa Rosa Skate Park Restrooms Playground Replacement And progress from there as follows: Laguna Lake Golf Course – Ball Washers Johnson Ranch trailhead and meadow Damon Garcia Fields and Parking Area Meadow Park Slacklining Area Sinsheimer Park Trees – City Arborist Pool Boilers Playground Area Bridges Junior Giants (Added) On return trip, bike signs on California Blvd. by Splash Café (faded or gone) LCC Rich Ogden Famous BBQ MOTION: (Hensinger/Updegrove) Approve the 2013 Park Tour route as submitted / amended. Approved: 6 yes: 0 no: 1 absent (Davis) 5. Wes Conner Award – Stanwyck Commissioners reviewed the list of nominees for the annual Wes Conner Award and requested Greg Bettencourt, President of Central Coast Concerned Mountain Bikers, be added to the list. 6. Director’s Report – Stanwyck Director Stanwyck reported to the Commissioners on the following: Summer Registration begins May 4 – programs, classes and camps. Camps are available online for the first time. Parks and Recreation Commission Minutes – May 1, 2013 Page 4 of 6 1-4 o All STAR Fun Zone May 3 o Teen Track Meet May 4 o Hit, Pitch and Run is May 11 Mother’s Day at the Jack House is May 12 Golf Course has 90 Cal Poly students taking lessons this quarter. 1st Tee Spring program is up and running Monster Skate Park Contest – attendance is up from previous years (36) Rehabilitation of Broad Street Gardens 700 Triathlon registrations received already (within four days of registration opening). 500 were within the first 20 minutes. AV and electronic equipment stolen from upstairs at Sinsheimer Stadium between Monday and Tuesday’s games with no sign of a break-in. Community Services position – holding interviews next week The Pool is interviewing and hiring new staff – first round of group lessons starts in two weeks. 7. Committee Reports Commissioners provided the following reports:  Tree Committee – Hensinger  Golf - Whitener  Natural Resources – Kincaid  Bicycle Committee – Regier  Jack House Committee – Updegrove  Damon-Garcia Sports Field - Parolini  School District – Parolini  Youth Sports - Davis Commissioner Hensinger reported on the Tree Committee meeting. There were more than 15 people interested in slacklining – will be put on agenda for next month; Laurel Lane market removed two trees without a permit - $40,000 in fines, will come back with a plan; Arbor Day successful; 11 appeals Commissioner Kincaid reported on information from Natural Resources Manager Bob Hill and Biologist Freddy Otte. Discussed connector trail for easier access off PG&E Road (80 volunteers assisted); Laguna Lake Management Plan – June public workshop then PRC (last update was 1992); addressing policy inconsistencies; reallocation of open space money towards Rangers staffing equals one full-time Maintenance Worker/Ranger. Commissioner Updegrove reported on the last meeting of the Jack House Committee. During the meeting a small revision to the bylaws was made during the annual review. On Mother’s Day the theme at the Jack House social event is “Oh My Beautiful Dolls.” Commissioner Parolini reported on the School District and shared concerns about dogs and un- permitted adult play on the lower field at Laguna on weekends. Commissioner Whitener reported on the status of the Golf Course stating rounds for the month of April were up four percent. Rounds and revenue for the year to date are down three percent overall. Shared concerns about water levels with the lack of rain and issues with use of reclaimed water. Parks and Recreation Commission Minutes – May 1, 2013 Page 5 of 6 1-5 Also shared information on driving range netting replacement and an impressive electronic irrigation system tied to weather stations. Commissioner Regier reported there was no meeting of the Bicycle Advisory Committee this month. Commissioner Parolini reported on the Damon Garcia sports field which was shut down on May 13: 400 tons of sand (equal to 16 semi-hauler transfers) and two tons of seed were brought in; high water use at the field results in low water availability at other parks. The field is worse off this year than last year and is showing more brown spots and bald patches. The priority need is for potable water or flushing the fields a few times a year. Staff is working on meeting with Public Works and Utilities. The fields are also experiencing continued issues with dogs, alcohol and litter. 8. Communications None. 9.
