RECOMMENDATION S
1.Approve Plans and Special Provisions for Railroad Safety Trail Hathway to Taft ,
Specification No . 91110 .
2.Approve the transfer of $246,000 into the construction phase of the project account :
$106,000 from the Railroad Safety Trail Phase 4 project account and $140,000 from th e
Sewer Collection System Improvements master account .
3.Authorize staff to advertise for bids and authorize the City Manager to award the contract i f
the lowest responsible bid is within the Engineer's Estimate of $360,000 .
DISCUSSIO N
The Railroad Safety Trail is a Class I Bikeway located adjacent to the Union Pacific Railroa d
tracks . The objective of this trail is to provide bicyclists, pedestrians, and other trail users a saf e
route along the railroad corridor . Previous phases of the Railroad Safety Trail have bee n
completed by the City from Hathway to the northern City limit . An additional phase wa s
previously completed by Cal Poly from the City limits to the Cal Poly stadium . This new sectio n
will extend the pathway from its current southerly terminus at Hathway Avenue to a new poin t
adjacent to Taft Street (See Attachment).
In 2008, the City and Union Pacific Railroad entered into a lease agreement which allowed th e
City to use a portion of the UPRR right-of-way for construction of the Railroad Safety Trail . The
agreement extends from the northern City limits to the 101 freeway, and the agreement require s
the City to construct security fencing between the trail and the railroad tracks through the limit s
of the agreement . Consistent with the terms of that agreement, this project includes th e
construction of a seven-foot high security fence along the length of the project . The securit y
fence is intended to prevent trespassing onto the Union Pacific right-of-way and will match the
size and appearance of the existing fencing constructed with previous phases of the Railroa d
Safety Trail .
During the design of the project, it was identified that an existing sewerline located within th e
project limits was scheduled for replacement in 2014 . Replacement of sewerlines is part of a n
ongoing infrastructure maintenance program . Timely replacement reduces the need fo r
• emergency sewer repairs, eliminates infiltration and inflow of storm water to the sewe r
collections system, and ensures uninterrupted sewage flow without effluent leakage or healt h
hazard .

•In order to coordinate the sewerline work and the bike path construction, the sewer replacemen t
has been incorporated into the scope of this project . Combining both sewer replacement and th e
bike path construction into a single joint project will minimize public inconvenience and
improve construction efficiency .
The plans and specifications have been completed by Penfield & Smith, one of the City's on-cal l
civil engineering consulting firms, and the project is ready to advertise for construction bids .
Efforts are also currently underway regarding a future phase of the Railroad Safety Trail .A
tentative route has been identified which will extend the trail further south from the terminu s
adjacent to Taft Street . The alignment of this extension includes a portion of the trail on th e
California Highway Patrol (CHP) property, which is owned by the State of California, as well a s
a new bicycle/pedestrian bridge over the railroad tracks from the CHP property to th e
intersection of Pepper Street and Phillips Lane . Thus far, efforts have consisted of preliminar y
design work and concept concurrence of the project scope from both the State of California an d
UPRR . Formal agreements from both of these parties will be necessary prior to construction o f
this future phase.
CONCURRENCE S
In January 2012, the City Community Development Department determined that the projec t
scope lies within the previously approved Environmental Clearance of the Railroad Safety Trai l
project's Initial Study/Negative Declaration pursuant to the California Environmental Qualit y
Act (CEQA).
The Tree Committee has approved the removal of eight trees located within the project limits .
Based on input received from the Tree Committee, the project scope includes the planting of ne w
cork oak trees between the new bike path and California Blvd . The tree replacement rate is on a
1 :1 basis .
The Utilities Department supports the concept of combining the sewer replacement and the bik e
path construction into this single project . Both Utilities and Public Works staff believe that a
single project will result in less public inconvenience as well as a likely reduced project cost du e
the economy of scale of the larger project .
FISCAL IMPACT
The Engineer's Estimate for this project is $360,000 . Project funding is from a number o f
sources including the Utilities Sewer Collection System Improvements master account, $154,00 0
of remaining Bicycle Transportation Account (BTA) grant funds from the project's constructio n
account, and Transportation Improvement Funds (TIF) located in the Railroad Safety Trail Phas e
4 account . The following tables depict the project's construction costs and funding sources .
